Shoppers will likely encounter a "The system is down at the moment" message on the site.Application assistants in Appleton fielded a surge of calls by mid-morning Tuesday, said Hannah Kosgard, an outreach and enrollment specialist for Partnership Community Health Center."A lot of people are asking basic questions about the shutdown and how it may affect this," Kosgard said. "To be honest many don't have a grasp of what the marketplace is, so we give them an overview and how it's going to work."Kosgard said she was logged into healthcare.cov Tuesday morning still waiting for "Live Chat" help for a question.About 500,000 Wisconsinites are expected to shop for coverage through the exchange, including about 90,000 that will lose Medicaid coverage in January and the 400,000 with no insurance.The signup issues were a minor concern, given the benefits that will come with new coverage, said Nicole Argall, a copywriter in Appleton."I had some trouble with the security question portion, but I'll tself storagey again later or tomorrow," Argall said. "My husband and I are both self-employed and we've had issues with preexisting conditions and being rejected in the past. I think a lot of people with employee-sponsored insurance don't understand that there are lots of people like us that make a good living, but are self-employed."The glitches were frustrating for John Sanders, of Kaukauna, who said he signed up on the exchange website three weeks ago, but hit snags Tuesday.He called the launch of the faulty system, "reckless at best.""I come from an industrial background where I had to implement operation of new computer systems. When they didn't work well on a trial basis they were not implemented," Sanders wrote in an email. "I will not accept the 'heavy traffic' argument. What else would be expected on the national launch date?"Reporters trying to ask questions about the website were equally out of luck Tuesday.
