(檳城)有人在姓楊橋前的州政府地段上,自存倉公然掛上招牌向居民和遊客收取2令吉的停車費、60令吉月費,引起居民不滿;當地州議員劉敬億警告有關人士,若他們本身也是當地居民,最好合作,不然州政府將收回他們的臨時地契(TOL)以示懲罰。海墘姓氏橋地段,是填土地,屬州政府所有,當地居民擁有的,是州政府發出的臨時地契。姓楊橋前的地段,長期以來都供當地居民停放車輛,居民們都有默契,一直以來相安無事。不過,彭加蘭哥打區州議員劉敬億數月前不斷接獲投訴,當地居民指有人向居民和遊客收取泊車費,一次2令吉;這些人也向長期泊車的居民收取60令吉月費。劉敬億昨日(11日)率領東北縣署官員,到場拆除不法徒掛上的“不可停車,本停車場須依號碼才可停泊”牌子;換上“此乃政府地,不可收停車迷你倉”的警告牌。劉敬億說,他在數月前已接獲投訴並著手處理,執法員前去巡視並採取行動拆下不法徒掛上的一些牌子、剪斷兩條圍繩。不過,不法徒又擺出一張椅子,椅子上放個寫著“停車2令吉”的招牌。鄉委會知不法徒身分劉敬億希望警方配合執法海墘鄉委會主席拉占說,鄉委會知道不法徒的身份;劉敬億不排除是當地人所為。拉占擔心非法收取停車費的人會“霸佔”更大的範圍,所以要求劉敬億召開新聞發佈會,向公眾說明該地段屬於州政府,停車的司機不需繳費。當被詢及是否姓楊橋的居民非法收停車費時,劉敬億說他不排除這個可能性,因為外人應該不敢到該處收停車費。他警告:“如果這些人是向州政府申請獲臨時地契的居民,而又不知悔改,我們將終止他們的臨時地契。”劉敬億希望警方配合執法,協助居民解決問題。;mini storage

國慶黃金周剛過去,自存倉議論紛紛的題目竟然是什�時候取消黃金周,怨聲載道的原因是公路堵車、景點堵人,令這個本來是惠民的措施,變成幸福指數最低的政策。所幸的是,政府體察民怨,又不是像過去代替老百姓做決定的做法,而是在網站徵求意見以及改進的建議,這不失為一個社會管理的新典範。有薪假分散人潮惹爭議今年黃金周的車流量增加了一成,廣東一條高速公路在放假第一天的車龍長達48 公里,選擇開車出遊,假期的第一天竟然是在公路旁打羽毛球度過的。景點因不勝負荷,導致九寨溝旅客滯留,即使沒有出事的,也是人滿為患。旅遊變成一種負擔,無怪乎在民意調查中,近半人表示應該取消黃金周。既然�聲一片,為什麼還有一半人認為不該取消黃金周?贊成取消的人認為取消同時應該推出有迷你倉假期,這樣可以讓他們自由選擇放假時間,避免所有人集中在一周內同時出行帶來不便。可是,如果推行有薪假期,國家機關、國企以至一些大型私企肯定會遵照執行,但中小企業以至規範不足的工廠,國家規定的有薪假期往往會成為他們盤剝工人的工具。本來還可以有黃金周,但沒有錢旅遊或者回鄉探親的人,自然不會同意取消黃金周,而這些人可能剛好也是佔一半。網站徵集建議免惹罵聲無論最終結果如何,國家採取先徵集民意,而且是在六大網站上自由表達,這是很好的做法,比過去閉門造車制定出來的方案,最後因為�聲一片而放棄好的多。因為最終即使有人不滿意政策,但這是經過讓公�表達意見而成的方案,�也是不同意見之間的對�,而不是政府與國民之間的矛盾。看來,政府是學精了。 阮紀宏mini storage

二、認真總結兩當兵變的歷史經驗,迷利倉進一步深化對兩當兵變的研究 三、利用紅色資源,加快革命老區發展中共中央黨史研究室副主任 李忠傑(2013年10月9日)在兩當兵變重要影響和歷史意義學術研討會上的講話 國慶長假剛過,由中共甘肅省委宣傳部、省委黨史研究室、甘肅日報社、隴南市委聯合舉辦的兩當兵變學術研討會就在革命老區兩當縣隆重召開了。我首先代表中共中央黨史研究室,向研討會的順利召開表示熱烈的祝賀,向來參加研討會的全國各地的專家學者表示熱烈的歡迎!參加這次研討會,我的主要任務是向大家學習。借此機會,也談幾點意見,供大家參考。一、從三個視角把握這次研討會的內容和意義這次研討會內容比較豐富,也很重要。開好這次研討會,需要把握三個方面的視角。首先,這次研討會是紀念習仲勳同志誕辰100周年的活動之一。習仲勳同志是偉大的共產主義戰士,傑出的無產階級革命家,我黨、我軍卓越的政治工作領導人,陝甘邊革命根據地的主要創建者和領導者之一。今年10月15日,是習仲勳同志誕辰100周年。按照有關規定,中央對有關紀念活動進行了安排,將由有關部門召開紀念座談會。在此前後,將播放六集《習仲勳》電視文獻紀錄片,出版《習仲勳文集》、《習仲勳紀念文集》和《習仲勳畫冊》。習仲勳同志戰鬥、工作過的地方也進行適當規模的紀念活動。此前,《習仲勳傳》下冊也已由中央文獻出版社出版。陝西、甘肅兩省都是習仲勳同志生活、戰鬥過的地方。而且今年恰逢陝甘邊照金革命根據地創建80周年,所以,在9月13日,陝西省舉辦了紀念陝甘邊革命根據地和照金蘇區創建80周年座談會,中央黨史研究室第一研究部與中共陝西省委黨史研究室、銅川市委聯合舉辦了學術研討會。甘肅方面,早在2009年9月,中央黨史研究室第一研究部、甘肅省委宣傳部、甘肅省委黨史研究室和甘肅省慶陽市委,就在甘肅慶陽聯合召開了“陝甘邊根據地與中國革命”學術研討會。當時我說這是一次具有標誌性意義的會議。今天上午,中共甘肅省委、省政府舉行了紀念習仲勳同志誕辰100周年暨兩當兵變歷史地位座談會。下午又接著召開兩當兵變學術研討會。所有這些,都是紀念習仲勳同志誕辰100周年的重要活動。這次研討會的內容,一個是緬懷、研究習仲勳同志為中國革命不懈奮鬥的光輝業績;再一個是研究兩當兵變在西北革命史、中國革命史上的地位和貢獻。因為習仲勳是兩當兵變的領導人,所以這兩個議題又是統一的。召開學術研討會,有助于深化對習仲勳同志的研究,也有助于深化對兩當兵變的研究。通過這次研討會,我們要更加全面、更加深入地展示習仲勳同志的奮鬥歷程、光輝業績、崇高品德和精神風範,滿懷深情向老一輩無產階級革命家表達崇高的敬意,以習仲勳同志的精神、品德和優良作風,激勵我們為堅持和發展中國特色社會主義偉大事業而奮鬥。第二,這次研討會是推動研究兩當兵變的重要舉措。1932年4月2日,習仲勳、劉林圃等人,在陝甘交界地區組織和發動了著名的兩當兵變。兩當兵變是習仲勳同志領導開展武裝鬥爭的重要起點,也是西北革命史以及中國革命史、人民軍隊史上的光輝一頁。習仲勳同志是兩當兵變的主要領導者,兵變爆發時還不滿19歲。以兩當兵變為標誌,習仲勳同志開始了他的軍事生涯。並由原先一個主要從事學生運動的革命青年向一個職業革命家轉變。陝甘地區的革命鬥爭以兵變、起義為重要形式,不斷在曲折中前進、發展,終於一步步創建陝甘邊根據地、又與陝北根據地一起組成陝甘根據地(也叫西北根據地),從而成為中央紅軍長征的落腳點和八路軍奔赴抗日前線的出發點。研究兩當兵變,對於研究西北革命鬥爭的歷史經驗和習仲勳同志的光輝業績都有重要的意義。但由於種種原因,如同對陝甘邊根據地一樣,過去對兩當兵變的研究是很薄弱的。隨著時代的進步,人們對歷史上各種人和事的認識都更為客觀。