Vice President to visit Savannah's port
Source: Savannah Morning News, Ga.文件倉Aug. 30--Vice President Joe Biden next month will stop in Savannah to visit the port just ahead of a trip abroad that will include touring the Panama Canal expansion project.The White House on Thursday announced Biden would visit the ports in Savannah and Charleston on Sept. 16 just before he leaves for Panama and Mexico, where he will meet with those countries' presidents to discuss their economic relationships.During the vice president's visit, the Georgia Ports Authority will showcase what the nation's fourth-busiest port has to offer, said Jamie McCurry, its senior director of administration and governmental affairs."We look forward to the vice president's visit next month," McCurry said. "The visit will provide an opportunity to see firsthand the world class facilities at the Port of Savannah and the urgency of completing the Savannah harbor deepening, a project of great importance to the continued economic recovery for the United States, particularly in support of the National Export Initiative."Savannah Mayor Edna Jackson echoed McCurry's statement."We are very delighted that the vice president will be here and get the opportunity to tour the port and see the significance of it," Jackson said."It's going to be a very good chance for him to get out there and see firsthand the importance of this (harbor deepening) project."Currently, the estimated $652 million project to deepen the Savannah River from 42 to 47 feet is awaiting congressional approval. Authorities offer safety tips for Labor Day festivities
Source: The Daily News, Jacksonville, N.存倉C.Aug. 30--As people celebrate the last fling of summer on Labor Day, authorities are urging folks to stay safe whether on the road, the beach or in the backyard grilling.RoadwaysAs many hit the road to make that final road trip of summer, authorities say plan ahead for holiday traffic and travel emergencies.The American Red Cross of the Eastern N.C. Region advises travelers to carry an emergency supply kit in their automobiles. Water, non-perishable food, and a flashlight, battery-powered or hand-crank radio, first-aid kit, medication, multi-purpose tool, copies of personal documents, a cell phone and charger, emergency contact information, extra cash, emergency blanket and maps should be included.Travelers should let at least one person know their destination, the route they're taking, when they are leaving and when they expect to arrive.Law enforcement agencies across the state will be engaged in campaigns to combat impaired driving and keep motorists and boaters safe over the holiday weekend.The N.C. State Highway Patrol, Alcohol Law Enforcement Division and the Wildlife Resources Commission will be combining efforts in "On the Road, On the Water, Don't Drink and Drive," which begins Saturday and ends Monday.The campaign will consist of DWI checkpoints