4G發牌前夜:聯通電信接受融合組網“命運”
中國首張4G牌照終於沒能如一些人期待的在今年國慶前後發放,mini storage原因據工信部人士透露,其中涉及TD和FDD牌照怎樣融合、頻譜如何劃分等問題。這些問題直至9月底時都還沒有達成共識。不過,從上周開始在業內流傳的一份4G頻譜分配案,以及中國聯通與中國電信先後被傳已開�自己的首次LTE基站集采來看,4G 牌照發放之日已不遠矣。其中,中國移動將獨家經營TD-LTE網絡,而中國聯通和中國電信亦已接受了TD與FDD融合組網的安排,兩家將按自身需求控制兩類網絡的建設比例。聯通電信雙牌照已成定局10月23日消息,中國聯通的首次LTE基站集采即將開展。根據最新上報的數據顯示,聯通將集采LTE基站5.2萬個,其中FDD-LTE基站3.4萬個,TD-LTE基站1萬個,FDD-LTE室內站8000個,FDD-LTE的集采數占總數近八成,約為TD-LTE的4倍。10月24日,又有知情人士向媒體透露,工信部已批復同意中國電信開展TD-LTE 試驗網建設及試商用相關業務。這同樣意味著,中國電信未來必將獲得兩張4G牌照,進行FDDLTE/TD-LTE融合組網。一周之前,中國電信剛剛完成了LTE核心網主設備EPC的集采招標,雖然此次採購量並不大,但覆蓋了全國31個省份,包括中興、華為、上海貝爾、愛立信等在內的國內外主流設備廠商均獲得了一定的份額,當中TDD的份額約占30%,FDD的份額約為70%。上述消息也與10月中旬流傳出的一份4G頻段資源劃分案相吻合。當時有媒體報道,中國LTE頻譜已基本劃分完畢,其中中國移動4G頻段均在TD-LTE規劃頻段內,中國電信獲得1.8GHz頻段(1755-1785MHz/1850-1880MHz),而中國聯通則將獲得2.1 GHz頻段(1955-1980MHz/2145-2170MHz)。從全球來看,700(800)MHz/1.8GHz/2.6GHz三大頻段為海外運營商選擇的4G主頻段。在國內,700MHz為廣電所佔有,目前看來難以收回。1.8GHz這個相對低頻段此次給了中國電信,顯然對中國電信有利(頻段越低,信號越好)。2.1GHz頻段則給 了聯通,與現在聯通所建設的3G網絡所在的頻段較為接近,利於其順利平滑過渡升級。確定頻譜劃分後,還存在TD和FDD融合經營模式的問題。工信部科技司副巡視員戴小惠上周在參加一個4G行業論壇時表示,“從長期來看,TDD和FDD結合應用是大勢所趨。國際運營商針對TDD和FDD的復合運營有三種模式。一種是混合組網模式,FDD-LTE是主模式,TD-LTE是純數據模式;第二種FDD和TDD是平等的模式,和3G有很好的交互;第三個就是融合模式,TD-LTE和FDD-LTE可以實現很好的切換。”從中國電信董事長王曉初此前的表態判斷,中國電信將把TD-LTE作為一張數據子網存在,不需要與LTEFDD和CDMA產生互操作,亦即其將採取第一種混合組網模式。中國聯通則遲遲沒有向工信部提出具體需求方案,直至本周才有首次集采數據流出。從其現有3G網絡運行良好,且聯通未來可能向移動租用TD-LTE網絡來判斷,聯通可能採用的是第三種復合經營模式。在終端方面,據工信部電信研究院透露,現在已經有12款智能手機和一款LTE 數據終端完成了入網測試。在解決了上述種種疑難迷你倉問題之後,國內其實已經具備發放TD-LTE牌照的條件。不過,基於中國聯通才剛剛提交4G基站集采申請,尚未進行必需的網絡測試,馬上發牌並不合情理。有來自中國移動設計院人士的消息指出,TD-LTE牌照將在11月末的時候發放,移動設計院目前正在為此做大量的準備工作。博弈仍在繼續 即將發放的4G牌照,對於已率先建網的中國移動來說,被認為是又一次的政策利好,移動將因此獲得首發先機和新的業務增長點。以廣東為例,9月29日,廣東移動官網曝光了4G套餐資費單。10月起,廣深移動用戶可以到指定營業廳預約辦理購機、換卡等業務。據記者瞭解,放號僅半個月,廣東移動4G預約登記量已超過2.5萬。原本就一家獨大的中國移動,即使經營的是一張技術薄弱的3G網絡,但其壟斷 地位至今未受任何衝擊。今年上半年中移動淨利631億元,是其他兩家淨利潤之和的4倍多,如今在4G上再占據先發優勢的話,工信部刻意營造的競爭局面將難以為繼。從10月開始,“工信部將調整網間結算政策”和“中國移動將獲得寬帶運營資 質”開始在坊間廣為流傳,其背後據說正是工信部有意在4G發牌前夜再度對運營商競爭格局的平衡、調整。按照現行結算方式,當中國移動用戶與聯通和電信用戶之間撥打移動電話時,都按照主叫方向被叫方付費的方式進行網間結算,費率統一為0.06元/分鐘。而流傳的網間結算新方案中,原來的對稱結算變為不對稱結算,即聯通、電信向移動支付的網間結算費將減半為0.03元/分鐘,而中國移動所支付的結算費則維持0.06元/分鐘。據香港投行Jefferies證券的估算,如果此方案真的實施,中國移動2014年或將損失130億元,當然,這部分“損失”將會變成中國聯通和中國電信的新“利潤”,預計聯通和電信明年可分別省下57億元和76億元網間成本,國有資產也並不會因此而流失。但用這樣赤裸裸的行政手段去切割中國移動的大塊利潤,並轉移到對手身上,顯然難讓移動心服。有知情人士向媒體透露,工信部在著手網間結算調整同時,也會向中國移動發放固定寬帶牌照,以此進行“補償”。中國移動渴望到固網寬帶牌照由來已久,此牌照不僅能讓其得到擴張移動互聯網業務必須的國際互聯網出口資源,還是經營政企專線、企業寬帶、IDC等業務所必須。中國移動獲發固網寬帶牌照的主要政策障礙來自2009年12月25日工信部發佈的《工業和信息化部發佈關於進一步落實規範電信市場秩序有關文件精神的通知》(工信部第686號),文件中明確指出:中國移動只能經營利用TD-SCDMA網絡開展的無線寬帶接入業務,有線寬帶業務授權中國鐵通集團有限公司運營。工信部這一文件已于2011年到期,中移動也曾經在2012年3月再次傳出申請固網牌照,但遭中國電信董事長王曉初表態反對後不了了之。中國電信和聯通擔心的是移動取得寬帶業務資格後會大打價格戰,讓本來利潤已經“非常薄”的寬帶市場轉趨惡化。不過,中國移動奚國華董事長曾表態不會利用固網牌照搞價格戰,“中國移動的策略是有所為,有所不為,講究投入產出比,過低的利潤不會去做。”此外,他還曾透露過獲得固網牌照將要發展的重點業務:區域的傳輸網、公共互聯網以及集團客戶。知名電信分析師付亮也表示,有線網絡已淪為雞肋,中國移動當然可借機打擊對手利潤,但難有規模收益,真會這樣做的可能性並不大。文件倉

Holocaust survivor to tell his story at Weber State

