Source: Milwaukee Journal SentinelAug.存倉 11--When Ryan Braun overturned a positive drug test from October 2011 on what commonly was perceived as a technicality, Major League Baseball officials were not alone in being upset.There were rumblings among members of the players union as well who wanted to know why the Milwaukee Brewers' all-star leftfielder flunked a drug test and was allowed to skate on a technicality. Rather than celebrate the first major-leaguer to have a positive test overturned, clean players feared a cheater had gotten away with it.That was the backdrop for the astounding number of players who stepped forward and blasted Braun after he accepted a season-ending, 65-game suspension after being caught in MLB's investigation of the Biogenesis clinic. It's an unwritten code that players don't publicly criticize peers on other clubs, but many, including former Brewers teammate Zack Greinke, spoke out harshly about the year and a half of lying and finger-pointing by Braun after winning his appeal.Now that the Biogenesis investigation finally has wrapped up -- with the exception of Alex Rodriguez's pending appeal -- it is evident that more happened here than catching a baker's dozen of players who violated the drug program. The major sea change was the position of union members regarding those who cheat.Unlike the turbulent days of late union chief Marvin Miller, who vigorously fought drug testing on the grounds that it violated civil liberties, an overwhelming number of players now applaud the punishment of cheaters. Many have stepped forward to champion tougher penalties for first-time offenders, who serve 50-game suspensions.During an interview session with baseball writers at the All-Star Game in New York, union director Michael Weiner said his association would not support appeals in the face of overwhelming evidence of use of performance-enhancing drugs. Little did we know at the time he was foreshadowing the acceptance of 13 suspensions in the Biogenesis investigation.Braun went first when he accepted his suspension on July 22. Last Monday, 12 more players accepted suspensions without appeal. The lone dissenter was Rodriguez, who was willing to accept the 50-game ban of a first offender but not the 211-game suspension levied by MLB for multiple violations of the drug program as well as the Basic Agreement, including evidence that he tried to obstruct the investigation.The union is supporting Rodriguez's appeal because it believes the office of Commissioner Bud Selig overreached with the level of games in that suspension. But, make no mistake about it, under Weiner the players union has become decidedly anti-cheating when it comes to performance-enhancing drugs.This is a huge evolvement on that side of the fence since the current drug program went into effect with penalties in 2004. The way clean players see it, if you're going to try to skirt the system with the types of PEDs purchased from Biogenesis, you deserve to get caught.Though the union is supporting Rodriguez's appeal, know that many rank-and-file members hope arbitrator Fredric Horowitz upholds the 211-game ban -- or at least something close to it. Known for years in the game as "A-Fraud," Rodriguez is considered a serial offender in the drug program, far beyond his admission of steroid use from 2001-'03 only in Texas."I hope our dues don't go to his lawyers fees," said Boston's Jonny Gomes.Further enhancing the widely held believe that Rodriguez has been using for years, he refused to answer direct questions about PEDs during a media session upon rejoining the Yankees in Chicago. And his appeal is expected to center not on a proclamation of innocence but the lack of due process in getting a suspension far beyond the scope of a first-time offender.Braun used a similar tactic in winning his appeal in the winter of 2011-'12. Instead of challenging the science of his positive test for synthetic testosterone, his defense team went after the collector for delaying the shipment of Braun's urine sample over a weekend when the FedEx facility he went to was closed. Arbitrator Shyam Das ruled in Braun's favor and later was handed a pink slip by MLB for doing so.David Cornwell, who represented Braun in his successful appeal, is the lead attorney for Rodriguez as well in his upcoming hearing.Many clean players thought testing would catch all cheaters. Biogenesis showed that testing does not nab everyone, especially those who use fast-acting testosterone, which cycles in and out