Push for more locals in maritime jobs
Minister says demand for skilled manpower will continue to rise as sector grows and S'pore expands port facilitiesSINGAPOREANS must form the core of the workforce in the maritime industry as they can benefit from the good career prospects and attractive income it offers.迷你倉And the government and industry bodies are collaborating to attract more Singaporeans into the industry through several initiatives."Seafaring careers can provide good career prospects and wages, and we want to see more of these well-paying jobs going to Singaporeans," Acting Minister for Manpower Tan Chuan-Jin said yesterday. He said that as the maritime sector grows and Singapore expands its port facilities in the next 15-20 years, demand for skilled manpower will continue to grow. A pipeline of Singaporeans for leadership and specialist roles should be developed to meet this demand."Which means that we will put in the effort to continue to build the infrastructure and expertise, and at the same time, in terms of the pipeline, we need to make sure that the talent is ready and available for these opportunities," he said in his keynote address at the Maritime Manpower Singapore conference yesterday.Of the 170,000 employed in Singapore's maritime sector, 44 per cent, or 76,000, are locals. This has risen from the 56,000 some 10 years ago. The proportion of Singaporeans in seafaring positions are much lower though, as out of the some 20,000 officers in more than 4,200 Singapore-flagged ships, only 1,605 are locals. To increase the proportion of Singaporeans in the sector, the government expects employers to play a significant role. "For this to happen, companies need to put in the effort, and we expect companies to put in the effort, to develop the Singaporean core, to develop the pipeline so that Singaporeans at all levels can be trained and developed, so that when the opportunity arises, it makes sense to look to Singaporeans to take up some of these positions," Mr Ta儲存 said.In response to BT queries, Keppel Group, which has significant business in the maritime industry through its offshore & marine subsidiary, said that its hiring policy is based on merit rather than other factors as it values a diverse workforce. It employs 5,000 employees. It said: "Keppel is committed to embracing workforce diversity and implementing fair employment practices. In our operations worldwide, Keppel adopts merit-based recruitment practices, and embraces diversity and inclusiveness. All new hires are considered based on individual competencies, alignment to the company's core values, as well as organisational and job fit."There was no response from another large local maritime player, Sembcorp Marine, to this query. To complement hiring strategies, government agencies have partnered industry bodies to roll out schemes to attract more Singaporeans into the industry. More than $6 million has been pumped in to establish a Singaporean core in the sector. The Singapore Maritime Officers' Union, working with the Workforce Development Agency, Employment & Employability Institute and the Singapore Shipping Association have started a Tripartite Nautical Training Award to train Singaporeans to take up seafaring roles.A total of 108 students are undergoing the place-and-train programme, to work towards the Singapore CoC Class 3 qualifications issued by the Maritime Port Authority. The first batch of graduates are expected to complete their training to be Third Officers by the end of this year. Some 13 companies have participated in the programme by offering shipboard placements, training allowances and long-term jobs for the students.According to Mr Tan, graduates from the programme will take up appointment as Class 3 Deck Officers and draw a minimum monthly salary of $3,000 and this may increase to $4,000-4,500, excluding allowances, once they are promoted to Class 2 Deck Officers with two to three years experience onboard ships.新蒲崗迷你倉

South Korea bans northeast Japan fish imports over radiation concern
South Korea announced yesterday that it was banning all fish imports from Japan’s northeastern coast because of what officials called growing public worry over radioactive water leaking into the Pacific Ocean near the crippled Fukushima Dai-ichi nuclear power plant.迷你倉Fisheries in Fukushima prefecture are nearly all closed, and fish caught in nearby prefectures are sold on the Japanese market only after tests show them safe for consumption. However, South Korea’s ban applies to a total of eight prefectures with a combined coastline of more than 700 kilometers, regardless of whether the fish pass safety standards or not.The South Korean government made the move because of insufficient information from Tokyo about what steps will be taken to address the leakage of contaminated water from the Fukushima Dai-ichi nuclear power plant, according to a statement by the Ministry of Oceans and Fisheries.Tokyo Electric Power Co, the plant’s operator, acknowledges that tons of radioactive water has been seeping into the Pacific from the plant for more than two years after the March 2011 earthquake and tsunami led to meltdowns at three reactors at the plant.Recent leaks fro儲存 tanks storing radioactive water used to cool the reactors have added to fears.Japan’s chief Cabinet secretary, Yoshihide Suga, said yesterday that fish and seafood that go to market are tested for radiation and shown to be safe. Suga also stressed that the contaminated water flowing into the ocean is limited to a small area off the Fukushima plant.“There is an international standard on food, including fish, and we are carrying out stringent safety controls based on those standards. We ask South Korea for a response based on science,” he said.South Korea Vice Fisheries Minister Son Jae-hak said the eight prefectures in 2012 exported to South Korea 5,000 tons of fishery products — about 13 percent of the 40,000 total tons imported last year from Japan.Hisashi Hiroyama, a Japanese Fisheries Agency official, said Japan exports about 9.2 billion yen (US$92 million) of fish a year to South Korea.Japan bans the shipment, or sale locally, of food products whose radiation levels exceed 100 becquerels per kilogram.Earlier this week, the Japanese government announced that it would spend 47 billion yen on an underground “ice wall” around the reactor.新蒲崗迷你倉