兩當兵變也逐漸走入了人們的視野。去年,兩當兵變80周年,甘肅有關方面就與中央黨史研究室聯繫,開始籌備召開兩當兵變研討會。由於種種原因,這個會沒有在去年召開,而到今年召開了。不管是去年開,還是今年開,應該說,都是推動兩當兵變研究的一個重要標誌。各地專家學者對這次研討會非常重視,踴躍撰寫和提交論文,對兩當兵變進行了比較全面的、多視角的研究,提出了很多有價值的觀點,特別是比較集中地探討了兩當兵變的歷史地位和習仲勳同志從事兵運工作的光輝業績。會議期間,專家們還要圍繞兩當兵變問題展開深入和活躍的討論。相信通過這次會議,我們不僅能開創兩當兵變歷史研究的新局面,而且能從一個重要的角度進一步深化對習仲勳同志的研究和認識。第三,這次會議為正在開展的群�路線教育實踐活動提供了鮮活教材。這次研討會是在黨的群�路線教育實踐活動已經開展的情況下召開的。在全黨深入開展以為民務實清廉為主要內容的黨的群�路線教育實踐活動,是黨的十八大作出的一項重大決策,是以習近平同志為總書記的黨中央在新形勢下堅持黨要管黨、從嚴治黨,加強學習型服務型創新型馬克思主義執政黨建設的重大舉措,對保持黨的先進性和純潔性,鞏固黨的執政地位和執政基礎具有重大意義。中國革命、建設、改革的歷史證明,我們黨來自人民、植根人民、服務人民。能否始終保持黨同人民群�的血肉聯繫,決定著黨的事業的成敗。兩當兵變歷史,深刻印證了群�路線是我們黨的生命線和根本工作路線,也是我們黨的優良傳統。兩當兵變的一個重要經驗,就是維護廣大人民群�的利益,關注和代表人民群�的意願。同時也善於爭取、團結和組織連隊中的士兵群�。習仲勳等人,將重心和基礎放在基層,積極爭取下級軍官和士兵,從關心士兵的生活入手,同士兵群�打成一片,成為士兵群�的知心朋友。通過扎扎實實的工作,爭取了人心,團結了士兵,成為賴以發動兵變的基礎。諸如此類的歷史經驗,都是我們今天進行黨的群�路線教育實踐活動的生動教材。這方面的歷史經驗還有很多。通過這次會議,我們要進一步挖掘和研究,使老一輩無產階級革命家創造的優良傳統在新的時代條件下不斷發揚光大。二、認真總結兩當兵變的歷史經驗,進一步深化對兩當兵變的研究這次研討會得到了專家學者們的支持,據負責研討會組織工作的同志介紹,共收到論文132篇。經過兩輪評審,確定49篇入選。從收到的論文情況看,研究探討的範圍包括以下幾個方面:兩當兵變的重要影響和歷史意義;兩當兵變的歷史背景和過程;參加和領導兩當兵變的人物;習仲勳與兩當兵變;紅色資源的開發利用及青少年教育,等等。應該說,這是研究兩當兵變成果的一次比較集中的展示。我翻看了大家的論文後,感到很受啟發。我們知道,在陝甘紅軍和陝甘革命根據地建立過程中,兵運工作發揮了很大作用。當時,黨在陝甘兩省領導、發動了數十次兵變或起義。它們各有特點。兩當兵變的特點是什麼呢?根據專家們的研究,比較突出的:一是深入做好群�工作。兵變是在當時西北地區老百姓受壓迫較深、生活比較困難、又遭受天災的背景下發生的。兵變的士兵群�不滿情緒也非常強烈。習仲勳同志等,有計劃有步驟地爭取士兵群�,逐漸團結掌握了部隊中的士兵群�,為舉行兵變打下堅實的基礎,也為舊軍隊向黨領導的革命軍隊轉變創造了條件。二是切實加強黨的組織建設。習仲勳等同志將全營最初的3個黨員發展到三四十個黨員,三個連都建立士兵支部,並建立營黨委。這或許是兩當兵變最大的特點和亮點。在著名的南昌起義中,黨的支部還只是建立在團一級上。毛澤東在三灣改編中確定了“支部建在連上”的原則。這些做法當然比兩當兵變要早幾年。習仲勳等同志在舊軍隊中還能夠將黨的秘密支部建自存倉連上,並在支部之上建立了營黨委,形成了黨的組織系統,這是很了不起的。三是重視發揮統一戰線的作用。習仲勳等同志參加革命鬥爭後,就很重視統一戰線的工作。西北地區革命鬥爭的一個重要特點,就是注意發揮統一戰線作用。在大革命時期,我們黨是高度重視統一戰線工作的。但到土地革命戰爭時期,特別是南方地區,統一戰線工作大大削弱,甚至錯過了很多機會。但在陝甘邊根據地,這項工作一直堅持了下來。甚至,西北地區的很多恩恩怨怨,最初就是從如何看待這些統一戰線工作開始的。幾十年來,習仲勳同志都始終堅持做好統一戰線工作,這在“左”的錯誤不時發生的情況下是非常難能可貴的。四是從實際出發確定武裝鬥爭的戰略策略。1931年秋冬,陝西省委巡視員先後兩次要求舉行兵變,習仲勳等同志認為條件不具備。直到1932年春,部隊要換防,士兵的革命要求達到了頂點,習仲勳等同志選擇在部隊開拔途中發動兵變,取得了成功。兵變後的目標明確,決定與劉志丹領導的紅軍陝甘游擊隊會合。並將部隊改編為“中國工農紅軍陝甘游擊隊第五支隊”。在陝甘邊根據地創建過程以及隨後幾十年中,習仲勳同志都始終堅持了這種從實際出發的精神。雖然,兩當兵變後部隊改編的中國工農紅軍陝甘游擊隊第五支隊在北上途中很快失敗了,但仍有著十分重要的意義。這是黨在西北地區通過兵運工作建立人民軍隊的一次重要嘗試,是西北革命史尤其是甘肅革命史上的一個重要事件。這次兵變播下了革命的火種,喚醒了貧苦人民群�的覺醒,鼓舞了革命者的鬥志,培養了一批黨的武裝鬥爭骨幹,為黨在西北地區開展武裝積累了寶貴的經驗。當然,目前對兩當兵變的研究還是非常初步的。今後還要進一步加強研究。當年,黨在陝甘地區曾領導過數十次兵變。土地革命戰爭時期,黨十分重視兵運工作。周恩來在中共六大作的軍事工作報告中,把兵運工作作為六大後黨的軍事工作的一項重要內容。在中共六大上,劉伯承還專門作了《關於反動軍隊的工作》的報告。研究陝甘地區的兵運工作,要研究當時的大背景、大環境,瞭解共產國際關於中國開展兵運工作的指示、黨中央對兵運工作的指示、部署。要深入研究陝甘地區的兵運工作,並同其他地區的兵運工作進行比較。解放戰爭時期,國民黨軍隊戰場紛紛倒戈,其中有些起義,還是黨在土地革命戰爭時期的兵運工作打下的基礎。習仲勳同志本人在解放戰爭初期成功領導的胡景鐸部橫山起義,就是一個著名的範例。研究兩當兵變,歷史資料是基礎。過去,黨史部門曾收集過一些資料,但比較分散,不系統。因此,要深入研究陝甘地區的兵運工作,就必須進一步加強資料的收集、整理。要收集我們黨關於兵運工作的歷史檔案資料。包括共產國際給中共中央的指示,中共中央給各地黨組織的指示,各地黨組織關於兵運工作的文件,各地黨組織和從事兵運工作的同志給上級的報告、匯報,等等。要收集整理回憶錄和口述史料。由於數十年已經過去,當年的老同志所剩已經不多。但一些老同志的後代可能還保存一些父輩留下的資料,一些沒有發表過的文章、日記、自傳,等等。這些老同志的人事檔案、幹部檔案中,有可能還有一些相關的信息。總之,能搜集到的儘量搜集,能挖掘到的儘量挖掘。另外還可查尋舊社會保留下來的檔案、報紙中,有沒有涉及這方面的內容。研究歷史是為了面對現實、面向未來。今年6月25日在主持中央政治局第七次集體學習會時,習近平同志指出:“學習黨史、國史,是堅持和發展中國特色社會主義、把黨和國家各項事業繼續推向前進的必修課。