The mishap brought train service on the nation's second-busiest rail line to a virtual standstill.Although there is light at the end of the tunnel for a temporary fix, several of Connecticut's political leaders continue to insist the railroad work faster to bring service back to normal.Over the past three days, Con Edison crews have worked feverishly to install three heavy-duty transformers near the Harrison, N.Y., station that will draw power from the local neighborhood and convert it for use by the railroad."What we've sought to do is almost build another substation overnight," Con Edison spokesman Bob McGee said Friday. "The idea is to get power that Metro-North can use as quickly as possible."That power will replace what was lost when a large feeder cable for the railroad's electricity gave out early Wednesday in Mount Vernon, N.Y., setting off three days of travel chaos.The temporary system will provide less than 10 percent of the normal power to the line, but Metro-North believes that should be enough to get at least one electric train through the affected area every 15 minutes. Officials said they will have an idea if the fix is working by Sunday night.For the weekend, there will be hourly train service on the New Haven Line between New Haven and Stamford. Diesel trains will run local and express service between Stamford and Grand Central Terminal.There will be limited train service on the Danbury and New Canaan branches and substitute bus service on the Waterbury branch. No bikes will be allowed on New Haven Line trains, including those going to the Westchester Triathlon.Officials from both the railroad and the power company say their employees are working around the clock. 楊蔭凱　　編者按/ 近年來，儲存隨著我國城鎮化建設的突飛猛進，各種新城新區建設如火如荼，來自國家發改委小城鎮中心的數據顯示，12個省會城市，平均一個城市要建4.6個新城新區；144個地級城市，平均每個規劃建設約1.5個新城新區。在新城建設中，各種鬼城空城頻頻出現。在城市建設中，大拆大建、推倒重來等現象則更顯普遍。出現上述種種現象的根源是什麼？反觀國外城市建設又是什麼情況？如何才能避免出現上述問題？就此問題，《中國經營報》記者特約請國家發改委地區經濟司有關人士進行解讀。　　近年有機會到歐美等發達國家學習考察，所到之處感覺與國內城市建設明顯不同的是，這些國家莫說大規模的新城新區建設，甚至連一般性的建築工地都很少，畢竟這些國家已完成城市化、工業化任務，超越了城市大規模建設階段。但更令筆者驚訝的一點是，在國外城市見到的諸多房屋建築，無論是既往遺存，還是普通民居，歷史動輒百年乃至幾百年以上，但依舊保存完好、古樸亮麗，大多數城市道路、橋樑等基礎設施雖不甚寬闊，但歷經歲月仍然結實耐用、暢通便捷。這意味著，這些國家百年乃至千年前的投入至今仍發揮著重要作用，各個年代社會財富都被很好地積累和保存下來。　　反觀國內，大拆大建、推倒重來在各個城市每天都在上演，現有建築不要說百年曆史的很少，即便建于上世紀80年代的業已陳舊破敗、不堪入目；城市道路等基礎設施更是建了拆、拆了建，很多人甚至開玩笑說，乾脆給馬路裝個拉鏈算了。