Vital to keep police morale high
A few months ago when I was walking down the street in Central, I saw a young mainland couple asking a police officer for direction.迷你倉出租 I am sure they wouldn’t have thought of doing that in their home town.The Hong Kong police reputation as a dedicated force protecting and helping the people, rather than bossing them around, is widely known and admired on the mainland. I once asked for directions from a police officer sitting behind a counter in a Beijing train station. He tapped the sign which said police on the desk and waved me away.In Shanghai, the police officers seem a bit more approachable. But you can hardly spot a uniformed police officer on the street other than those who are busy directing the hopeless traffic in busy intersections.The trust and respect that Hong Kong people have for their police force didn’t come easy. Before the establishment of the Independent Commission Against Corruption (ICAC), in 1975, the public had the notion that police officers were nothing more than licensed gangsters.Since then, the Hong Kong Police Force has largely transformed itself into a highly disciplined and largely corruption-free force that is dedicated to maintaining law and order impartially and effectively. Most of the officers recruited in recent times have a post-secondary education. They are mostly polite and willing to help when asked. And most Hong Kong people won’t think twice about calling on the police when they need help no matter how trivial it may be.That was at least the impression I got before I read in the local press the comment by Jat Sew-tong, senior barrister and chairman of the police watchdog agency. Speaking to reporters, Mr Jat warned about a possible breakdown in public 儲存倉rust and urged the police to urgently review its guidelines to ensure impartiality especially in maintaining order at politically-charged public demonstrations.His comments followed a chain of events supposedly triggered by a video posted online showing a woman, who was identified as a high-school teacher, shouting abuse at police officers for what she considered an uneven handling of a public dispute between two groups of demonstrators. Asking rhetorically, “why did a teacher swear at an officer?”, Jat concluded: “the relationship between the public and police has reached a dangerous level”.This is indeed a sad state of affairs that requires all Hong Kong people to ponder what has gone wrong. Some social analysts have put forward the view that growing public suspicion of the police, as well as other institutions, stems mainly from a general sense of disappointment at the perceived failure of the government in dealing with issues of public concern.Primary among these issues are the widening wealth gap, diminishing opportunities, limited social mobility, escalating property prices and worsening air pollution. Of course, it must be understood that in a free market economy, the government has limited resources at its disposal to address some of these issues. The Hong Kong government has long maintained the view that its role should always be limited to that of a facilitator rather than a direct participant, particularly in the area involving the redistribution of wealth.The strained relationship between the public and the police is a collateral damage which must not be allowed to affect the morale of the many dedicated men and women in the force.The author is a veteran current affairscommentator.迷你倉沙田

Affordable Care Act lawsuit by Oklahoma gets judge's go-ahead
