"We are going to see more efficiency, so the city government can be more responsive to its citizens. I am looking forward to building more databases."To his delight, Walker said he got a new <<>> earlier in the day.The hour-long, meet-and-greet session at Jacoby Arts Center, 627 E. Broadway, drew about 40 citizens and business representatives. Some of the newer officials, such as Bob Barnhart, public works director and executive director of the Park and Recreation Department; and Police Chief Jake Simmons gave brief biographies.Barnhart, who has worked more than 20 years as a local contractor, said he is "trying to spend money more efficiently, stretching money more and buying things we know we can maintain so it will last."We have implemented a policy of preventative maintenance," he said. "We will not leave the yard until the operators will treat it as their own."Barnhart mentioned ongoing street improvement projects, particularly on high-traffic areas such as Belle and State streets. He said he is working with utility companies to plan street improvements after the utilities do their scheduled work.Walker praised Barnhart's efforts in helping the city during the June flood, working long hours before he officially started his job July 1.Simmons, who has been with the Alton Police Department since 1993, joked that he started work the year of the Great Flood of '93, and became chief just before the June 2013 flood.Regarding APD, Simmons mentioned the ongoing <<>> to raise money for a second canine, estimating the effort was at about 25 percent of t儲存倉e $15,000 minimum goal."We had four dogs when I was hired on," he said about the need for another dog.Simmons said he remains a "working cop."I go out of my office two hours a day to help my patrol officers," he said.Simmons said police will begin prostitution stings and set up bait cars to catch vehicle burglars. When asked about Downtown patrols, he said police will be in that entertainment area but not as strongly as in the past, which troubled bar owners."It has a New Orleans atmosphere," he said. "The police are there, but not hard-nosed like they used to be. We have scaled-down police presence from years past."He also said the block parties have not attracted the large crowds as before, so they do not require as many officers.Matt Asselmeier, deputy director of Community Development and Housing, listed numerous private-<<>> building projects. He said a committee is doing due diligence on the capabilities of five developers who submitted proposals for a 120-room hotel and convention center at Henry Street and Landmarks Boulevard to build a facility "as we see fit."Asselmeier also said the city continues evaluating its facilities to determine how they comply, or fail to comply, with provisions of the Americans with Disabilities Act.Although not a city employee, Brett Stawar, president and chief executive officer of the Alton Regional Convention and Visitors Bureau, said the June flood affected tourism, but the bureau tailored a campaign with incentives to regenerate interest in visiting Alton.Stawar said in September the bureau will unveil eight new, replacement interpretive panels that will go in along the Scenic Byway. Both Stawar and Sara McGibany, executive director of Alton Main Street, recited long lists of upcoming entertainment, along with a visit from the American Queen river cruise vessel.lweller@thetelegraph.comCopyright: ___ (c)2013 The Telegraph (Alton, Ill.)