深入反思一下，中外城市建築壽命的巨大差異，透露出的是我們城市戰略規劃的搖擺、管理行為的無序、建築質量的低劣，更反映出我們社會財富形成積累機制的低水平、低效率和不完善。　　社會財富是指勞動者在生產過程中創造的、具有對人有使用價值的勞動產品，社會財富規模特別是積累能力和積累效率是衡量一個國家綜合國力強盛的重要標誌。立足人口多、資源少的基本國情，如何認真參考借鑒國外先進經驗，切實加大體制創新和制度建設，力求將每一點資源、資金、資本都能高效轉化成可以固化下來、延續下去的社會財富，切實提高社會財富積累效率，是我們面臨的一個重大命題，這將直接影響到我國現代化建設的總體進程和廣大人民群�的切身利益。　　城市是社會財富形成和積累的重要載體，規範有序地推進城市建設也是高效積累社會財富的重要途徑。在參考借鑒國外城市建設基本經驗的基礎上，對科學推進我國城市建設、有效形成社會財富積累提出四點建議：　　一是高度重視科學規劃。科學規劃是城市建設的依歸，也是社會財富務實積累的基本前提。實踐證明，城市規劃是城市發展戰略的重要載體，城市規劃的不科學、不穩定和不嚴肅，是導致城市格局頻繁變動、基礎設施大拆大建、社會財富難以積累的重要原因。從這一點來看，戰略規劃的不科學和不穩定是最大的一種浪費。歐美等發達國家高度重視城市規劃工作，將規劃置於整個城市管理的核心主幹地位。比如德國的《建設法典》、英國的《城鄉規劃法》、法國和瑞典的《城市規劃法》、日本的《都市計畫法》等均對城市規劃的制定、實施、監督做出明確規定，特別強調規劃的法律地位和長期效力。我國1990年頒發了《城市規劃法》，2007年修訂為《城鄉規劃法》，雖然法律對城市規劃的管理做了比較嚴格的規定，但在地方執行過程中，城市規劃頻繁調整變更現象十分普遍，規劃的嚴肅性、權威性明顯偏低，城市空間格局、功能分區和主體風格難以固定和延續，進而直接導致城市基礎設施的無效建設和嚴重浪費。為此，建議提升我國城市規劃的法律地位，進一步加大規劃調整的難度；與此同時，要切mini storage增強全社會在規劃制定過程中的參與力度和執行過程中的監督力度，共同形成維護規劃穩定性的長效機制。　　二是細化實化法制建設。國外涉及城市建設的法律體系完善細緻，便於執行和操作。比如巴黎在自中世紀以來的發展中，雖歷經兩次世界大戰的炮火，但仍保留著城市建築的統一風格，甚至是歷史最悠久的某些街道的整體布局。究其原因，除了城市建設的科學規劃之外，嚴謹務實的法律制度發揮了不可替代的重要作用。巴黎的《城市規劃和保護法》是世界上最全面、完善和嚴格的城市建設法律體系之一，大到對巴黎城區的城市布局、用地規劃、交通組織以及分區規劃、城市設計原則，小到對城市規劃控制指標和參數如容積率、建築密度、高度、間距、風格、立面形式等，都做了相當詳細的規定。尤其對舊城區和古建築的保護管理精細到了嚴苛的程度，如規定建築外立面不允許私自改動、必須定期維護修繕等。相對而言，國內城市建設管理方面規定不細緻、操作性差、有法不依、執法不嚴等問題普遍存在。建議國內各個城市對城市規劃、建設和管理等方面出台更為細緻明確的規定，特別是對限制性行為做出更為詳細具體的規定和罰則，要切實體現城市規劃與管理的權威性、嚴肅性和規範性。　　三是切實提高建築質量。建築質量是社會財富能以長久積累的基本前提。當前，我國正處於城市化快速發展時期，城市建設保持一定速度是必要的，但在房屋建築和基礎設施建設質量上一定要強調慢工出細活，絕不可偷工減料、貪快求大，建就要建成百年精品。為此，城市建設要特別注重從技術標準、質量細節等方面入手，強化工程項目施工質量管理，加強部門執法力度，實行責任終身追究制度。與此同時，要克服重建輕養問題，高度重視建築物的維護保養，不能只建新不護舊，確保每一個新增建築都能夠長久保存下來，盡最大能力少幹“狗熊掰棒子”的蠢事，確保每一分投入都能夠長久地積累下來。　　四是積極創新城市管理。推進完善政績考核制度。轉變唯GDP的考核導向，將城市規劃執行效果、建築質量總體水平、社會財富累積效率作為城市管理者業績考核的重要指標，倡導“不求最大、但求最優，不求最快、但求最精”的科學發展理念，從制度上遏制住城市建設“貪大求快”的衝動。切實加強城市規劃與建設管理的全過程控制。進一步提高財政支出的透明度，通過制度設計使每一分錢都能花在刀刃上，使每一分錢都能轉化成可以長久留存的社會財富。建立公�參與監督機制。二戰以後，城市規劃中的公�參與逐漸成為世界潮流，比如英國公�參與城市規劃的制度健全，法律地位高，英國城鄉規劃法案等明確規定，必須有公�參與的城市規劃才具有法律效應，公�參與是英國規劃法規體系的“骨架”，與此同時，法律法規對公�參與的內容和形式作出了一系列具體而細緻的規定，如在辦公場所和適宜地方放置文件副本、在網上發佈文件、在地方報紙上發佈參與的廣告、組織市民學會和鄰里規劃基金會組織公民參與等。同樣，美國、法國、德國等國家對公�參與城市規劃均有明確規定。為此，建議進一步增強我國城市規劃中公�參與力度，完善法律制度，堅持信息公開，保障公�的知情權，提升技術手段，保障公民參與的效率和質量，確保城市規劃建設的規範與高效。　　與群�日益增長的物質文化需求相比，我國當前的國民財富還不甚豐厚，創造和積累社會財富仍將是我們長期艱巨的任務。面對與發達國家的差距，亟待我們放平心態、完善制度，務實推進社會財富的高效積累，這是加快轉變發展方式的題中之義，也是推動國家儘快走向強盛的必然要求，對此各方面都應有清醒認識。　　作者系國家發改委地區經濟司處長，博士self storage