Roth's brother was relocated to Bergen-Belsen and was never seen again.Roth alone remains to share his story, which he will do tonight at Weber State University."I will talk about my life and history, and how they intersect," Roth, 82, said Wednesday. "One needs to understand what happened, and look at the signposts along the road to Auschwitz. When we understand the steps that led to it, we can look at today's situation and stop it early, so we don't repeat the mistakes of yesterday."Roth is seeing some familiar signposts, he said."We are going in the direction of terrorism, with one nation threatening another. All this is happening again. People are making speeches at the U.N. that are evil. One needs to listen and watch."Roth, now an author and an international speaker, was 14 when he was taken from his home in Czechoslovakia and loaded into a cattle car. His parents were at the hospital, where his father was in a coma. Upon his father's recovery, a nurse who was a member of the Seventh-day Adventist faith took them home and hid them in her one-bedroom apartment, saving their lives.Roth said there were many people who helped the targeted Jews, and many more who did not."There were people able to give certificates to Jews. 'I will make you a Swedish citizen.' 'I will make a baptism certificate for your grandfather, to show he is Christian.' The woman who took in my parents really stuck her neck out to do what she believed was right."But Roth can't help but think of the lives that could have been saved if citizens took action early."There were things that could have been done then," he said. "If the train tracks were damaged in the very beginning. By the time the death camps were operational and controlled by the army, it was too difficult. You have to stop evil early, like crabgrass. If you stop it early, you can prevent it from growing bigger. If you can catch a cancer earlier, you can treat it before it becomes terminal. Use this as a measure of events around you. Look and see what is going in the wrong direction, so you can prevent it from going too far."What Roth saw, experienced and lost in the death camps changed him 迷你倉orever, but he made a conscious decision he would not let it ruin his life."It takes a little time, of course," he said. "But my decision was 'This was done to me, but I will not collapse under it. I will try to rebuild and be human. I will speak to the world about it, so it never happens again.'"Evil people wanted to destroy my life, and I decided to fight back. It was like revenge, in some form. I will be a happy person, a person who has a family. I will rebuild despite the oppression. You dehumanized me, but I am still human. I will study. I will love and care. That is not what you wanted me to be, so that is my revenge."To fight signs of terrorism in today's world, Roth suggests people pay attention to terroristic threats and urge their leaders not to make pacts with nations.On a private level, Roth noted that many public schools have raised funds to build wells for villages in Darfur. Access to close water means residents don't have to walk to distant water sources, decreasing the risk of rape or murder by roving terrorists."There are many things one can do," he said.Roth said he is doing all he can to share knowledge from his lifetime of