McGuire was convicted of murder, aggravated robbery and aggravated burglary. McGuire was convicted under Ohio's complicity law, which allowed a jury to find him guilty of the crimes because he ordered the burglary and robbery.The charges were for the Dec. 27 death of James Gipson, who McGuire sent to rob people inside a home on Catalpa Avenue. A member of that household owed McGuire a drug debt plus an outrageous amount of interest. McGuire sent Gipson to collect on the debt in exchange for dropping a debt Gipson had with him and some additional money.McGuire denied involvement in the crime. He admitted to being a drug dealer but s迷你倉出租id a possible life sentence was too harsh for selling drugs."I'm sorry for the events that happened but I did have nothing to do with it," McGuire said.A crime victims' advocate read a statement from Gipson's mother, Sally Gipson, which explained how the loss of her son has ripped a hole in the hearts of his family members."My tears come every day. They come from nowhere and they come from everywhere," the advocate read.Cheney said if there's any questions the illegal sales of drugs, even in small amounts such as a $40 deal in this case, can have serious consequences and turn out really bad, this case is a prime example."Now make an argument to me that the drug culture isn't serious and it is something that has to be resolved short of legalization," Cheney said.Prosecutor Juergen Waldick said McGuire was a neighborhood drug dealer who exploited people. He said this crime was not completely about a drug debt but to show people he could do whatever he wanted."The defendant lived in a neighborhood where he ruled that neighborhood," Waldick said. Source: The Bakersfield CalifornianAug.自存倉 28--I'm sure you will all be pleased to know that a bunch of state judicial bureaucrats just got a 3.5 percent raise while Kern County has closed down one of our outlying courts entirely, is preparing to shut another on all but a single day of the week, and continues to have to cut back hours that clerks can take filings or even talk to the public on the phone.Yup, makes me feel all warm and fuzzy too.California's judicial branch has taken hit after financial hit from the state budget.That's a problem.But even worse, the courts' own administrator, aptly known as the Administrative Office of the Courts (AOC), seems hell bent on spending what little money the Legislature has carved out for local courts on, well, administrative claptrap.It's been a years-long problem that only recently received a withering eye from the Legislature as reports have uncovered unbelievable waste within the AOC.Still, California's Chief Justice recently approved 3.5 percent raises for hundreds of AOC, appellate and Supreme Court employees.In the world of government funding, the total is chump change really, only about $1 million.But it's the principle, said Kern County Superior Court Judge David Lampe, who also works as the executive director of the Alliance of California Judges.The Alliance has struggled to shed light on how the AOC's spending has affected the public's right to access its court system."We've lost 2,500 jobs and had to close 80 courtrooms throughout the state," Lampe said. "Yet the oversight staff in San Francisco gets a pay raise."It sends the wrong message."California Chief Justice Tani Cantil-Sakauye authorized the pay raises July 3, less than a full week after the governor relented to give the judiciary an extra $63 million this fiscal year. That money was specifically to be spent keeping local courts open, according to an Aug. 23 article in The Recorder, a publication that focuses on legal happenings in California."It cannot be used for raises, it cannot be used for construction or infrastructure projects," Assemblyman Reginald Jones-Sawyer, D-Los Angeles, was quoted by The Recorder as having said in June. "It can only be used to keep the courts open and provide access to justice."The Judicial Council, which oversees the AOC, has defended the raises as not really raises at all. They are "step increases," for employees advancing from one level to another.Besides, the money doesn't come out of the same pot as trial court funding, the Council said.I hate it when government agencies try and tell us a duck isn't a duck.More jingle in your paycheck is a raise, plain and simple. And these raises were discretionary, by the way, not required by any contract.That the Judicial Council used its discretion to fatten the wallets of bureaucrats rather than put that money toward providing as much public access to the courts as possible is tel迷你倉新蒲崗ing, not to mention disturbing.Kern County has fared better than its sister counties in finding ways to tighten the belt without too much public impact, until now.The Kern court system, which operates several courts in outlying cities, has had its budget whacked by $9.7 million, or 27 percent of its base funding, since 2008, according to Kern's court administrator Terry McNally.Costs were cut through a number of voluntary early retirement programs, hour reductions and by simply not filling open positions, McNally said.But the cuts went deeper this year.As of June 10, the Lake Isabella court was closed (see sidebox for more info). And starting Sept. 9, the Taft court will only be open on Thursdays to hear local traffic infractions, small claims and some civil cases.All of this means it's going to take longer for cases to be heard, it's going to be harder to file cases and more difficult to just get basic information.McNally did say he's hoping to use Kern's share of the extra $63 million from the Legislature this year to increase services.But don't get too excited."Unfortunately this funding falls well short of the cumulative cuts that have piled up over the last five years so the impact will be very modest," he said.Meanwhile, the AOC has 68 people in its "center for judiciary education," Judge Lampe said."The judges teach those classes for free," he said. "What are those 68 people doing?"He also