Yuan joins ranks of top-10 traded currencies
China’s yuan has joined the ranks of the most traded currencies for the first time, underlining the growing might of the world’s second-largest economy.迷你倉價錢The yuan became one of the top-10 traded currencies in 2013, rising to No. 9 on the list due to a “significant expansion” in offshore trading, the Bank for International Settlements has said in a report. It’s a sharp jump from the bank’s last survey in 2010, when the yuan was No. 17 on the list.Turnover in trades involving yuan surged to US$120 billion a day on average in April, three and half times more than the US$34 billion in 2010. Still, that figure is dwarfed by the US dollar, which accounted for about US$4.7 trillion daily. The Bank for International Settlements, which is an international organization of central banks, said the yuan along with the Mexican peso, which rose to No. 8, “saw the most significant rise in market share among major emerging market currencies.”China wants th迷你倉 yuan to become an international currency and has been promoting its use as an alternative to the dollar. The yuan is not yet fully convertible but Beijing has been gradually loosening controls. It has started allowing companies to settle international transactions in yuan, signed currency swap deals with Pakistan, Thailand, South Korea and others and has worked with financial centers such as London and Hong Kong to develop international hubs for offshore trading of the currency.Earlier this year, China and Australia agreed that their currencies could be directly exchangeable, making the Australian dollar the third major currency to have direct convertibility, after the US dollar and the Japanese yen. The deal eliminates the need to exchange Australian dollars for US dollars in order to buy yuan and vice versa. In other findings, Singapore overtook Japan to become the biggest foreign currency trading center in Asia and the third-largest in the world, behind Britain and the United States.儲存

OPINION: Punishing Irresponsibility's a good thing
Source: Daily Press, Victorville, Calif.儲存倉Sept. 06--We're like most observers of the passing scene in that we disagree with government, local, regional, state and national, about 20 percent of the time. We think what's going on with President Obama's political cynicism on Syria, for instance, is repugnant beyond despicable, but his attempts to make it easier for people to qualify for home mortgages is a good thing.Locally, as we noted the other day, we think Apple Valley's Town Council is shortsighted in the extreme when it boosts permit fees for certain activities ten-fold with no observable benefit to anyone except the town's coffers. Yet we applaud heartily what transpired at the Hesperia Town Council meeting the other night. There, with transparent and justifiable reason, the council voted 4-0 to authorize recovery of emergency services costs from people who, through their own responsibility, incurred those costs.Punishing the perpsAt the top of that list, as noted in a Daily Press story Wednesday, are those irresponsible people who drink too much and attempt to operate a motor vehicle anyway, and end up causing accidents. The costs incurred by government -- ambulances, tow vehicles, firemen, law enforcement personnel -- to treat the injured, clean up the mess, or direct traffic while the clean-up proceeds will now be borne by those individuals causing the problem in the first place.Good for the Hesperi迷你倉價錢 City Council, and good for the Victor Valley. Perhaps the word will eventually trickle down to people who drink and drive irresponsibly, and they'll modify their behavior to avoid the problem. We doubt it, of course, but we can hope.Unfortunately, Hesperia taxpayers -- through the council's new rule -- can only be recompensed up to $12,000 per person per incident. Still, it's better than having irresponsible behavior winked at, as was apparently the case in the past. It's about timeIn voting for the ordinance, one member of the council, Eric Schmidt, observed that "It's about time, this was way past due." No kidding, particularly since California law enables such financial recovery. As he said, wasting city resources to repair the damage done by irresponsible behavior makes no sense. Beyond that, letting irresponsible behavior go unpunished not only encourages more of the same, but makes those with the power to punish but fail to do so just as irresponsible as the original offenders. The new ordinance reminds us of a sign we used to see in shops that carried fragile merchandise -- glassware, mostly -- that warned: "You break it, you bought it."As we said, good for Hesperia, and more power to those who encourage responsible behavior.Copyright: ___ (c)2013 the Daily Press (Victorville, Calif.)