這門功課不僅必修,而且必須修好。”這個講話,把學習中共黨史提高到前所未有的重要地位。重視黨史、學習好黨史,能夠通過黨成立92年來的光輝歷史,進一步堅定中國特色社會主義道路自信、理論自信和制度自信。我們黨史工作者要給各級領導幹部、廣大黨員以及各界群�、青少年提供各種類型的科學性、思想性都很好的黨史讀本和政治導向正確的各類黨史宣傳產品。包括要加大對兩當兵變的宣傳。三、利用紅色資源,加快革命老區發展當年的革命老區,為中國革命的勝利做出了巨大的貢獻和犧牲。新中國成立後,黨和國家非常關心革命老區的發展。但是,由於地理環境、自然條件等原因,革命老區雖有所發展,但同其他地區比較而言,速度明顯有很大差距。改革開放以來,隨著國家的跨越式發展,經濟實力越來越雄厚,因此,對革命老區的扶持力度逐漸加大。黨的十八大報告明確指出,對革命老區和少數民族地區、貧困地區、邊疆地區要加大扶持力度。隨著國家的大力扶持,革命老區的發展將迎來一個快速發展的新時期。革命老區是經濟欠發達地區,或者說是後發地區。但後發地區也有有利一面。從一些革命老區的情況看,有的大山之中可能有著豐富的礦產資源,有的有很好的綠色資源、水利資源、人文資源等。由於是後發,可以科學地制定發展規劃,吸取先發地區的經驗教訓。紅色資源始終是老區發展重要資源之一。促進革命老區發展,就必須高度重視開發和利用紅色資源。第一,繼承弘揚革命傳統,推動革命老區建設發展。近幾年,國家對革命老區的扶持十分重視,2012年4月19日,經國務院批准,國家發展改革委員會公佈了陝甘寧革命老區振興規劃。6月28日,國務院出台了《關於支持贛南等原中央蘇區振興發展的若干意見》。中央黨史研究室為這些振興發展規劃也做了自己該做的努力。這些規劃,體現了黨和國家對革命老區的關懷。今後,國家還會對其他革命老區進一步加大扶持力度。革命老區要用多種形式,宣傳當年革命前輩、先烈在這裡浴血奮戰的事跡,傳承他們敢於向舊世界挑戰的大無畏英雄精神,鼓舞廣大人民群�的士氣,像當年共產黨人那樣,將自己的家園建設得更加美麗。第二,科學開發革命遺址遺跡,大力發展紅色旅遊。革命遺址遺跡是革命歷史的重要載體之一,是革命先輩留給我們的珍貴財富。隨著紅色旅遊業發展,革命遺址遺跡的開發和利用,在革命老區經濟、社會、文化發展中地位越來越重要。近幾年來,在中央黨史研究室部署和指導下,各地對革命遺址遺跡進行了一次普查。基本上摸清了全國革命遺址、遺跡的狀況。兩當兵變紀念館就是革命遺址遺跡保護和利用的精品之作,是紀念習仲勳等老一輩無產階級革命家,弘揚革命精神的愛國主義教育基地和輻射甘、陝、川三省紅色旅遊經典景點。我相信,這個紀念館會在兩當縣經濟、社會、文化發展中起重要作用,也會對隴南現代化建設起重要作用。希望陝甘兩省把這樣的紅色景點建設好,在全面建成小康社會的實踐中發揮重要作用。第三,積極做好黨史成果的轉化工作。黨史研究的根本目的在於服務現實,服務于黨的中心工作,服務于社會主義現代化建設,服務于建設中國特色社會主義。改革開放以來,黨史事業蓬勃發展,碩果累累。在繼續深化黨史研究的同時,要做好黨史成果的轉化工作,使黨史研究成果廣為傳播。要重視創作還原和反映真實歷史的紀實類作品,包括紀實類的黨史普及性讀物和新媒體黨史作品。同時,還要重視推出在歷史基礎上進行藝術加工的黨史文藝作品,如電視劇、廣播劇、曲藝、音樂、歌曲、舞蹈、美術、小說、詩歌等。也包括以黨史為題材的動漫、3D電影的新形式。今天上午我們看到小學生們運用非遺技藝如剪紙、隴繡等創造反映習仲勳等老一輩革命家的藝術品,就是很好的做法。革命老區的紅色資源豐富,如果在這方面下功夫,做得好,做得出色,一定能提高本地在全國的知名度,取得良好的社會效益和經濟效益。上述看法供大家參考。祝學術研討會取得圓滿成功,祝與會專家學者在兩當愉快!祝陝甘兩省黨史研究取得更多的成果,祝兩當縣、隴南市在全面建成小康社會中取得更大成績,隴南大地更加美麗!迷你倉

Source: Cape Cod Times, Hyannis, Mass.儲存Oct. 12--HYANNIS -- Civil rights activist Erica Kay-Webster spent years in an abusive marriage because she felt ashamed of herself."Shame is the underlying process that keeps us trapped," said Kay-Webster, who added she faced discrimination and was "singled out" because she was transgender."I am not less than any other human being," she said, "and I am not above any human being."This was the message Kay-Webster conveyed Friday morning at the 13th annual Independence House Domestic Violence Awareness Month Community Breakfast at the DoubleTree by Hilton.Each year, the breakfast focuses on domestic violence, particularly in communities that may be underrepresented. This year, the theme was "No More Shame," and the focus was on the transgender community."It's a day to bring the community together to provide information about domestic violence and who the victims are," said Lysetta Hurge-Putnam, executive director of Independence House, a Hyannis-based nonprofit organization that provides advocacy, counseling and education to victims of domestic violence and sexual assault.Hurge-Putnam said the lesbian, gay, bisexual and transgender community is "invisible," and