near parks and recreational areas by the water across the state.According to statistics from Highway Patrol, the agency investigated 278 fatal collisions and more than 8,500 injury collisions in the summer months last year. Of those 278 fatalities, 88 stemmed from impaired driving. Just more than 900 people were injured in impaired driving collisions.The Jacksonville Police Department also is in the middle of a "Booze It and Lose It" campaign under the direction of the N.C. Governor's Highway Safety Program. The campaign began August 16 and ends Monday, and also focuses on DWI enforcement. According to JPD spokeswoman Beth Purcell, in the first 10 days of the program the JPD made 10 DWI arrests."As the holiday weekend approaches, we wish to remind motorists that impaired driving can be caused by drugs as well as alcohol," said Lieutenant Sean Magill, JPD Traffic Supervisor.JPD officials warn motorists to be迷你倉responsible on the road and not get behind the wheel while impaired.WaterwaysFor boaters, Sgt. Charles Smith of the N.C. Wildlife Commission's Law Enforcement Division, said the best advice is to pay attention out on the water."Water is that extra dimension that causes heightened risk," he said, adding there is an added potential of inhaling water in the event of an accident.Smith said boating collisions can be more dangerous than automobile collisions because riders don't have to wear seatbelts. Children's jackets should buckle across the chest and under the crotch.The local N.C. Wildlife Commission office offers boat safety courses that Smith recommends boat drivers take (for drivers under the age of 26 it is mandatory). The constant supervision of children swimming or playing near the water is recommended, officials said.For young children, U.S. Coast Guard-approved life jackets are recommended while swimming.Grilling outThe Jacksonville Fire Department officials are aware many people will be out grilling this weekend.JFD Fire Marshal John Reed urges cooks always to grill outdoors at a safe distance from combustible structures -- and never grill in the garage, he said.Reed also warns to not leave the grill unattended or grill in windy conditions. Gas prices rise for Labor Day travel

But one veteran analyst said Thursday it's too late in the year for those troubles to cause a major price spike, especially with North American oil production rising."We're just not as vulnerable as we were" to supply disruptions in the Middle East because of the boom in the Bakken Shale oilfields of North Dakota and oil sands production in Alberta [Canada],'' said Tom Kloza, chief oil analyst for the Oil Price Information Service and ."We have seen the Middle East overcook the price of crude a little bit, but you're still going to pay less than you did last year," Mr. Kloza said.Indeed, Gasbuddy and the American Automobile Association's Fuel Gauge report showed local and national gasoline