of the body quickly. Timing is everything in random drug testing and Biogenesis showed us that some players are willing to roll the dice to gain an edge.This is why MLB had no choice but to launch a thorough investigation once documents were leaked to news agencies showing players were buying PEDs from Biogenesis director Tony Bosch. Selig, accused of not acting fast enough to get the union to agree to drug testing during the so-called Steroid Era, was not going to look away.There have been criticisms of MLB for getting in bed with Bosch, buying his testimony as well as the cooperation of others. But MLB was sending this message to PED cheats: if you're going to get down and dirty with these sleaze balls, so will we. What's good for the goose is good for the gander.Biogenesis ushered in a new era in the drug program because the union accepted suspensions absent positive tests. Players had signed off on allowing MLB to pursue "non-analytical" evidence of PED use and had little choice but to roll over when overwhelming evidence was gathered.Not only did clean players applaud the dragnet that caught the Biogenesis cheaters, many have called for stricter punishments for first-time offenders. There was even talk of lifetime bans for one offense, but that is unlikely to be accepted by the union.But a one-year ban for first-timers is not out of the question. Braun forfeited only $3.1 million by accepting a 65-game ban, which included 15 games for "detrimental conduct" for the inflammatory things he said about the drug program and collector Dino Laurenzi Jr. With a full year's salary at stake, clean players believe those inclined to cheat might think twice.Well aware that Braun still is owed some $130 million by the Brewers through 2020, there have been cries to allow teams to void guaranteed contracts for those caught using PEDs. Whether the union would ever agree to that provision in a drug policy is debatable.But make no mistake about it. The tide has turned in the union when it comes to drug cheats. Accordingly, there is hope that the dark clouds formed by Biogenesis will dissipate quickly and return the focus back on the field, where it belongs.A party of oneWhen suspensions were handed down in the Biogenesis investigation, it was impossible not to notice that every player other than Braun was of Latin descent. The group of 12 players who accepted suspensions last Monday included eight natives of the Dominican Republic, three Venezuelans and one from Nicaragua (San Diego's Everth Cabrera).In fact, only two players nabbed in Biogenesis were born in the United States -- Braun and Rodriguez, born in New York of Dominican parents.Brewers centerfielder Carlos Gomez, a Dominican native, was asked by USA Today about the overwhelming number of Latinos who copped to PED use by accepting suspensions."None of those guys lacks the ability to play this game," said Gomez. "I believe having the wrong people around you leads you to commit such stupid acts, which sooner or later come to light."Gomez was referring to the fact that many of the Latin players caught in Biog自存倉nesis had an association with Juan Carlos Nunez, a former consultant for the ACES agency that represents players. Nunez was fired by agents Sam and Seth Levinson last year after he was exposed in creating a fake website in hopes of helping San Francisco's Melky Cabrera avoid a 50-game suspension for using synthetic testosterone.The players union subsequently investigated ACES and reprimanded the agency but no sanctions were issued. But many players connected to Biogenesis are or were previously represented by that agency, including Everth Cabrera, Nelson Cruz, Jesus Montero and Francisco Cervelli.Talking to the media after accepting his 50-game suspension, Everth Cabrera said Nunez led him to Biogenesis to help recover from a shoulder injury. The Levinsons have insisted that Nunez was a rogue adviser acting solely on his own in hooking up players with PEDs.Braun, who is represented by Creative Artists Agency, doesn't seem to fit in with the other suspended players. He does have a University of Miami background, which linked him to others involved with Biogenesis, including minor-league pitcher Cesar Carrillo, a former college roommate suspended for 100 games for refusing to cooperate with the investigation.ESPN reported that another former Miami teammate, Marcelo Albir, acted as a go-between for Braun and Bosch. Albir was listed as one of the original defendants in MLB's lawsuit against