Source: Detroit Free PressNov. 03--Michigan House Speaker Jase Bolger, fueled by a firsthand look last week at problems in Detroit, returned to Lansing and immediately began exploring ways to fight crime, lower auto insurance rates and clean up the city, action unprecedented by a top Lansing legislator in recent memory.Within days of his visit with Rep. Harvey Santana, D-Detroit, Bolger said he began:-- Investigating whether the Michigan State Police could duplicate in Detroit an anti-crime effort used in Flint where officers helped curb crime and took eight of the city's top 10 offenders off the street. Rep. Fred Durhal Jr., D-Detroit, said Bolger should send cities their owed revenue-sharing funds so they can hire their own police officers rather than send in temporary state cops.-- Talking to fellow legislators about whether nonviolent offenders could be sentenced to clean up Detroit's sidewalks and vacant lots rather than spend time in jail."Are there alternative sentencing options?" Bolger asked. "If you have a nonviolent offender, can they be out doing that work instead of sitting in a jail cell? Does that make sense?"Several Detroit legislators said they thought this was a good idea.-- Meeting with fellow legislators to discuss adjusting pending auto insurance bills to reduce premiums across the state, action that would have greater impact in Detroit, where rates are sometimes triple those outside the city.Detroit legislators have been criticizing the insurance bills for months. Rep. Thomas Stallworth III released a statement saying the proposals "under consideration do nothing to make auto insurance more affordable. They instead create an $18-billion windfall for insurance companies and increase the risk that victims of catastrophic injuries won't have the benefits they need."-- Helping get approved House Bills 4593 and 4595 that prevent scrap metal theft and resale.Rep. Rashida Tlaib, D-Detroit, who cosponsored the legislation with Rep. Paul Muxlow, R-Brown City, and state Sen. Jim Ananich, D-Flint, had worked for three years on the bills by Thursday when they were pulled from the agenda "because they needed more work," she said. But then she watched Bolger huddle with Muxlow and the governor's staff, and suddenly the bills were back on the agenda, and then approved."I don't know if it was political or his visit to Detroit, but we got it done," she said. But she and several representatives agreed that Gov. Rick Snyder's support didn't hurt. The speaker has been a busy man since his Detroit visit, a watershed moment for him but one that had some city residents asking: "Where is Jase Bolger, and what have you done with him?"Many of his fellow legislators were not surprised."The acceptance of an invitation to see another legislator's district around the state is sort of normal stuff," said Sen. Bert Johnson, D-Highland Park. "We do it all the time. It's not an exchange program, but it's sort of a professional courtesy."But Bolger, in the past, has not been interested in such visits to Detroit. Tlaib invited every legislator in Lansing for tours of southwest Detroit in 2010 to explain how a second international crossing would impact communities already beleaguered by trucks and pollution."Some members did come," she said. And at least one told her, "Now I know why this is important to you."But Johnson was more point存倉d."Do I think that Jase Bolger coming to Detroit will have some net positive benefit for the city because now all of a sudden he sees the light and sees it Detroit's way after he's taken away the earned income tax credit, the child tax credit, the pension tax and because of the emergency management conversation?"The answer, said Johnson, was no."The policies I've seen Jase Bolger be a part of have been some of the most harmful ... to the citizens of Detroit," Johnson said. "There was no apology tour when he was with Rep. Santana or when they squeezed off employment benefits, when they squeezed off welfare benefits. Now he's saying he's going to do something for Detroit. Well, the Detroit delegation has been trying to do that ... so I'll believe it when I see it, when I see Jase Bolger pull key Detroiters in and give them a seat at the table ... when I see him extend the right hand of conversation long before a policy is made a bill. I'll accept at face value that his conscience has been pricked about the citizens of the city, then."Detroit City Council member James Tate said why shouldn't Bolger want a piece of Detroit? Everyone else does. He mentioned Fernando Palazuelo, the Peruvian developer who attempted to buy the Packard Plant and the Chinese firm that bought the old Free Press building."For many in Lansing, this is legacy-building," Tate said. "They want to be known as the ones who cleaned up Detroit, who saved Detroit and that's good when it's a partnership. It's good to see legislators who aren't viewed as Detroit-friendly working on