Source: Tulsa World, Okla.存倉Aug. 13--A federal judge ruled Monday that Oklahoma has standing to sue the federal government over the Affordable Care Act.U.S. District Judge Ronald White's ruling in the Eastern District of Oklahoma denied the federal government's motion to dismiss the state's lawsuit challenging the law known as "Obamacare."White allowed three counts in the lawsuit to proceed and dismissed two other counts.Attorney General Scott Pruitt said the judge's ruling was a first-stage victory in the state's battle against the law."The court rejected the federal government's argument that Oklahoma lacked standing to challenge the law, allowing us to proceed with this pivotal case," he said."We're optimistic the court will recognize what states have known for months -- that the IRS disregarded the law by making the large-employer mandate effective in Oklahoma or in any of the 33 other states without a state health-care exchange."Oklahoma's original lawsuit was filed in January 2011. Last September, following a U.S. Supreme Court decision upholding the Affordable Care Act, Pruitt filed an amended complaint to raise issues related to the law's implementation.The central claim in the state's suit is a difference between the wording in the law itself and the wording in a rule the IRS developed to implement it.The law requires individuals to purchase insurance unless they fall into an exempt category and makes tax credits available for those who qualify. The exchanges are websites where consumers can compare rates and features of insurance plans.The law says the credits would be available to people who purchase insurance through an ex自存倉hange "established by the state." The IRS rule, however, includes exchanges created by the federal government.Oklahoma is one of 19 states that refused to create an exchange and will instead have a federally created exchange. Other states are creating their own exchanges or are partnering with the federal government in creating exchanges."Congress provided a choice for Oklahoma and other states in implementation of the health-care law, and the IRS is attempting to take that away by rule," Pruitt said. "The administration miscalculated how many states would support this law, so now they're using the IRS to push through provisions that Congress did not pass."Insurance exchanges are scheduled to open Oct. 1, offering consumers information about health insurance plans available under the new law.Consumers can choose from four types of plans -- bronze, silver, gold and platinum -- that pay from 60 percent to 90 percent of health-care costs. The law does not affect people who already have insurance through their employers or Medicare.Oklahoma has about 680,000 uninsured people, about 18 percent of the state's population.Under the law, tax credits are available for individuals and families earning from 100 percent to 400 percent of the federal poverty level. Because Gov. Port of Vancouver's actions at meeting spur complaint
Source: The Columbian, Vancouver, Wash.自存倉Aug. 13--The Washington state Auditor's Office is reviewing a complaint filed by a Vancouver resident about the Port of Vancouver's decision to bar the public from a discussion of a controversial proposal to build the Pacific Northwest's biggest oil terminal.The auditor's office said Monday it received the complaint on Aug. 8 through its citizen hotline, a system set up to improve efficiency and accountability in state and local governments.The complaint concerns the questionable use of executive session by port Commissioners Jerry Oliver, Brian Wolfe and Nancy Baker during a July 22 special public meeting to discuss broad elements of a lease with Tesoro Corp. and Savage Companies. The companies want to handle as much as 380,000 barrels of crude per day, hauled by train from the Bakken site