Biogenesis but was removed in June, an indication that he began cooperating with the investigation.Field of Dreams comingNext Friday, the start of a much-anticipated project will be realized in Whitewater with a groundbreaking ceremony for Treyton's Field of Dreams. The public is invited to the 5 p.m. event.The youth baseball diamond to be built is dedicated to Treyton Kilar, an avid Brewers fan who was killed in an automobile crash when struck by a drunken driver a month before his seventh birthday on Sept. 2, 2010. Treyton was buried in a replica jersey of Prince Fielder, his favorite player.Committed to keeping alive Treyton's memory and to make something positive from the tragedy, the Kilar family rallied with support from the community to raise funds to build the facility in Starin Park. To date, they have raised $600,000 to build the synthetic turf field.For those interested in contributing, fundraising continues to support lighting of the field as well as construction of a concession/restroom pavilion. Construction is expected to begin in about a month with a substantial portion of the project completed by Nov. 1. The hope is that the facility will be completed by June 1 of next year."The groundbreaking is going to be bittersweet, we know that," said Treyton's mother, Mary. "We're coming up on three years since we lost Treyton and it has been three tough years. It doesn't get easier, I can tell you that. It's bittersweet because he would have loved to play on this field."But it's also been three years of support and love from so many people. The reason behind this project is to allow other kids to play baseball and have their families enjoy it. So it's going to be a great night. It's also going to be very emotional for our family.""Along with the great support we've had in the community here, we can't say enough about the Brewers organization and all they've done. Mayoral race about to heat up
Source: Albuquerque Journal, N.迷你倉出租M.Aug. 12--It's already door-knocking season for Albuquerque's mayoral candidates.And, with 60 days to go until the election, the campaign is about to get a lot more visible.Candidate signs began popping up over the weekend, and mailers and television ads won't be far behind.The campaign to run New Mexico's largest city pits incumbent Richard Berry, Albuquerque's first Republican mayor in more than 20 years, against two aggressive challengers -- former prosecutor and ex-Deputy City Attorney Pete Dinelli, a Democrat, and retired police Sgt. Paul Heh, a Republican.It's been a quiet race so far, matching Berry's low-key style, and his opponents point out that the mayor hasn't joined them on stage for a debate yet.But the week ahead will mark the unofficial start of the campaign. Berry, Dinelli and Heh must formally declare their candidacies on Tuesday, and two days later, their names will be drawn to determine the order in which they will appear on the ballot.Election Day is Oct. 8, although a second runoff election will be held on Nov. 19 if no candidate gets 50 percent of the vote.Each candidate names the city's economy, especially jobs, as a top campaign issue.Berry has been stressing to vot- ers that he took office four years ago during a national recession and says economic data show the city has turned the corner.Dinelli, meanwhile, describes Berry as a "failure" on the economy, and Heh says a "broken police department" and other problems have interfered with economic growth.Brian Sanderoff of Research & Polling Inc., which does surveys for the Journal , said the mayor will certainly face criticism over the sluggish economy of recent years."In our campaign style of politics, chief executives -- whether they be mayors, governors or presidents -- tend to get too much credit for the good and too much blame for the bad," Sanderoff said in an interview. "It'll be up to (Berry's) opponents to paint him as ineffective and not addressing the challenges in the economy."Dinelli and Heh will face their own challenges. They aren't as well-known or wellfunded as Berry. A survey last year put the mayor's approval rating at 68 percent."We have a mayor who has a pretty low-key style and business-like approach to things," Sanderoff said. "He's not one to get very uppity and excited in a way that would tend to polarize the electorate."Berry's opponents have seized on his personality as a weakness."This mayor's laid-back, easy-going attitude isn't getting the job done," Dinelli said in a recent interview.Dinelli is a former