their relationships are often not validated by society."They're not 'the other'; they're us, our family, our friends," Hurge-Putnam said before introducing Kay-Webster, the breakfast's guest speaker.Kay-Webster said she grew up in a physically and verbally abusive home where she was belittled for her lifestyle. At 17, she ran away and by her early 20s was in an abusmini storageve marriage. She sought help but said she was often shunned and discriminated against because she was transgender."The reason we wanted to highlight the transgender community this morning is because the work we do looks at the way different people are oppressed," Hurge-Putnam said. "If one person is oppressed then we're all oppressed."Hurge-Putnam said there are not many resources for transgender people; for example, a transgender person in transition might have a hard time finding a shelter, since most are women-only. The support community for transgender people is small, Hurge-Putnam said, and transgender people are generally not accepted in society."The vision for ending intimate partner violence is to end it in all communities," Hurge-Putnam said. "If we don't pay attention to a community that's gay or transgender then we're not solving that problem."About 100 people attended the free community breakfast, including human services employees, nonprofit volunteers and members of the public.The breakfast concluded with a candlelight vigil and moment of silence to commemorate the 10 victims of domestic violence in Massachusetts who were killed this year by their abusers."Awareness is important, but action is also important," said Hurge-Putnam, who encouraged people to talk about domestic violence and controlling behaviors rather than ignoring it. Already, the food shelf has seen an increase in people coming through the doors over the past couple of months. Woodford said staff have noticed a lot of clients coming back who haven't used the shelter in two or three years.Plenty of people are still having trouble finding work. In addition, food stamp benefits cuts that will average $36 per month for recipients take effect Nov. 1."This (shutdown) needs to be fixed. It needs to be worked out no matter what it takes," she said. "We need to remember this is not just about politics. It's about people. There's real people that will be hurting because of it."Meanwhile, talks between Republicans, Democrats and President Barack Obama ramped up on Thursday, raising hopes a deal may be within reach. House Republicans proposed raising the federal debt limit through late November to allow for negotiations on an overall budget deal. Under that plan, the government shutdown would continue. Senate Republicans are working on their own proposal that would temporarily lift the debt ceiling and end the government shutdown.Olmsted County Community Services Director Paul