experiences, but many Holocaust survivors have passed away, and he knows his time will come. So his pet project is Adopt a Survivor (adoptasurvivor.com), which asks current and future generations to keep the stories flowing."The objective of this program is to transfer the life experiences of a Holocaust survivor to an 'adopter' by taking a joint journey through the life of the survivor," Roth wrote on the website. "By this personal journey the adopter becomes one with the survivor, absorbing his life, spirit and soul. He will be able to represent the survivor and tell his story with accuracy and feeling to any audience for two or more generations.""Get on the Internet and talk to a survivor," Roth suggested Wednesday. "Get to know a survivor, and become the spokesperson for him or her when the survivor is no longer around. 廣東省政府常務會議審議通過《意見》:進一步扶持中小微企發展
本報記者張小兵通訊員符信報道廣東省長朱小丹昨日主持召開省政府常務會議,mini storage審議並原則通過《廣東省人民政府關於進一步扶持中小微企業發展和民營企業做大做強的意見》(下稱《意見》),還審議了湛江海東新區、韶關芙蓉新區發展總體規劃。培育壯大民營骨幹企業擬出台的《意見》圍繞形成“大企業頂天立地、中小企業鋪天蓋地”的企業生態的要求,以改善扶持、優化環境、完善服務為突破口,按照市場主導、政府服務、上下聯動、分級負責、突出重點、帶動發展的原則,針對中小微企業和民營骨幹企業分別制訂了相應的扶持措施。《意見》重在加大對中小微企業扶持力度,它將在2012年扶持中小微企業發展的若干政策措施基礎上,從財稅收費優惠、融資服務、科技創新、開拓國內外市場等方面進一步完善政策措施。在培育壯大民營骨幹企業方面,就認真落實廣東省委、省政府關於鼓勵和支持廣東省大型骨幹企業壯大規模增強實力的指導意見,完善保障措施、優化發展環境、支持企業創新發展等方面提出了具體的工作措施。會議強調,各級政府一定要花更多的精力,努力創造有利於中小微企業加快發展和民營骨幹企業做強做大的法治化國際化營商環境。打造粵西中心城市新興載體會議審議並原則通過《廣東湛江海東新區發展總體規劃(2013-2030年)》。根據規劃,海東新區的總規劃面積約228平方公里(其中陸地面積約180平方公里,海域面積48平方公里)。規劃建設海東新區,有利於湛江市self storage容提質,有利於廣東深入實施國家海洋戰略和加強與大西南地區的戰略合作。同時,也有利於廣東加強與北部灣經濟區和海南國際旅遊島的聯繫,深度參與北部灣經濟區、海南以及大西南的開發建設,促進中國南方地區形成優勢互補、良性互動的區域發展新格局;有利於湛江提升城市承載力,完善產業體系。會議要求,海東新區的規劃建設要堅持以人為本、陸海統籌、產城融合、低碳發展的原則,以提升城市發展質量為目標,著力打造成為粵西中心城市新興載體、南亞熱帶生態海灣新城、大西南出海主通道門戶樞紐、國家海洋戰略重大平台和拓展國際合作重要門戶,引領湛江乃至整個粵西地區的振興發展。以生態文明建設引領老工業城市《廣東韶關芙蓉新區發展總體規劃(2013-2030年)》也在會上原則通過。規劃建設韶關芙蓉新區,是廣東實施國家資源型城市轉型和老工業基地振興戰略、以生態文明建設引領老工業城市新型城鎮化的重要探索。會議強調,芙蓉新區的規劃建設要積極探索後發地區轉型升級發展新模式,充分發揮南嶺生態優勢,走人本發展、綠色發展、工貿引領、文化提升、產城融合的新型城鎮化道路,高度重視做好水資源保護和北部連綿山體生態保護工作,依托山體、林帶、水、田園形成生態間隔,彰顯現代山水城市特色,注重文化傳承,為人民群�提供更安全、更舒適、更優美的人居環境,把芙蓉新區建設成為國家老工業基地振興發展示範區、粵北地區中心城市核心區、粵湘贛現代商貿物流中心。迷你倉

潤迅「賣殼」開邊瓣都掂!

Life is a two-way street
The controversial cross-border trial that will open Hong Kong streets to drivers from Guangdong province is moving toward full implementation despite public unease in Hong Kong.儲存 Shenzhen drivers are clamoring to get in line for their turn to motor into the HKSAR. At a gleaming motor showroom fronting a swanky mall in Futian, Shenzhen’s Central Business District, a cluster of two-seater gas-powered “Little Beetles” stands neatly arrayed to inspire images of themselves tooling along Hong Kong’s Peak Road. “They are smart little cars for both mainland and Hong Kong people. If you don’t prefer a ‘locust’ invasion of Hong Kong, perhaps you can expect a ‘beetles’ invasion when the time comes,” Song Zhibin, a purchasing executive remarks with a wry smile. Mainland promoters are banking on robust sales of the environment-friendly cars once the much touted, though controversial cross-border driving scheme for private cars is fully implemented. When