in North Dakota.Jan Jutte, deputy director of state and local audit for the auditor's office, said the complaint has been sent to state audit officials based in Vancouver for a decision on how to handle it. A decision is expected in the next week or two, Jutte said.Officials could decide to immediately investigate the matter or to flag it for examination during the port's 2013 review, which is slated to occur in the second quarter of 2014. "Typically we'll put it in the next audit unless we feel there is an urgency to get involved quickly," Jutte said.Jutte declined to discuss the complaint in detail, saying citizen referrals are treated confidentially. However, The Columbian confirmed Monday that Vancouver resident Michael Piper, who opposes the oil terminal plan, filed the complaint. In a phone interview, Piper, executive director of The Arc of Southwest Washington, said he leveled the grievance as a private individual. He said he doesn't mind going public with his complaint because he feels strongly about it.In the complaint he filed online, Piper said, he included a link to a July 31 story in The Columbian that revealed apparent violations of open public meetings law by port commissioners. Piper said he urged the state auditor's office to "conduct an investigation now just because the implications are so significant."Theresa Wagner, communications manager for the port, said Monday the port strives to be "as tra迷你倉新蒲崗sparent and open as possible," and that Oliver, the port commission's president, believed he was doing the right thing when he moved commissioners into the July 22 executive session."We know now that we need to do it differently, and we will from now on," she said. "We're going to tighten up those technical pieces and do it more precisely next time."Executive sessionOn the evening of July 22, during a special public meeting on broad elements of the lease, Oliver twice told a hearing room overflowing with opponents of the controversial oil-by-rail plan that he, Baker and Wolfe would discuss the public testimony in private -- an apparent violation of Washington state's open public meetings law, according to experts.Oliver later told The Columbian he misspoke and should have cited "real estate" as the reason for excluding the public and meeting in an executive session. The only real estate issue commissioners were allowed to discuss in private is related strictly to price, according to Tim Ford, open government ombudsman for the state Attorney General's Office. Executive sessions, allowed only for limited purposes, are not to be used for discussing public testimony.There's also an issue of how the commission incorporated the executive session into its public meeting. State open public meetings law requires elected officials to tell the public precisely how long an executive session will last. The port failed to do that, with Oliver saying on July 22 that "we're now going to recess into executive session for a minimum 15 minutes ... we'll review your comments and discuss them."Another misstep: The port closed what began as an open public meeting with the executive session. Fallin: Baby Veronica's dad has a right to fight extradition