Fleissner said the county is working its partner agencies and organizations to put together a plan in case the shutdown and debt-ceiling issues are not resolved soon. It's something the county did during the state government shutdown in 2011.So far, Olmsted County has been able to continue providing services as usual thanks to remaining federal and state dollars. But if Congress fails to raise the debt ceiling or the shutdown continues to Nov. 1, funding for some programs would dry up."Then we've got a serious problem on our hands, and we're going to have to start prioritizing basic life and safety needs and making some decisions as a community what we are going to keep going," he said.For instance, U.S. Secretary ofmini storageVeterans Affairs Eric Shinseki told Congress Wednesday that, if the shutdown continues, veterans disability, pension and education benefit checks will not go out. Olmsted County Veterans Services Officer Neil Doyle said that medical care will continue to be provided to veterans regardless of what happens.Channel One Regional Food Bank is among the groups working with Olmsted County to craft the preparedness plan. Woodford said the nonprofit is gearing up to do all it can to help people affected by the shutdown."Whatever we can do to help in the meantime for our clients, absolutely we'll do," she said. "But we're not going to be able to be the sole source of food for thousands of families a month."A continued shutdown also could end up hurting local conservation work. Soil and Water Conservation District staff are still at work, but their federal counterparts with the Natural Resources Conservation Service are furloughed.In Mower County, farmers come into the office and look around with disbelief, district manager Bev Nordby said. They can't believe the federal offices really are closed. The Mower Soil and Water Conservation District is co-located with the Farm Service Agency and the Natural Resources Conservation Service. Only the SWCD staff are at work."It doesn't affect us that much because we have our own stuff; it's the offices that don't have their own stuff that are really affected," Nordby said.The Mower SWCD owns its own computers, survey equipment and trucks.One hiccup is that the Mower SWCD can't rely on the area NRCS office for engineering sign-off on state-funded projects because the staff at the area office are furloughed. Instead, the Mower SWCD may hire a private engineering firm so projects can keep moving forward.In Dodge County, the situation is much different. The work of the SWCD is hampered because employees are unable to access their computers that they share with the NRCS. Scary, and exhilarating," said Hollander, of Auburn. "I have a mortgage, after all. Parts of me wish I'd done it earlier, because once you cut off your day job you really have to figure out how to survive. I'm