that turn of events happens, qualified drivers from Guangdong will be able to drive across the border to the HKSAR. Guangdong authorities are going to lengths to try to soothe the ruckus in Hong Kong. They’re confident that the “Little Beetle” will help address two of the main grievances Hong Kong residents have about the scheme — chronic road congestion and air pollution — both of which are more likely to get worse, once the second phase of the trial gets the green light from authorities on both sides of the border. Not only will the scheme mean more cars on Hong Kong roads, contributing to greater pollution, the mainland vehicles use a lower grade of fuel. Hong Kong’s Transport Department (TD) denies it has been impeding progress toward getting the cross-border driving scheme fully underway. Still, the widespread sentiment opposed to the plan in Hong Kong hardly can be ignored. There have been street protests by people apprehensive about the impact of thousands of mainland vehicles. Driving culture worries Road congestion and air pollution, however, do not exhaust the concerns about cross-border driving that are giving fits to Hong Kong people. There’s the difference in driving culture and driving habits between Hong Kong and the mainland, both of which point to concerns about road safety. Mainland vehicles, on the other hand, are left-hand drive, Hong Kong vehicles are right-hand drive. Driving experts claim these concerns can be allayed once mainland drivers get used to the local driving climate. The first phase of the scheme was rolled out in March last year, another step forward in the development of closer economic integration between Hong Kong and the mainland. It was also meant as another step toward full-scale cross-border automobile travel with the completion of the Hong Kong-Zhuhai-Macao Bridge. Song remarks on the complications on Shenzhen streets in the first two years after electric cars were introduced. He says it would have been even more successful had it not been for teething problems — like the need for recharging stations all over the place and clogging up public spaces. Mainland drivers are enthusiastic about the chance to drive across to Hong Kong and eagerly await their turn. One, Jimmy Huang — a merchant — bought his “Little Beetle” last year and has been yearning for the chance to take it to Hong Kong on business trips. His only concern is the heavy bureaucracy involved on the mainland side, and the “astronomical” price of the permit. “I’m not worried about driving in Hong Kong, much more about the rigid controls likely to be imposed by both sides. Am I qualified for such a license and do I have the necessary connections to get things fixed up?” he asks. He agrees that driving across to Hong Kong in a compact, user-friendly vehicle would 迷你倉rastically reduce his traveling costs over the cost of coming over the border on public transport. “I’ve been saving a lot since I started using this little car over what it used to cost driving an ordinary diesel-propelled vehicle. This is a real concern