prosecutor and often sounds like one in campaign speeches, announcing an indictment of Berry's record.Berry, for his part, said he offers "common-sense leadership," which has helped forge partnerships with other agencies and business groups."There's a lot of noise coming from my opponents," Berry said in an interview. "A lot of it is centered around tearing our city down. I'm going to build our city up."Heh, like Dinelli, is blunt in assessing Berry."It's just the same old politics and same old things," he says of the mayor. "We need new ideas. We need fresh ideas."Public safetyBesides the economy and leadership style, public safety is a major issue in the campaign, the candidates say.The Albuquerque Police Department has come under intense scrutiny儲存倉in recent years, partly over the number of people shot and killed by officers. In November, the U.S. Department of Justice announced an investigation into whether APD has a pattern of violating people's civil rights, specifically through officers' use of force, and whether the department sufficiently polices its officers."The department is still in severe meltdown," Dinelli said in a recent interview, and "businesses do not want to relocate here as long as Albuquerque is viewed as a violent city."Heh, who spent 25 years at APD, said he'd have the department fixed within 90 days."I know who the knuckleheads are," he said. "The whole upper chain of command needs to go."Berry responds that the city has "put 60 reforms into place" to improve APD and that FBI crime statistics for the city are at 20-year lows."It's unfortunate that my opponents would use the Albuquerque Police Department as a political pawn," he said. "We have one of the finest departments in the country."Crime in Albuquerque has steadily trended downward since 1997, with decreases nearly every year since then, matching national trends generally.High approval ratingsAt 555,000 people within its city limits, Albuquerque is the 32nd largest city in the country, according to Census Bureau estimates for last year.The city's municipal elections are nonpartisan, meaning party affiliation won't appear beside candidates' names on the ballot and there's no primary election to winnow the field of candidates.Sanderoff said Berry probably benefits from the nonpartisan election setup, as he's a Republican in an increasingly Democratic-leaning city.Regardless, Berry appears to have remained popular with voters.A Journal poll from October, for example, found 68 percent of likely voters in Albuquerque generally approved of Berry's job performance and only 15 percent disapproved.Berry, then, appears to be popular and better known than his opponents, Sanderoff said. On the other hand, he's in a city that's behaving more and more like an urban, Democratic area, Sanderoff said.Debate timeAs for debates, Berry said he expects to participate in some this month and that there will be televised debates, too, before Election Day.The first mayoral forum in 2009 was July 22.Dinelli said he's starting to feel the excitement of election season catching on among the public."I'm anxious to talk about the issues," he said. "People are now starting to pay attention."Heh said he connects with people because he's not a politician. Berry served in the Legislature before winning the 2009 mayoral election, and Dinelli was a city councilor from 1985-89."I've been blue collar all my life," Heh said.Berry said he enjoys campaigning and meeting voters."I get to talk to my boss at the front door," he said.Key datesSept. 3: Residents can start casting ballots at the city clerk's office Downtown. Hotel, restaurant to be built in north end of city
Source: The Telegraph, Nashua, N.儲存倉H.Aug. 10--NASHUA -- Nashua planning officials unanimously approved the construction of a 118-room hotel and freestanding restaurant during a meeting this week.The Planning Board granted a special use permit to Nashua TS Residence Inn and developer Robert Walker to build the hotel at 25 Trafalgar Square in the city's north end.Project engineer Katie Enright said the hotel will be a Residence Inn. A 6,000-square-foot stand-alone restaurant was also approved as part of the project, she said.The has been vacant for more than a decade. The new hotel will be behind the recently renovated Market Basket in the Somerset Shopping Plaza near Exit 8 of the F.E. Everett Turnpike.Several large hotels are also in that area off Somerset Parkway, including the Crowne Plaza and the Courtyard by Marriott.Enright said the