prices Thursday were significantly cheaper than during the days before last year's Labor Day weekend, when prices were the highest ever for this holiday.Gasbuddy reported a local average price of $3.654 per gallon for regular, 33 cents more expensive than a month ago, but 27.8 cents per gallon cheaper than last Aug. 29.The auto club showed a 31.5 cent lower Ohio average for the same year-to-year comparison, 37.3 cents cheaper in Michigan, and a 34 cent lower national average.But the Gasbuddy report, based on volunteer spotters' observations, showed local prices up Thursday, on average, by about 9 cents per gallon over Wednesday, and 16 cents higher than a week ago.With regular having bounced up to $3.699 per gallon at many area stations on Wednesday, motorists like Bob Sander of Canton, Ohio, who paid $3.599 at the Pilot Travel Center near I-280 and the Ohio Turnpike in Lake Township got a slight bargain.Mr. Sander, making a weekly trip to Pemberville to visit his mother, said he suspected the unrest in Syria coupled with anticipated Labor Day travel was behind the latest price jump, but it was really anyone's guess."I'm sure there is a good reason, because they always have one," Mr. Sander said.Matt Hemp of Wood County's Troy Township said he often gets fuel at the truck stops along I-280 because the 迷你倉出租rices are generally lower there, but he doesn't sweat it."I just get gas when I need it, because there's not much I can do about it," he said.While neither Egypt nor Syria are major oil exporters, traders have been concerned that the violence could spread to more important oil-exporting countries or disrupt major oil transport routes.Benchmark oil for October delivery rose $1.09, or 1 percent, to $110.10 a barrel Wednesday, driven higher by the prospect of Western military intervention in Syria's civil war. The price was oil's highest closing level since May 3, 2011.On Thursday, when an attack seemed less imminent, oil fell $1.30, or 1.2 percent, to $108.80 a barrel on the New York Mercantile Exchange, helped down by a rise in U.S. crude inventories.In its holiday forecast, AAA Travel predicted 34.1 million Americans will travel 50 miles or more from home this weekend, with peak travel days today and Monday. That's a 4.2 percent increase over last year and the highest since the 2008 recession."AAA is forecasting a lift in Labor Day travel this year due to the increasingly positive economic outlook and optimism in the housing market," said Robert L. Darbelnet, the auto club's president. "For many Americans, their home is also their biggest asset. As home prices improve in many parts of the country, more families are feeling comfortable about traveling."The auto club said it did not expect gas prices to rise significantly absent the intervention of a major hurricane or other refinery disruption. But it noted that prices remain "at a level most Americans consider too