The court will hear his case on September 12, approximately one month from now."Governor Fallin believes that Mr. Brown should have the opportunity to argue his case in a court of law, and she will not act on the rendition order before that date," the statement said."However, the governor encourages both the Capobianco family and Mr. Brown to reach a resolution outside of court as quickly as possible."Wanted in South Carolina for not returning his 3-year-old daughter to her adoptive parents, Brown on Monday turned himself in to authorities in Sequoyah County but was released after posting a $10,000 bond.On Monday, Haley signed warrant seeking Brown's extradition to South Carolina, which was sent overnight to Fallin's office.South Carolina is asking Oklahoma to send Brown there to face a charge of "custodial interference," which carries up to five years in prison."As a mother, my heart goes out to Veronica, who has been placed in a terrible situation. I can also imagine the pain that both her adopted and biological parents are feeling," Fallin said in the statement issued Tuesday."As governor, my job is to ensure the law is upheld. My legal staff and I are currently reviewing the request for rendition of Mr. Brown to South Carolina. Should that request adhere to the letter and spirit of the law, I will sign it. My hope, however, continues to be that sending Mr. Brown to face criminal charges in South Carolina is unnecessary."To be clear, the legal system cannot deliver a happy ending in this case. Only Mr. Brown and the Capobianco family can do that. For Veronica's sake, I urge them to reconcile and to come to an agreement that best serves their child and grants all parties some measure of peace."The developments were the latest in a bitter custody dispute between Brown and Veronica's adoptive parents, Matt and Melanie Capobianco, who are seeking to have Veronica returned to them South Carolina after the state Supreme Court there granted them custody of the girl.However, Cherokee Nation courts name three of Dusten Brown's family members as joint guardians, giving them the power to make legal and medical decisions for Veronica and complicating the issue for South Carolina courts.The whereabouts of Brown and Veronica have not been publicly disclosed in recent days.Defense attorney Clark Brewster, who has taken several high-profile cases in Oklahoma over the years, will fight extradition."I suspect that's going to be a serious challenge of whether that's (custodial interference) a crime in this state," Brewster told the Tulsa World on Monday. Beijing was the first city in China where Emirates launched a premium airport lounge, and it became the first airline to launch scheduled Airbus A380 service to China.New routes, including the nonstop Beijing-Dubai route, were opened after Li joined the company. The route is considered one of the most important connection between Beijing and the Middle East, as well as promoting further travel to Africa, Europe and elsewhere. Chinese passengers now can go to Dubai from Beijing, Shanghai and Guangzhou and then onward to over 130 destinations with Emirates.Now the company has twice daily Shanghai-Dubai and Beijing-Dubai nonstop services, and daily Guangzhou-Dubai service, said Li.Li said what makes him most proud, however, is the company’s attention to details. Source: The Tribune-Democrat, Johnstown, Pa.存倉Aug. 13--Members of Valley Grace Brethren Church in Armagh want to give children a good start when they return to school.The congregation is conducting its initial Back to School Blowout from 9 a.m. to 2 p.m. Saturday at the church, located at routes 56 and 22.The effort is similar to stuff-the-bus campaigns, where people donate back-to-school items to accommodate the needs of local students.The event is open to children in all grades and all income levels."Free back-to-school supplies, haircuts and backpacks will be given away while supplies last," said Donna Lynn Custer of Charles, event coordinator.Custer is appreciative of the generosity of so many people who have stepped forward."When we first came up with the idea, we had hoped to help at least 25 children," Custer said. "But