really hustling."Hollander, a photographer known for her "Are You Really My Friend?" project, is one of a minority of artists and artisans in Maine who make art their full-time job. Most can't sustain themselves financially from their craft alone. They work as teachers, editors, coaches and bartenders, on top of spending as much time as they can in the studio or on stage.Most artists would tell you they wish art was their full-time business, but in Maine -- a state that's highly seasonal, mostly rural and often dependent upon the spending habits of out-of-staters -- is it feasible? Can you make a living as an artist in Maine?Why it's good to live in MaineJulie Richard, executive director of the Maine Arts Commission, noticed when she started in her position last year that Maine's art industry is different from the rest of the country. Her organization gives Maine artists more than $100,000 in grants each year -- some as small as $500, a handful as large as $10,000."The arts are really enmeshed in the community," said Richard, who has been part of the arts community in places such as New York, South Carolina and Arizona. "Almost every town in Maine has artists front and center who are integral to the life of the community. There's a history of that here. It's something that's been true for a very long time."There's a reason people such as Winslow Homer, Alex Katz and Edna St. Vincent Millay chose to live in Maine, not a big city. Its beauty, people and pace of life inspire.According to Census Bureau data from 2000, Mainers employed in the "Creative Workforce" -- defined as those self-employed in fields including graphic design, photography, visual arts, architecture and performance -- constitute about 2.7 percent of the state's overall workforce.Dan Capaldi is a Portland musician and composer, with a solo project called Sea Level and a duo called the Soft Bullets with his England-based collaborator. By day, he freelances scoring for commercials and TV. By night, he makes his own music."Living in Maine, you are really free to do whatever you want and make your own decisions," said Capaldi. "You are forced to be creative to get yourself out there. There isn't the crazy population of New York or another huge city, or the mass of venues or other showcases, so you have to do it all yourself. It's very liberating."Another of Maine's biggest positives is its affordability.Hollander, who appreciates Maine's low cost of living, spends a large percentage of the year traveling and visits New York City on a regular basis to connect with collectors and gallery owners."Does paying four times the rent in New York that you would in Maine balance having to drive or fly there once a month? I don't know," said Hollander. "I do know that it's not as hard to stay connected nowadays. It's not as important today to be living right in the middle of