Pat Toomey showed his pluck by reaching across the ideological aisle and co-sponsoring legislation to improve federal gun control laws.Wednesday, with nothing really to gain and everything to lose, he showed his pragmatism by voting against the deal to end the 16-day shutdown of the federal government.The Lehigh Valley Republican would have known that in a Democrat-controlled Senate, his vote was never going to affect the outcome of an 11th hour deal brokered by bipartisan leadership in both chambers of Congress.And having seen how his gun control experiment was pilloried by his conservative base in April, Toomey dared not madden them again in such a short span of time."What caused me in the end to vote 'no' was that in addition to opening the government, which I supported, there was a provision to add hundreds of billions of dollars of debt to our government, and not to have any sliver of reform to spending that causes a need for this reform," Toomey said in an exclusive interview with The Patriot-News Thursday.Though he disagrees, given the circumstances it was probably the only practical vote Toomey could cast."What he's trying to do is preserve his standing within the conservative wing of his party," said Muhlenberg College pollster Chris Borick. "He saw a little bit of the luster of his golden boy status among the right be tarnished through some of his more moderate moves, and therefore it seems that he doesn't want to further agitate members of the base."Predictably, Pennsylvania Democrats, angling to oust Toomey in the 2016 presidential election cycle, lambasted him as "Tea Party Pat Toomey," and hastily created a vote-monitoring website called "The Truth About Toomey."The choice was easier for the five suburban Philadelphia GOP House members who broke ranks from their party early into the shutdown by saying they'd vote to end it.Although they were quickly branded RINOs -- Republicans In Name Only -- by tea party activists in the state, their votes were just as pragmatic as Toomey's. Republican voters in their districts are more markedly moderate than their party brethren in rural ranges of the commonwealth.Had Toomey voted with them he would have again singled himself out to a grassroots tea party base rooted in rural Pennsylvania irked by his gun control initiatives.Instead, he sided with senators, GOP presidential hopefuls, and tea party darlings Ted Cruz, Rand Paul, and Marco Rubio, who all voted to filibuster Wednesday's shutdown accord.In political terms, Toomey's vote was cast to stave off the very same type of primary challenge from the right that he himself foisted upon long-serving, iconic Republican U.S. Sen. "And I think we also missed opportunities to peel off some of the really egregious aspects of Obamacare. You don't get to dictate terms when you only control one chamber of the federal government."Further, they've blinded themselves to a promising window of the economic recovery and to the dramatic changes their very pressures to reduce government spending have wrought on the federal deficit."If policymakers can reasonably get it together and literally get off the front pages for a while I am very optimistic that the private economy is going to take off," Mark Zandi, chief economist of Moody's Analytics, said Wednesday. "All the pre-conditions for a much better economy are in place."Zandi also noted that in the four years between the depths of the recession in 2009 and the recent end of fiscal 2013, the federal budget deficit has been halved from $1.4 trillion to about $650 billion."It's actually improving more quickly than most budget forecasters would have thought," Zandi said. "That's with mediocre economic growth. If we get stronger growth, which I think is entirely plausible if we can figure out these battles in Washington, then I think our fiscal situation's going to look much, much improved a year or two from now."Toomey, whose fiscal acumen is so celebrated in Congress that he was chosen to serve on the ill-fated 2011 Super Committee, is aware of these changed conditions, but sees them differently."It's an effective fact," he acknowledged. "The deficit is smaller. But everybody