for me as a businessman,” Huang says. The initial plan was to allow only 50 private vehicles from Hong Kong to enter 21 cities in Guangdong for up to five days. The response from Hong Kong drivers was enthusiastic. As of the end of last month, the Transport Department had received about 2,200 applications, with some 2,000 approved. The second phase would see an equal number of mainland cars allowed to enter the HKSAR each week. “We have been closely monitoring the implementation of the first stage of the scheme, and are in close liaison with the relevant Guangdong authorities and their designated agencies in Hong Kong to improve and fine tune the workflow and information system, thereby enhancing work efficiency and service quality,” a Transport Department spokesman says. Given the enthusiastic response from both Hong and mainland drivers, the two sides will study the issue further and discuss specific arrangements for implementation of the second phase. Second anniversary target The hidden consensus on both sides is that the second phase should get off the ground by the second anniversary of the scheme’s implementation next year, although no concrete timetable has yet been set. “Of course, the scheme can satisfy growing cross-boundary transportation needs and accelerate the pace of economic integration and co-operation between Hong Kong and the Chinese mainland,” a TD spokeswoman says. Prior to the implementation of the initial phase of the scheme for private cars, the majority of Hong Kong drivers with cross-border driving permits were professional drivers engaged in cross-boundary business and required to drive across the border regularly in trucks and vans. Current estimates put the number of private Hong Kong-registered vehicles that can cross the border into Guangdong at more than 20,000. Most are government vehicles or vehicles belonging to businessmen with extensive business links on the mainland. Felix Chui — a major shareholder in a Hong Kong-style restaurant chain in Shenzhen — was one of the successful applicants under the first phase of the cross-border driving scheme for private cars. “Our company already has two vehicles with mainland driving permits, but I’ve now obtained a permit in a private capacity,” he says. Chui does not foresee having problems driving on the mainland, although he says he has heard of one or two cases involving Hong Kong drivers in Shenzhen being abused by pedestrians and taken to court for minor traffic offenses. To alleviate tensions likely to arise from the influx of mainland drivers into Hong Kong, academics have suggested setting designated points near the border — such as at Sheung Shui, Yuen Long or Tuen Mun — to allow mainland cars to be parked upon entering the city and setting mainland drivers near to public transport to make their way into the urban areas. Merchant Jimmy Huang says he does not think the proposal is practical or fair to mainland drivers. “I would, perhaps, also like to do some sightseeing in Hong Kong too with my newly acquired privilege,” he says.