it all."The Internet has changed the industry. Twenty years ago, it would have been nearly impossible for someone to get their work out to a large audience without living in a big city. Now, with a website and a strong social media presence, anyone can see an artist's work."Before, as a musician, you had to have a video on MTV, or be on Ed Sullivan or something. There were so few ways to get exposure," said Capaldi. "Now, there's countless outlets. You can be your own boss. That's a relatively new thing."The challengesTechnology has created a more level playing field, but much of Maine is still isolated from a lot of the money that keeps artists afloat. The only time that money really starts to flow into the state is in the summer, when the tourists arrive.Susan Cooney is a Belfast artist who creates detailed graphite drawings of the Maine coast. She is one of many Belfast residents who operate a studio in the art-filled downtown where summer tourists have a pivotal role in an artist's succesmini storage -- or failure."It's interesting how things change. In 2006, I had great sales, and then it fell off after the economic crash in 2008," said Cooney. "Then it went back up. This year it feels like the customer base really has changed. The people that are coming through Belfast aren't necessarily buying art ... our art walks have dropped off. I don't know if that's a microcosm of Maine or if it's a Belfast thing, but it's definitely changed."The whims of the art-buying public can sometimes be so capricious that artists have no choice but to fold. Cooney's neighbor in Belfast, photographer Charles Dufour, closed his gallery this fall after sales fell to an unsustainable level. Randy Colbath, a Howland-based artist who creates imaginative sculptures out of Maine wood, decided to leave the state he has called home all his life and move to Florida, where the market is stronger."I don't think I could ever make enough money in this area to sustain myself," said Colbath. "I've been traveling all over New England and the New York City metropolitan area doing art fairs for the last couple of years, traveling too far for too little."Gorham-based couple Barry and Karen Dodd -- who write, direct and produce with several collaborators the Maine-made Web series "Ragged Isle" -- have received plenty of accolades for their work. Its third and final season premieres online on Halloween of this year. Last year they launched a website called The Entertainment Experiment, a forum for Maine-based digital storytellers to showcase their work.To make it all work, however, they've had to tap their own finances."We've stretched our pocketbooks as far as they can go to make our first series," said Barry Dodd, a Waldo County native and New England School of Communications graduate. "There are always crowd funding opportunities but that's hardly a sustainable