policies that potentially will help the residents of this city. The problem occurs or challenges occur when the people who are being affected by change are not consulted or used even as advisers in how to help them."When he drove back to Lansing, Bolger had no idea his visit had become a big topic of conversation."I was surprised by the level of surprise and interest in my visit," he said. But perhaps he was more surprised by his reaction and the newfound mission to do more."We don't have unlimited resources at the state," he said. "I'm interested in doing things that will be effective, not just things to make people feel good or to say we've done something, especially as it comes to crime."I'm exploring options. I understand that if you don't do that right, you can have little impact, spend a lot of money and have little results."Bolger toured the city Monday inside abandoned homes and in front of residents struggling to have the same kind of life he has in Marshall.Legacy or not, Bolger could have stayed in Lansing. But he came and met people whose lives have been hurt by bills he has pushed. As Johnson said, one can take a wait-and-see attitude on what Bolger accomplishes. Or the entire 15-member Detroit delegation could stroll to Bolger's office and say, "Welcome to the revolution. We have a few ideas."What Bolger does now will seal a legacy, if it's about legacy rather than politics."I don't think the speaker is moved by a sense of taking credit for helping to save Detroit," Durhal said. "I think the speaker is looking at what his legacy will be, and helping Detroit is probably something he wants to be part of his legacy."It's a heavy lift."Copyright: ___ (c)2013 the Detroit Free Press Visit the Detroit Free Press at .freep.com Distributed by MCT Information Services儲存

Source: Greeley Tribune, Colo.self storageNov. 03--KERSEY -- Ridge View Academy's football roster Saturday featured only last names and first initials.Even before their Class 2A state football debut against powerhouse Platte Valley, Rams coaches politely passed on an opportunity to offer first names for public address purposes.During the ensuing 48 minutes, the third-seeded Broncos weren't about to let Ridge View make a name for itself in Platte Valley's jam-packed stadium. In fact, the Broncos made sure the No. 14 Rams remained relatively anonymous in Platte Valley's emphatic 49-0 win in the first round of the playoffs.Broncos coach Troy Hoffman, described the performance as "just about perfect.""This is by far the best performance, as a varsity team, that we've had in my 12 years here," he said. "I'm so proud of them. ... Our kids were just flying all over the place today."With the win, Platte Valley (8-1) advances to the quarterfinals, in which it will face No. 6 Bennett (8-2) at 1 p.m. Saturday in Kersey.Ridge View (4-5) never threatened, as it took the Broncos all of 14 seconds to put their first eight points on the board. The Rams won the coin toss and deferred. Bad idea.Ridge View's deferral prompted seemingly only half-serious cries from Platte Valley's sideline and fan section to run back the opening kickoff.Broncos junior Kolt McDaniel took the request quite seriously. After Josh Dovenbarger fielded the kick, he faked a handoff to Logan Sitzman and Cameron Maxey, then shuffled the ball to McDaniel, who zig-zagged through the Rams' coverage, 75 yards for a touchdown.McDaniel said the Broncos ran the same play on a kick return in a 23-21 quarterfinals win against Eaton a year ago."If they're not prepared for it, it works beautifully. It's crazy how well it works," McDaniel said. "It was just there. It worked perfectly, the way we wanted it to. I just ran down the sideline and let everybody else block for me."Sitzman -- the Broncos' all-state senior quarterback -- scored two more quick touchdowns in the first quarter, followed by a Caleb Creech 5-yard plunge into the end zone, which put the Broncos up 28-0 with 1 minute, 12 seconds left in the first.By the time Sitzman connected with McDaniel on touchdown passes of 30 and 25 yards during a 3-minute span in the second quarter, Platte Valley had a 42-0 lead and a mercy-rule mandated running clock ... with 7:29 left in the first half."We want to come out and show everybody in the playoffs that we're ready to go, just go out and play the best football we could," Sitzman said. "We played Broncos football today. This is probably the best playoff game I think we've ever had. Everybody did everything we could ask for, and it showed on the scoreboard."Before giving way to backup Tanner Schwindt for the entire second half, Sitzman punctuated his stellar first half with a 1-yard quarterback sneak into the end zone to put the Broncos up 49-0 with 16 seconds left in the second quarter. Before becoming a spectator, Sitzman connected on 7 of 8 passes for 121 yards, two t迷利倉uchdowns and no interceptions, running the ball six times for three touchdowns