because of the generosity of so many people, we will be able to give at least 300 children some supplies to begin their school year."Classes in the United School District begin Aug. 28.The only stipulation for obtaining supplies is that the child receiving the items must be present."We can't have people come in with one child and say they have others at home who need supplies," Custer said.Organizers are making it a fun day for children by offering face painting, free fingerprinting, crafts, music, a bake sale and photo opportunities.The Rev. Norris Mason said the event is blossoming."As much as schools supply the children, they don't supply everything,"?Mason said. 李學林:做夢都想不到贏中國 先養傷再考慮回北京
■ 對話人物 李學林 1984年1月31日出生,自存倉台灣男子籃球運動員,綽號“台灣艾弗森”。他是中華台北隊主力控衛,天津亞錦賽場均得到8.3分、3.9個籃板和2.7次助攻。本屆亞錦賽李學林場均貢獻1.8分3.4個籃板和2.2次助攻,在1/4決賽中國隊與中華台北隊比賽前,由於嚴重的膝傷不得不退出比賽。現效力CBA聯賽北京首鋼籃球俱樂部。 ■ 對話動機 作為在CBA闖蕩數年的台灣球員,李學林的特殊身份和經歷,使他對海峽兩岸的籃球運動比一般人更有發言權。亞錦賽半決賽,中華台北隊爆冷淘汰中國隊,後者遭受了征戰亞錦賽38年來最慘痛一敗。賽後,新京報記者在亞錦賽球員指定酒店對話李學林,請他介紹台灣籃球運動的發展,分析中國隊失敗的原因。 談比賽 我們根本不想碰中國隊 新京報:比賽之前想到過會贏中國隊嗎? 李學林:是啊,誰能想得到,做夢都不會想到。但是我們幾個到CBA去打球的球員還是蠻熟悉中國隊的戰術和體系的,對每名球員的特點也都非常瞭解,畢竟已經在CBA打了三年的球,都清楚。打中國那一場,我之前就與小胖(在東莞新世紀效力的洪志善)說,他一定會在場上打得很好,因為中國隊任何一個位置的體系他都很清楚,包括小鼎(曾文鼎)他們心裡都很清楚,心態上也不會像以前那樣那麼畏懼了。但說實話,能夠戰勝中國隊還是很意外的,因為從心態上面大家都知道不可能贏中國隊,畢竟實力上雙方差了一截,但第三節反撲的那一段,大家的自信心都打出來了,反咬一口,在這方面信心提升了很多。 新京報:賽前,在很多人看來,碰到中國隊是死路一條。 李學林:從心態上來講,遇到中國隊肯定是有所畏懼的,因為此前大家從來沒有贏過中國隊。說實話,我們根本不想碰到中國隊。 新京報:當時你們有機會避開中國隊,只要輸卡塔爾15分以上就可以了,何況第四節後半段你們已經一度落後12分了。 李學林:之前的小分我們也算過,但上了場之後,大家也沒有想到這個,我們一直在追分。我們當時就想贏卡塔爾後碰哈薩克斯坦。 談發展 歸化球員問題見仁見智 新京報:這次亞錦賽中華台北隊取得成功最大的因素是什麼? 李學迷你倉新蒲崗:就是加了一名外援。這些年來大家也知道,我們缺少高個子的球員,他的加入會給整支球隊帶來多元化的打法,而這也增加了我們射手群投籃的信心,因為我們內線可以搶到籃板,即便外面投不進,籃板可以搶得到。 新京報:最近幾次亞洲大賽都有很多歸化球員,你如何看待這個問題。 李學林:這種東西有好有壞。大家對於歸化球員也是見仁見智。誰不想拿好成績?其他球隊也有很多歸化球員,這種體制你能說好還是說壞呢?這還是要根據球隊所需吧。 新京報:中國男籃本屆比賽的表現很糟糕,在很多人看來這是因為CBA賽場受到了外援,甚至是台灣球隊的衝擊。 李學林:我覺得這其實是運動場上的一個良性競爭。外援的到來會壓縮國內球員的上場時間,球權幾乎都在外援手上。但大家都知道,在CBA只要國內球員發揮好,這個球隊肯定是非常強的。就拿廣東隊來說,5個人入選國家隊,每個人都能打,每個人都能得分,這對球隊會產生非常大的積極效應。 談自己 先養傷再考慮回北京隊 新京報:就是因為你沒上,你們才贏球了吧?說說你自己今年的表現吧。 李學林:(笑)一猜你就會這麼說。我的表現一般般了,但大家的狀態今年調整得都非常好,這是我非常開心的一方面。我們的鋒線、中鋒群表現得都非常好,超過了之前所有的國際比賽水準,今年是大家最好的水準。我能夠幫助隊友就OK,做好本分。 新京報:你自己下一步有什麼安排,什麼時候回北京隊? 李學林:我首先要把傷養好,醫生告訴我兩周後可以正常去走路,去訓練,還好只是韌帶挫傷,問題不是很大,現在一天比一天好。回去後先休息一周,然後可能就要準備10月初在天津舉行的東亞運動會,我們可能會全班人馬去,去爭奪這個冠軍。至於回北京隊訓練,還需要等到這邊完全定下來後再與北京那邊溝通,他們也需要知道我的行程。 新京報:聽說你受傷後,北京隊的袁指導(俱樂部副總袁超)還給你來了電話。 李學林:我們相互間傳短信,他也很關心我的傷勢,問候一下,我也跟他說這傷沒什麼關係之類的。因為我平時訓練夠硬,把自己練得夠結實嘛(大笑)。 新京報記者 田欣欣 馬尼拉報道標簽:李學林 京報 說實話 亞錦賽 歸化迷你倉出租

基本面成壓垮多頭最後稻草
□渤海銀行 蔡年華從今年4、5月份開始,儲存我國債券市場步入調整階段,收益率呈現波段上行,目前已創出2012年以來的新高。盡管資金持續緊張,導致收益率中樞不斷抬高,但是多頭之心不死。核心理由在於,前期經濟增長處於疲軟狀態,多頭期待流動性預期穩定後經濟基本面能重占主導,並帶來新一輪的牛市。然而,7月宏觀數據基本宣告多頭願望的破滅,債市調整或許才剛剛開始。回顧年初以來的行情,債市運行的內在邏輯發生了一定變化,經濟基本面的影響逐漸減弱,而資金面的影響不斷擴大。年初資金面超預期寬鬆以及市場配置需求高漲,使得一季度債市出現短暫的牛市。而一季度經濟數據的弱勢並未使得二季度牛市延續,主要的衝擊有兩個:一是債市監管趨嚴使得機構去杠杆;二是資金危機引發收益率平坦化上行。這二者的影響至今尚未消除,但市場多頭一直期待資金預期穩定後經濟基本面能重占主導,並帶來新一輪的牛市。7月的經濟數據使市場不得不重新審視基本面。雖然7月CPI與上月持平,後期大幅上漲的可能性較小,但經濟已經出現企穩複蘇信號,當月工業增加值增速大幅反彈至9.7%,進出口貿易出現10.1%的恢複性增長,信貸結構中中長期貸款占比也達到60%以上。如此種種,顯示政府穩增長的效果開始顯現。從這個角度看,多頭的“基本面情結”也變得不那麼樂觀,甚至成為摧毀市場多頭的最後一根稻草。對於市場而言,目前需要厘清的是市場的運行軌跡是否將在“經濟複蘇+中性貨幣政策”組合下新蒲崗迷你倉底扭轉此前的背離,並步入熊市行情。從7月數據看,經濟複蘇的信號的確較為明顯。後期能否保持複蘇態勢主要關注房地產融資環境的改善以及基建投資的加速。目前來看,出口波動性較大,短期的增長不具有持續性,雖然人民幣升值步伐已明顯放緩,但對出口的影響可能才開始顯現,而歐美經濟複蘇帶來需求改善波動性較大。消費方面,短期將維持穩定,因此經濟增長的動力主要來源於投資。政府將更多通過“盤活存量、優化增量、著力提高財政資金使用效率”來對經濟進行適度“微調”以促進經濟結構轉型。房地產融資環境的改善將促進房地產投資,同時基建投資可能繼續擔當溫和刺激的主要推手。另值得注意的是,8月底隨著對地方政府債務審計的結束,地方政府融資可能逐步恢複,這將加快相關投資活動的進程。與此同時,備受市場關注的資金面或維持穩中偏緊的狀態。原因在於:一方面美國QE退出預期使得熱錢流出壓力加大,外部流動性長期將出現偏緊的狀態;另一方面,銀行經歷6月“錢荒”後普遍拉長負債久期,縮短資產久期,資金融出期限縮短、規模下降,並直接導致資金利率中樞抬升。雖然央行有意平滑資金波動、降低利率水平,但主要通過公開市場操作來進行短期調節,而非動用存貸款利率和存款準備金率,貨幣政策整體偏中性,因此資金面易緊難松。目前,市場對資金面的預期基本統一,基本面後期將成為市場關注的焦點。鑒於“弱經濟+中性貨幣”的組合正轉化為“經濟複蘇+中性貨幣”,債券熊市行情可能才真正開始。mini storage