site has been abandoned since 2000, when a 9,500-square-foot office building was approved for the area but abandoned after the foundation was laid and economic woes caused the cancellation of the project.Kathy Vitale, Ward 1 alderman and Planning Board member, said the new hotel would fill a niche alo迷你倉沙田g with the other hotels in that area."I believe they do a very good job," she said. "It's a nice mix with the other hotels that are there at this time."Vitale said a vacant property being developed in the city is a good sign, and that this project may be an indication that the economy is heading in the right direction."This location has been open for quite some time," she said. "I think it's a nice sign and that this is an indication that the economy has switched in such a way that the company feels good about proceeding with a project at this time."Vitale said no one spoke in opposition to the project. Program doles out free water to keep workers, tourists cool

Jin Bingwu, an auxiliary traffic police officer in downtown Hangzhou has just finished his shift and walks into a nearby branch of the Agricultural Bank of China.The security guard at the bank welcomes him and fills his empty bottle with water. In a rest area that the bank reserves especially for workers like him, Jin sits on the sofa, enjoys the cool breeze of the air conditioner and gulps down the water.The bank is one of 197 companies in Hangzhou participating in the “Glass of Water” program, offering free drinking water to tens of thousands of workers who are continuing to work under the burning sun.The program, organized and promoted by the Voice of Zhejiang, a radio station of the Zhejiang Radio and TV Group, started on July 9 to ask shops, supermarkets, shopping malls, banks, post offices and other businesses to participate.Zhang Qin, chief director of the radio station, said the program aims to increase awareness for workers with jobs out in the heat.Big impact“Sanitation workers, traffic police officers, construction workers and delivery men are indispensable in our city, but we don’t pay enough attention to their working conditions. Offering a glass of water is a small deed that anyone can do, and if everyone pitches in, it can bring a big impact,” he said.Since July, Hangzhou has been experiencing extremely hot weather, with the highest temperature reaching a record of 41.6 C on Friday. Street surface temperatures can be as high as 72 C to 76 C, posing great challenges to people who work outdoors.Zhang Lifang, who has been working in the city for 13 years as a sanitation worker, said that the program has brought her comfort.“It is really thoughtful. As a glass producer, this is the least I can do,” said Fang Quan, general manager of the company.The company, a supplier for the 2010 Shanghai Expo world’s fair, has orders from more than 6,000 clients waiting, but Fang wanted to produce the glasses for the program first.“Our profits are of course an important means to measure the value of our company, but social responsibility cannot be neglected. Although there will be some losses, it is a worthy cause,” he said.Apart from benefiting workers with jobs in the scorching heat, the city is also expanding the program to tourists.Starting on July 29, the Hangzhou Tourism Commission has been offering free drinking water in 100 tourist information centers around the city’s West Lake scenic area. 銀行加息攬儲 還不是真正的利率市場化
信息來源於四川新聞網 / Cited from .newssc.org/□ 河南 余豐慧核心提示上浮長期基準利率攬儲,儲存倉折射出銀行業在籌措資金手段上已接近山窮水盡,呼喚利率市場化儘快攻克最後一個堡壘———存款利率上限管制的聲音由此也越來越急迫。近日,一場攬儲大戰正在上海、北京等地悄然打響。廣發、平安、光大等股份制銀行紛紛上調中長期存款利率,其中2年期~5年期的定期存款利率已上浮接近10%。去年6月,當央行允許金融機構將存款利率浮動上限調整為基準利率的10%後,大部分商業銀行對一年期以下存款利率進行了上浮,但對長期存款利率則按兵未動。近期股份制銀行為何突然在此時上浮長期存款利率?背後又透露出什麼信號呢?自6月下旬以來,商業銀行內部資金持續緊缺,至今上海銀行間拆借利率仍然居高不下。從現實情況看,一些股份制銀行7月以來一直呈現出不惜血本從資金富裕的大行拆借資金的現象。體制內的傳統銀行執行現行利率已沒有競爭力,導致銀行存款嚴重流失、資金緊缺。資金流向由價格決定,哪裡價格高就流向哪裡。當前,社會各類各渠道融資價格都遠遠高于基準利率,在這種情況下,真正將富餘資金存到銀行吃利息的客戶越來越少了。央行最新公佈的數據顯示,7月份儲戶存款減少3935億元,非金融企業存款減少5迷你倉沙田25億,兩項合計減少9860億。商業銀行盲目擴張信貸資產、盲目擴張表外業務是造成其資金持續緊缺的另一個原因。在銀行業錢荒沒有緩解的情況下,貸款卻在快速擴張。央行最新公佈數據顯示,7月人民幣貸款增加6999億元,同比多增1598億元。越是資金緊張,越是增加貸款,這是將自己“做死”的極壞經營之道。許多股份制銀行試圖通過提高長期存款利率攬儲,以緩解資金緊張局面,但效果絕不會好。比如定存5年的基準利率是4.75%,上浮10%以後也僅僅為5.225%,仍遠低於社會融資價格,甚至低於銀行理財產品回報率和國債利率。與此同時,由於工農中建等國有大行按兵不動,讓此次中長期存款利率變動透出來的市場化信號意義明顯打了折扣。這樣的“圈錢”式加息離真正的存款利率市場化還有很長的路要走。上浮長期基準利率攬儲,折射出銀行業在籌措資金手段上已接近山窮水盡,呼喚放寬存款利率上限管制的聲音也由此越來越急迫。一方面存款利率上限管制已經被理財產品繞開,實際上已形同虛設,另一方面繼續進行管制將對傳統銀行的吸儲能力造成嚴重影響,甚至造成其支付危機。對商業銀行不顧內部資金狀況盲目擴張信貸資產一定要有制裁措施。這樣的話,銀行就會根據內部資金情況來運用資金,而不會盲目擴張貸款,也就不會出現資金緊張的情況了。迷你倉價錢