and 78 yards -- including an electric 52-yarder midway through the first. As stellar as the Sitzman-led offense was, the Broncos' defense was at least as impressive.Even though Platte Valley ran just 13 plays in the second half, with the clock running, the yardage differential between the two teams was staggering. The Broncos had 309 total yards compared to minus-1 on 33 total offensive plays for Ridge View.In fact, the Rams didn't have a first down until there was less than 4 minutes left in the game. With its backups playing virtually the entire second half, Platte Valley fumbled and Ridge View recovered on the Broncos' 26 with 4:40 left.On a pair of plays, the Rams advanced to the 6. During the next four plays, Ridge View wasn't able to punch the ball in, as Platte Valley's reserves had a goal line stand to clinch the shutout.Senior linebacker/wingback Jake Smith, who is one of the Broncos' leaders on defense, was among the players and coaches who erupted from the sidelines as Platte Valley's youngsters denied the Rams, just inches shy of the goal line."They understood, too, going into the game that they needed to preserve that shutout," Smith said. "Everybody knows, we're all about the defense. ... That's the most dominant game I've ever been a part of in the postseason."RVHS 0 0 0 0 -- 0PVHS 28 21 0 0 -- 49First quarterPVHS -- Kolt McDaniel 75 kick return (Logan Sitzman run) 11:44. A.

Source: The Tribune-Democrat, Johnstown, Pa. Nov. 03--JOHNSTOWN -- A pending lawsuit is a black cloud hanging around, be it for a business or the board of a private high school, with the contents of that lawsuit often best revealed, a legal expert said. That cloud is the lawsuit a Greensburg attorney plans to file against a host of defendants, including the Bishop McCort Catholic High School board of directors, stemming from allegations by former students that they were sexually molested by Brother Stephen Baker.Pittsburgh attorney Kathleen Gallagher is asking the Cambria County court, on behalf of the Bishop McCort board, to force attorney Susan Williams to file the complaint in 20 days.Louie Freeh recently filed a similar request in Centre County court in an attempt to see what former Penn State President Spanier has to say in his lawsuit stemming from the sex abuse scandal involving Jerry Sandusky."It sounds exactly like the same kind of motion that was filed last week by Louie Freeh, who is trying to get Graham Spanier to file his complaint," said Judkins Mathews, assistant professor at Penn State Law in State College. "In both cases they are moving to actually have the complaint filed."In January, Williams filed notice in Ebensburg on behalf of three alleged victims identified only as Victim 1, Victim 2 and Victim 3.The notice contained no additional information or details of the alleged acts, but did name Bishop McCort Catholic High School, the Roman Catholic Diocese of Altoona-Johnstown and the Third Order Regular Franciscans as defendants. At about the same time, Altoona attorney Richard Serbin filed a similar motion in Blair County on behalf of unnamed victims. In his notice, Serbin listed as defendants the Catholic Diocese of Altoona-Johnstown, the monastery where Baker was living, the Franciscan Friars of the Third Order Regular, retired Bishop Joseph Adamec and Bishop McCort.A request, similar to the one filed in Cambria County, was not filed in Blair because the school as it currently exists was not listed as a defendant, said Matthew Beynon, spokesman for Bishop McCort."He did not name the school as it is currently constituted, post July 2008, as a defendant," Beynon wrote in an email. "Mr. Serbin only named the 'old' school."Since its founding nearly 100 years ago as Johnstown Catholic High School, the school was administered and controlled by the diocese. That changed in 2008 when Bishop McCort, along with other high schools under the diocese, were turned over to local boards of directors. As such, Bishop McCort has operated as an independent nonprofit responsible for operations of the high school, fundraising and hiring of a principal, according to a website outlining its history.Baker was 62 when he was found dead in late January at the Franciscan monastery outside Hollidaysburg, where he had lived for several years. His death, ruled a suicide by the Blair County coroner, came two weeks after alleged victims began contacting attorneys claiming they had been abused by the friar.Baker worked at schools in Youngstown, Ohio, and other points west before coming to Pennsylvania in the early 1990s. He was employed at Bishop McCort from 1992 to about 2001 as part of the athletic department and a religion instructor. However, The Tribune-Democrat learned that students have reported Baker showed up around the school for some time after he left its employment. The change five years ago giving the school independent status leaves one local attorney to believe the school