knows that's temporary, and within 10 years deficits are scheduled to explode again with no reversal in sight."And Toomey has already begun preparing for the next round of budgetary battles that will peak early next year."I'll be discussing with my colleagues starting on Monday exactly how we're going to approach this and it's my hope well be able to make some progress," he added. BROADBAND services have been fully restored, OpenNet said yesterday, more than a week after last Wednesday's blaze at a key SingTel Internet exchange that crippled telecommunications links throughout Singapore.mini storageEven so, a handful of customers were still complaining about little or no connection yesterday.Two-thirds of the 149 burnt fibre-optic cables at Bukit Panjang belong to OpenNet, builder of Singapore's ultra-fast fibre broadband network. The services of operators like StarHub and M1 were disrupted since they buy fibre links wholesale from OpenNet.The remaining one-third belong to SingTel.In a statement yesterday afternoon, OpenNet announced that all affected fibre broadband services were restored.This came a week after the burnt cables were repaired, and four days after SingTel restored the affected services of all its customers.Service restoration took "longer than expected due to unforeseen complications", said an OpenNet spokesman. For instance, fibre links had to be tested to ensure that they carry signals.OpenNet also quelled rumours that SingTel's services were prioritised over those of other Internet service providers (ISPs)."At no time were the services of one (ISP) prioritised over another," the spokesman said, noting that the restoration process was "intensive" as 23,000 hair-like fibre strands housed within the cables had to be repaired individually.Should any new cases arise, they would be dealt with "on an urgentself storagecase-by-case basis", she added.Noting OpenNet's announcement, the Infocomm Development Authority (IDA) said it has started assessing whether service providers did what was necessary to restore services speedily and effectively.A review by IDA of the resiliency of Singapore's fixed-line infrastructure is under way, while SingTel announced on Wednesday that it had formed a Committee of Inquiry to look into the causes of the fire and propose remedial measures.The fire at SingTel's Bukit Panjang Internet Exchange building also affected banks, Singapore Pools, ATMs, AXS machines and even retrieval of polyclinic patient records. All disrupted services were restored last Friday.Connection problems that continued into this week were confined to residential customers. Hundreds of them were still cut off from the Internet through the Hari Raya Haji holiday on Tuesday.Most of these problems were fixed yesterday although M1 was still reporting "a small number" of affected customers.Engineering vice-president Eddy Lim, 49, said: "It has been 10 days and my home broadband is still down." URL:.chinanews.com.cn/sh/2013/10-19/5399506.shtml　　所有拆遷居民信息電子化，self storage更改信息至少需6道程序及相關人員簽字，自動生成拆遷方案。昨天，記者從豐台區紀委獲悉，豐台區自主研發了拆遷及選房管理信息系統軟件，有效避免了拆遷過程中的腐敗。　　豐台區紀委領導幹部廉潔自律工作辦公室副主任蔣加強介紹，目前豐台紀委正在全區大力推進該系統，下一步還會在豐台區土地徵收中心以及長辛店等棚戶區拆遷中運用，進一步遏制腐敗。　　>>原理　　電腦管理拆遷居民信息　　據軟件的研發者豐台區房管中心南苑項目部經理張雲潔介紹，該系統從居民信息錄入到信息存檔再到選房均由電腦管理，原始的拆遷信息一旦輸入系統中，就不可隨便變更，每個工作人員都有自己的鑰匙盤，有自己登錄該系統的密碼。這就有效避免了以往紙質登記、數據可以很容易地人為篡改的情況。　　系統對每戶檔案都進行掃描，在系統中存檔，這也就避免了以前存在的拆遷戶現狀數據與入戶摸底數據不一致、入戶摸底增戶漏戶、拆遷協議審核把關不嚴、拆遷周轉補助費發放不標準等。　　“輸入電腦的信息一旦要更改，至少需要經過6級審核，要有6個人的簽字。”張雲潔說，首先評估公司或測繪公司人員要現場前去測量並出具報告，拆遷公司也要出具報告確認，並將數據報到拆遷指揮部，由指揮部的經辦人員前往現場複核，如果信息確實屬實，經辦人員會將信息上報主管，主管審批後，再迷利倉至少副總級別以上的人審核簽字，“所有人確認無誤後簽字，系統記錄才能變更。”　　系統還設置了加密功能，查看、調取拆遷戶數據信息，只有有權限的工作人員才能操作。系統日誌也會顯示出數據修改時間、修改人等信息。“一旦出現問題，責任就能追究到個人。”張雲潔說，這種“痕跡管理”使得管理人員無法隨意更改數據，在數據管理環節避免了腐敗的發生。　　>>目的　　有效遏制拆遷腐敗　　“在拆遷入戶摸底和選房環節中，非常容易滋生腐敗。”豐台區紀委領導幹部廉潔自律工作辦公室副主任蔣加強說，在入戶摸底的時候，容易出現拆遷戶現狀數據與入戶摸底數據不一致的情況。而在回遷房建成後，因為有人為因素，容易造成回遷房預分方案標準不統一，導致執行中有的面積多給有的少給，包括回遷房的面積或補償金。　　蔣加強表示，研發該套系統是為了讓拆遷更加公開透明，保證拆遷和選房過程中標準一致，避免上述兩個環節的腐敗問題。　　>>專家觀點　　保證公正化解矛盾　　國家行政學院教授竹立家表示，豐台區這個系統正是從細節做起，是一種社會管理或者說廉政管理的創新，對於消除管理過程中的腐敗現象，讓群�滿意等都有非常重要的意義。　　竹立家說，在社會管理的其他方面，這個系統也應該推而廣之，比如在經濟適用房、汽車搖號等方面都可以參考這個系統，儘量把社會管理做細、做實，這樣可保證社會公正、化解社會矛盾，既有利於提升政府的廉政形象，也可以讓公�滿意。　　京華時報記者陳蕎自存倉