business model, and it's tough to keep going back to the fans to beg for money."Even with a day job -- Cooney is the swim coach at the Waldo County YMCA, Colbath worked as a marine engineer, both the Dodds work as editors and producers -- it is hard to make art and maintain a studio."Most of us work other jobs. That's just the reality. Some people teach their art, some don't work in their fields at all," said Cooney. "But almost everyone has to do something else. My husband works too ... I worry that studio rent will go up, and the market will dry up, and I don't know where we'll be."What can be done?Hollander believes that while some challenges Maine artists face are unique -- the seasonality, the rural isolation some may experience -- the majority of the difficulties could be found by artists anywhere.Selling enough art to make a living appears to be the largest stumbling block to artists of any stripe."I think the biggest thing is that we need to get people to think about buying art," said Hollander. "There are not a lot of collectors of contemporary work in Maine. I hope that will change. I think things like First Friday [Art Walk] in Portland are breeding people that value the creative economy and artists of all kinds. I think things like Buy Local have made people think about where their food comes from -- why can't we do the same thing with art?"It also behooves artists to become skilled beyond their craft: Marketing, networking, knowledge of tax code and other business skills are crucial to making creativity a viable source of income."You've got to be able to market yourself, make your own videos, be your own boss. You can't do it without being able to do a lot of different things," said Capaldi. "You have to have some kind of business sense."Maine College of Art offers workshops and training sessions in marketing, grant writing, contract law and other areas for its students. Groups such as the Etsy Maine Team have formed to promote Maine-made crafters and artisans, while festivals like the Portland Fringe Festival, held each June, offer opportunities to see Maine-based theater and performance groups and allow the artists within those groups to network."It's complicated," said Capaldi. 【本報消息】文物大使協會主辦,儲存文化局、澳門基金會、旅遊局、民政總署、金沙中國有限公司、蔡氏教育文化基金會、信德中旅船務有限公司贊助的“第六屆澳門文物大使培訓計劃”日前正式開課。新一屆培訓共有卅七名十六至廿九歲澳門青年參與,學員將開展為期七十學時的課堂培訓。澳門文物大使培訓計劃工作小組組長廖嘉豪表示,舉辦培訓課程是為了向澳門青年傳授正確的文物和保育知識,加深認識澳門歷史文物,透過成為文物大使,讓保護文物的意識滲透到大�市民及遊客。藉此加強對本地文化的歸屬感,凝聚市民對澳門的向心力,將保護文物事業薪火相傳。本屆培訓首三課邀得歷史學會理事長陳樹榮及澳門大學歷史系助理教授何偉傑主講。陳樹榮講授澳門歷史,先由學員主mini storage提出感興趣的題目,再以事例及史料詳細解答學員的問題。課堂內容涉及澳門五百年歷史,包括澳門開埠、葡萄牙佔領澳門、中西宗教文化的碰撞、賭業的興起與合法化、海上航線等,學員們表現踴躍,積極發問,與導師共同探討研究澳門歷史。何偉傑主講澳門歷史,採取新穎多元化的教學方式,從展示圖片到播放短片,再配合生活中常遇到的事件為例,深入淺出地向學員介紹澳門的歷史事件。又以古時手繪地圖圖片作教學工具,介紹澳門建築物名稱的由來及演變;更借用澳門街道名稱的特點,講述歷史事件的發生和經過。有參與者表示,課堂導師學識淵博,講解清晰。三節歷史課讓自己對澳門史有了更深入的瞭解,期望透過是次培訓計劃進一步認識澳門,以傳承和推廣澳門的歷史文化。self storage