board is not liable when it comes to compensating victims."In my opinion, the current high school cannot be held liable," said Tim Burns in a telephone interview. "I would be存倉surprised if the current institution would have to pay one penny."Burns, a graduate of Bishop McCort who continues to provide financial support, became publicly involved in the Baker matter when the Bishop McCort board put Principal Ken Salem on leave shortly after the allegations surfaced.Salem, who earlier also served as part of the football coaching staff, submitted his resignation in June.He became principal following the 2006 promotion of Principal Sister Donna Marie Leiden to the post of director of education for the diocese.Salem graduated from the school in 1987.The continuing role of Leiden in educational matters at Bishop McCort and other schools has been questioned by some lay school supporters, but it is something Tony DeGol, secretary of communications for the diocese, does not discuss.DeGol said in an email Friday that he is not in a position to know details regarding Bishop McCort and Salem."I do know that the McCort board has no control over the status of Sister Donna Marie since she is a diocesan employee," he said.Meanwhile Burns and other who have talked to The Tribune-Democrat wish all parties would be working toward an out-of-court settlement, similar to what is occurring in Blair County.Serbin and the diocese confirmed last month that settlement talks were in the works for at least some of Baker's alleged victims. Last week, President Judge Jolene Kopriva gave Serbin six months to work out an agreement before pressuring him to file a complaint.Any complaint likely would not include victims' names, but it would spell out times, dates, locations and details of the acts Baker allegedly performed on the students."I'm in favor of letting this lay, instead of putting this on the front page of your newspaper," Burns said of the Cambria County case. The source of the money needed for any settlement to victims has generated fodder for the grapevine in recent weeks. But indications are that any of the diocesan share of the settlements will come from insurance and the diocese coffers.Helen Osman, secretary of communications for the United States Conference of Catholic Bishops, said dioceses in the United States carry insurance against such claims. The individual parishes are not asked to contribute and the Vatican in Rome does not supply funds to help with settlements.Robert Hoatson, a victims' advocate, said that while the diocese is not in Los Angeles or New York, it has money."I'm sure they don't have a huge stash, but they have money," he said. "Insurance pays for most of this anyway."The diocese took a hit several years ago following a three-month civil trial in Blair County prompted by a lawsuit filed by Michael Hutchison, a boy abused over several years by the Rev. Francis Luddy.A jury determined that Hutchison should receive more than $1 million in damages as a result of the abuse. That figure was increased to $2.7 million after interest was added on, the result of years of delay through appeals by the diocese.Serbin was the attorney representing Hutchison.Meanwhile, of concern to some, including Burns, is that pushing for the complaint to be filed against Bishop McCort and others will put the school and the diocese at odds.Any such rift was not confirmed by DeGol."The diocese is not going to take a public position on the actions of the Bishop McCort board of trustees or its attorney regarding this case," DeGol said.Kathy?Mellott covers the Cambria County courthouse for The Tribune-Democrat. follow her her on Twitter at twitter.com/kathymellotttd.Copyright: ___ (c)2013 The Tribune-Democrat (Johnstown, Pa.) Source: Tulsa World, Okla. Nov. 03--ISSUE WATCHThe issue: EMSA response times. This is a story that keeps on going.EMSA trustees recently approved a new ambulance contract with service provider American Medical Response. The vote also nearly doubles the allowable response time for Priority 2 calls, going from 12 minutes 59 seconds to 24 minutes 59 seconds. That has caused tension between EMSA and the Fire Department. Last week the parties put their differences aside and moved forward with the implementation of the new response time.As of Friday, EMSA has 10 minutes and 59 seconds to respond to Priority 1 calls. That's two minutes more than they had on Thursday. The new response time had to be incorporated into Tulsa ordinances before it could be implemented here. Oklahoma City, which also has EMSA ambulance service, has already approved the new response times.Still, the issue is not dead.Firefighters continue to say they are concerned the longer response time will keep them at scenes longer, possibly affecting their ability to respond to other calls in the area. And the problem will likely get worse, they say, with changes to the dispatch codes.Medical Director Dr. Jeffrey Goodloe notified EMSA and area fire departments of the dispatch code changes Oct. 15.When a person calls 911, the call is assigned one of 1,206 codes. With the code changes, the Fire Department will be required to respond to 91 types of calls it was not responsible for previously.Fire Chief Ray Driskell estimates that will result in nearly 15,000 more runs a year for his department.Early last week, EMSA CEO Steve Williamson, Driskell, Mayor Dewey Bartlett and others agreed to postpone implementation of the code changes for up to six months.EMSA and the Fire Department will use that time to study the effects of the extended response times. Stay tuned.