high," with 50 percent of its survey respondents now defining their "too high" as $3.44 per gallon.Road construction should be a minimal impediment in the Toledo area during the long weekend, with most projects suspended for the holiday. The total numbers for the festival's 12-week run haven't been crunched yet, but the festival's June 13 event attracted a record-breaking estimated 40,000 visitors in one day, said Rochester Downtown Alliance Executive Jon Eckhoff. He chalks up this year's success to several factors."We've had excellent weather. I think the market is more mature; the vendors know what they're doing," he said. "But more important than any of that, I think the citizens and visitors have just embraced it and make it what it is."The festival has come a long way since its humble beginnings 10 years ago. Back then, it had 25 vendors. This year's festival boasted 125 vendors, and 48 different bands performed.To get a more accurate tally of how many people are turning out, the Rochester Downtown Alliance has invested in a bi-directional counter that is installed on a speaker in the Peace Plaza. It keeps track of the number of people that walk past it, Eckhoff said.Vendors interviewed said they are not surprised to hear turnout is up. The restaurant's sous chef, Matt Robertson, said brisk lunch sales at Thursdays on First & Third helped inspire the restaurant to begin opening for lunch a couple of weeks ago."This confirmed the amount of people coming out during the day. It also gave us a chance to get our name out there. We've been able to hand out menus," he said.Despite the event's popularity, Eckhoff said there are no plans to extend the festival's schedule. He said it's limited, three-month run keeps it special and ensures people don't get tired of it. He started hearing this year some Mayo Clinic patients have begun scheduling their appointments for Thursdays so they can check out the festival."People thought Rochester was boring, and it turns out we weren't all along," Eckhoff said. □劉麗娜33年前,存倉中國第五屆全國人大常委會批准深圳、珠海、汕頭和廈門設立經濟特區。當時,很少有海外人士關注到這一事後證明是改變世界的歷史事件節點。今夏,中國國務院宣佈並推動立法機構審批在上海設立自由貿易試驗區。盡管相比之下,中國在世界上的受關注度早已今非昔比,但對於這一新政策,海外的解讀更多的是審慎觀望。從7月3日國務院宣佈決定,到8月26日十二屆全國人大常委會第四次會議審議相關法律,中國政府建立上海自貿區的政策從行政提案到立法程序跟進,輪廓日漸清晰。中國時政的細心觀察者會注意到,在8月27日的一條關於中共中央政治局召開會議決定召開十八屆三中全會的新聞通稿中,已經把上海自貿區籌備問題作為與反腐和政府簡政放權改革並列的三件大事之一。在這則2100多字的新聞稿中,出現“改革”一詞30次,“開放”一詞5次,其中對於“開放”政策的具體落腳點出現在整篇新聞的第九段也是最後一段,即關於上海自貿區這一段。縱觀最近兩個月的國際主要媒體觀點,發現海外輿論對上海自貿試驗區的報道並不算多,媒體態度整體謹慎。多數海外輿論關注的是上海自貿區在金融領域的舉措。《紐約時報》稱,上海自貿區釋放出金融改革信號,這裡將成為放鬆資本管制和人民幣可自由兌換的領地。日本《產經新聞》稱,試驗區將試行人民幣交易等金融自由化措施,吸引海外投資,使之成為中國經濟增長原動力。《華爾街日報》和彭博社也以大篇幅報道了上海自貿區的金融改革意義,同時關注到自貿區概念對中國股市的影響。新加坡《海峽時報》則把上海自貿區內可能發生的金融試驗稱為“金融變革大爆炸”。另一些觀點認為,上海自貿區將對地區及國際貿易格局產生影響。“如果上海自貿區配套措施跟得上,它將對世界貿易產生巨大影響。”德國聯邦中小企業聯合會負責經濟和政策事務的專家羅文尼希在接受媒體採訪時說。思考更深入的海外觀察者則認為,上海自迷你倉區被中國決策者用作以開放促改革策略的又一顆“探路石”。印度《經濟時報》載文稱,�動上海自貿區是中國探索改革開放新路徑的試驗場。韓國現代經濟研究院中國問題專家韓載振博士認為,上海作為試點,對中國經濟可起到“試金石”作用,有助于中國經濟體制改革和市場進一步開放。