-- -- KEVIN CANFIELD, World Staff WriterFROM TWITTER"I think the Holy See's voice is needed more than ever" -- Tulsa's own, Ambassador Francis Rooney on Fox News-- City Councilor G.T. He's a jokester. #tulsaelection #nov12-- Tulsa World reporterZack Stoycoff @ZackStoycoffTWLOOKING BACKGreen waste: Mayor Dewey Bartlett recommended on Tuesday that residents temporarily not be charged a fee for green-waste disposal if the city continues the program."At that point, in order for that attempt (to continue the green-waste program) to be more accepted, perhaps ... for say three to six months or whatever time would be appropriate" green waste could be picked up without an added charge, Bartlett told members of the Tulsa Authority for Recovery of Energy, known as the trash board.Bartlett also announced that Streets Director Dan Crossland would begin reporting to him directly to provide updates on green-waste program operations. Crossland has been in the middle of the controversy regarding who knew what and when about problems with the green-waste program.Trash board members did not address Bartlett's proposal but expressed a lack of support for the idea of refunds in general.City officials decided shortly after the Oct. 1, 2012, launch of the city's new trash system to divert residential yard waste from the city's mulching plant to its trash incinerator because equipment at the mulching plant could not remove the plastic bags in which residents were asked to place excess yard waste. But Tul存倉ans continue to pay a monthly 70-cent fee to subsidize the service.Contractors fined: Three city contractors have paid damages totaling $195,000 for failing to meet construction deadlines since work on the 2008 Fix Our Streets program began in 2009, city records show.Becco Contractors, the city's leading contractor on the streets program, was assessed the largest amount, $87,500, for being 35 days late in completing street maintenance in the area bounded by 46th and 51st streets from 85th to 94th East avenues. The project is complete.Becco is also facing at least $400,000 in damages for another road reconstruction job. W.N. Couch Construction and Pavement Conservation Specialists Inc. were the other companies assessed damages.Sixty-two of Fix Our Streets' 137 repair and reconstruction projects are done.Budget battle: Mayor Dewey Bartlett's refusal to attend a discussion over the city's budget shortfall Thursday appeared to bewilder city councilors, who said it seems like they are being left to confront the problem on their own."In fairness to the mayor, I have zero interest in the mayor coming down so that he can have fingers wagged in his face and people asking him why he didn't do more to stop this," City Councilor G.T. Bynum said. "The issue that's important to all of us and to him is how we fix the projected multimillion-dollar deficit that we have right now."Bartlett had said he would not attend the council committee meeting Thursday because the sponsor of the agenda item requesting his participation appeared to be attempting "political theater."Councilor Jack Henderson had said it was important for Bartlett to address the council's budget questions publicly before the Nov. 12 election.Trash management shakeup: The city division that oversees contracted trash crews and green-waste pickup has been reorganized under a new director in a shakeup that leaves it without an immediate green-waste supervisor.Green- and bulky-waste Superintendent Andy Huggins, a longtime trash official whose position was eliminated in the reorganization, will take a 19.7 percent pay cut -- going from $63,730 to $51,199 yearly -- to become the city's recycling coordinator, city spokeswoman Michelle Allen said.-- -- ZACK STOYCOFF AND KEVIN CANFIELD, World Staff WritersLOOKING AHEAD1:30 p.m. Wednesday: Tulsa Metropolitan Area Planning Commission meeting, City Council chambers of City Hall, Second Street and Cincinnati Avenue6 p.m. Thursday: City Council meeting, City Council chambers of City Hall, Second Street and Cincinnati Avenue"If he thinks he is going to be put on the spot, he doesn't show up."-- City Councilor Jack Henderson, speaking about Mayor Dewey Bartlett's absence at a council committee meeting last week to discuss the budget."We do not set policy.