一向以專業、冷靜與平衡報道著稱的英國《經濟學人》雜誌更是較早注意到上海自貿區意義的重要媒體。早在7月初,這家雜誌就刊發了一篇文章,把建立上海自貿區稱作中國總理李克強的一項“頂層設計”( Mr. Li’s big idea. )。報道引用相關人士觀點,從保守與大膽兩個層面預測上海自貿區的未來。從保守角度看,上海自貿區有望成為泛亞地區的供應鏈樞紐,建成世界領先的大宗商品交易中心。若以大膽的角度,這一自貿區有望成為點燃中國改革新一輪巨大成功的星星之火。從金融、製造業、貿易、服務業,到技術創新等各個層面,為中國經濟注入新動力。不過,《經濟學人》文章的結尾不忘回歸一向的謹慎風格,提出上海自貿區面臨的至少一項挑戰,即在這一區域內外產生的價格差異問題,如何使企業能夠在這種差異中感到自在地生存下去。文章擔憂,上海自貿區的雄心越大,試驗可能越會失敗;但若越是保守,則可能變得無足輕重。如何破解這種兩難處境?也許是為整個經濟鬆綁,而不僅僅是在一個彈丸之地做試驗。海外擔憂有其依據,但從幾十年來中國經濟變革中的國際輿論潮流來看,更多的時候是,海外對中國經濟決策真正恰當的解讀仍然有限。以自由貿易區作為經濟發展催化劑是國際通行做法。為貨物、投資與金融開綠燈,讓自貿區促進經濟,世界各有其策。而有過深圳特區、浦東新區等多年開放試點的中國,如今在上海這一“經濟首都”首次開設自貿區,卻並無成例可循。上海自貿區為中國的開放戰略設下開放式問題,它能否在時間的流逝中為中國經濟的走向賦予新的含義,相信海外還會持續關注。自存倉

財爺維持經濟單位數淨增長預期
【本報訊】統計暨普查局昨公布,自存倉本澳今年次季本地生產總值按年實質增長10.2%,今年上半年經濟實質增長率為10.5%。經濟財政司司長譚伯源指出:上半年外圍經濟環境較反覆,但澳門GDP仍維持雙位數字增長,認為「已經是非常理想」。他對維持早前對本澳全年GDP實現單位數淨增長之預測,表示「非常有信心」。統計局昨公布最新經濟統計數據,本澳今年第二季本地生產總值按年實質增長10.2%,經濟增長主要由服務出口上升帶動;博彩服務出口增加10.2%,其他旅遊服務出口上升17.5%。另外,量度整體價格變動的本地生產總值內含平減物價指數按年上升7.2%。今年上半年經濟實質增長率為10.5%。譚伯源昨在政府總部出席《CEPA補充協議十》簽署儀式後會見記者時,就上述經濟數據表示,上半年外圍經濟環境雖較反覆,但本澳仍然維持10%以上的經濟增長,「我們覺得已經非常理想」,他並維持早前對本澳全年GDP增長之預測,指出:「對全年能夠實現單位數的淨增長,我們非常有信心。迷你倉新蒲崗貿易自由化CEPA發揮作用緊隨香港之後,澳門昨亦簽署《CEPA補充協議十》,惟有聲音指本澳在充分利用CEPA優惠措施方面不及香港,譚伯源在回應時指出:這要視乎澳門本身經濟市場的定位,他認為,本澳發展成為世界旅遊休閒中心、區域商貿服務平台、中葡貿易平台方面的定位非常清晰,而CEPA簽署至今,基本上實現所有貨物貿易自由化,所有澳門產品基本上都能夠免關稅進入國內,而最終將達致內地與澳門之間的貿易到全面自由化,這也正正是CEPA簽署的目標,基本上,印證了CEPA為推動本澳朝�經濟定位邁進,起到很大的促進作用,從CEPA實施的目標和促進作用來看,CEPA是成功的;但譚伯源亦坦承,與鄰近地區相比,澳門本身的經濟規模有限,貿易額及投資領域不及香港,亦有別於香港,「但不能說CEPA不發揮作用」。他又說,CEPA及其系列補充協議簽署至今歷時10年,內地與澳門貿易自由化的目標基本上已經推進得非常好,有信心在國家「十二五」規劃的末期基本達至貿易自由化的目標。迷你倉出租

抓住玩水季的尾巴,迷你倉價錢到東北角龍洞玩高空跨海滑降超刺激!還可搭遊艇出海飆艇,回望壯觀地質美景,乘風破浪超快感。到龍洞灣浮潛,沿濱海步道欣賞海岸美景,上山下海都好玩!「啊∼」不過短短4秒時間,就從海崖的這一頭,咻地滑到百米外的另一端,遊客的尖叫聲都還沒停,人就已經橫越海灣。小鬍子冒險學校教練戴昌盛,有二十多年的戶外運動經驗,攀岩、攀樹、溯溪、海外攀登、冰雪攀登都難不倒他,近年在東北角龍洞玩起高空跨海滑降,吸引愛挑戰、喜歡刺激的遊客體驗。龍洞岬角是台灣著名的攀岩場,地質為四稜砂岩,為台灣最堅硬的岩石,所以是最佳的天然攀岩場。活動這天,小鬍子團隊的數名教練一早就到龍洞岬架設滑降設施,他們在幾近垂直的巨岩絕壁間,以不破壞岩石的方式,綁繩或是設置活動支點,困難度極高。跨海滑降 4秒1200元「跨海滑降風險非常高,很刺激!所以我們一定會做好多重安全確保才讓遊客玩。」看著教練們像蜘蛛人般在矗聳的峭壁間來回架設,光看就讓我膽顫心驚,他們在海崖的兩端尋找一高一低的架設點,高點距離海平面約30公尺,約有八層樓高,低點約6公尺,兩點直線距離約100公尺,從高點往下滑,4秒鐘即能到達對岸。懼高但又超愛刺激活動的我,當然一定要親身體驗。原以為我在長灘島玩過樹林滑降,會比較不怕,沒想到掛上安全扣環,雙腳一踩在懸空的崖壁上時,仍舊抖個不停、心跳加速。但將眼光放在龍洞岬的海岸美景,頓時心曠神怡,一滑出,彷彿從海面上飛過的快感,只有4秒的賞景時間真的太短!但即使4秒滑降就要1200元,還是有許多熱愛刺激的人搶著報名。戴教練提醒,跨海滑降千萬別用手抓滑輪,高速摩擦會受傷,手可以抓胸前扣環,像坐椅子一迷你倉滑出去,身體會較舒服,到對岸煞車點時,右邊岩壁會有教練拉繩幫忙煞車,屆時要全身縮起,「因為快速滑降到對岸要煞車會有撞擊力,減速時身體會晃動,避免受傷的撇步就是頭手腳要像球一般的縮起,讓身體自然晃動。」然後再緩緩拉繩移動到低點。走回高點的路上,也可小小體驗一下攀岩的樂趣。四季灣飆艇 考照不難龍洞岬旁則有遊艇港,位於龍洞四季灣園區,搭船出海體驗飆艇,乘風破浪超爽快!從龍洞遊艇港出海,港灣旁有兩隻巨大的鯨魚彩繪,十分可愛。海上巡航可飽覽龍洞岬灣壯麗的地質樣貌,還有在海上才看得出來的軍艦岩等。上午滑降才親手攀過那些岩石,下午出海看曾走過的岩壁全景,壯觀美景讓人歎為觀止。四季灣園區還有遊艇駕訓班,可報考動力小船的駕駛執照,業者蔡婉婷表示,開小艇跟開車不同,遊艇只有前進和後退,沒有煞車,所以不能突然倒退,否則會機器故障,得要先減速再倒退。考試有學科和術科,原地考照,可操船練習直線、離碼頭、靠碼頭、S型、直線前進,模擬人員落水搜救,她笑說:「連我都考過了,不會太難啦!」散步鼻頭角 享日落美景來到海邊,光是飛越海崖、出海飆艇,沒下水實在不過癮!龍洞灣海洋公園魚兒復育有成,光是泡在海水游泳池裡,就可以看到許多霓虹雀鯛、象魚等,輕鬆享受與魚兒共游的樂趣。若是喜歡浮潛,再往外幾公尺,就能看到奶嘴海葵和小丑魚,讓人驚奇!傍晚時分還可沿著一旁的鼻頭角海濱步道散步,走在大自然鬼釜神工的奇岩怪石上,欣賞落日海岸美景。步道完全是天然石塊組成,想走得看潮汐,退潮才能走。沿步道可走到鼻頭角燈塔或鼻頭國小。鼻頭角燈塔建於日據時代,為往來太平洋船隻重要的指標,在二次大戰時遭盟軍炸毀,於1971年改建。儲存