noted the District Attorney's association, with 4,000 members, has two people administering its continuing education program.The AOC also still has 156 people in its information technology office.It still has that many people, Lampe said, even after the bungled and hugely expensive computer case management system was killed. (This computer system, which was supposed to link courts up and down the state to share case information, cost taxpayers $500 million before it was deemed a failure in 2012.)"What are those 156 people doing?" Lampe wanted to know.And while the AOC has reduced staff since the 2011-2012 fiscal year, its budget has increased by $30 million.Why?"No one ever goes back and reevaluates programs," Lampe said. "It's 'once funded, always funded.'"The Alliance of California Judges has estimated there is as much as $150 million languishing in failed or unnecessary AOC programs that could instead be used by trial courts, Lampe said.The Alliance is seeking an audit of the AOC.Now, that's the first reasonable thing I've heard in connection with this agency.Opinions expressed in this column are those of Lois Henry, not The Bakersfield Californian. Source: Ventura County Star, Calif.self storageAug. 28--Three Inglewood residents were arrested Tuesday night in connection with robbing a Thousand Oaks liquor store, and one was arrested on suspicion of battery to a deputy, officials said.Deputies responded about 9:50 p.m. to reports of suspicious people at Total Wine & More at 394 N. Moorpark Road, according to the Ventura County Sheriff's Office.An employee of the store apparently recognized people who he suspected of previously burglarizing the store, officials said. As the men left, the employee took down their vehicle information.Deputies said the employee walked through the store, found empty boxes of alcohol and reported the incident to authorities.Responding deputies tracked down the迷你倉suspect vehicle and stopped it. Three people were inside the vehicle at the time it was stopped, officials said.One man allegedly made an aggressive move toward a deputy before trying to run away, authorities said. He was quickly caught and taken into custody.The two other people stayed by the vehicle. Source: Mail Tribune, Medford, Ore.迷你倉Aug. 28--Despite a full-court media blitz, plenty of people targeted by Congress in the Affordable Care Act have no clue what's coming their way.The disconnect was underscored Tuesday during a presentation by insurance professionals for nonprofit organizations at the Smullin Center in Medford.While thousands of Rogue Valley residents who have lost insurance or were never able to get it will become eligible on Jan. 1, 2014, many of them won't bother to apply."We're going to see more uninsured than we have today," predicted Les Cracraft, an employee benefits consultant with United Risk Solutions and former regional sales and marketing director for Regence BlueCross of Oregon.One aim of the Affordable Care Act is to bring America's young, healthy millennials into the system, but so far they haven't got the memo."One of the great assumptions of the Affordable Care Act was the millennials -- those 19 to 30 -- would participate in purchasing insurance. ... They don't read a newspaper, they don't listen to the radio, they don't watch TV. If we don't catch them on YouTube or wherever to tell them about this -- we need to get them in the pool," Cracraft said.Cover Oregon, the state agency charged with creating Oregon's health care exchange, has spent $1.8 million on advertising, but the billboards, TV spots and radio ads haven't been effective at reaching young people. And the penalties for not joining the system -- $95 in 2014 and $325 in 2015 -- won't be enough to entice that group into the system, Cracraft said.What will happen, Cracraft suggested, is older and sicker people will be the most likely to sign up, while younger, healthier people will sit o儲存倉 the sidelines, at least initially."There is a pent-up demand for people who qualify for the Oregon Health Plan, a pent-up demand for people very ill today," he said.Although the 100 or so attendees at the Rogue Valley Nonprofit Network program peppered Cracraft and broker Larry Boeck of Boeck & Associates with questions, it was apparent many of the real answers won't be known until at least mid-October.Even then, the dynamics of health care reform in Oregon won't be fully fleshed out."This is changing so rapidly," Cracraft said. "I have no doubt that Cover Oregon will be leading the rest of the nation; but there (will be) some hiccups along the way."On Tuesday, he said, Cover Oregon announced that individuals won't be able to buy insurance on its website without a state-designated navigator or insurance broker until Oct. 15. That's two weeks later than the target date of Oct. 1.In the interim, he said, employers and individuals all need to learn about the seismic shift that is occurring."Tell everybody about it. I'm serious," Cracraft said. "Have a conversation, tell the young people, tell the people not covered today. We don't have the secret sauce, we just know a lot of the moving parts coming about."We believe the word has to get out about health care reform as best we can," Cracraft said. Source: The Stamford Advocate, Conn.self storageAug. 28--STRATFORD -- It looks like a bomb exploded in Rick Torres' campaign bus."There's got to be an accelerant in there," the Bridgeport City Council candidate, sometime Republican mayoral nominee and owner of the popular Harborview Market, said Wednesday afternoon as he surveyed the burnt out wreck.The interior wooden seats of the GMC Eleganza, a small 1973 motor home Torres purchased and outfitted for his second mayoral bid in 2011 and hoped to use for this year's council run, resemble logs after a campfire."It melted the chassis," Torres said.The vehicle has been stored, uninsured, in a vacant lot off of Frog Pond Lane in Stratford owned by a friend. The fire occurred late Tuesday, and Torres was waiting Wednesday for a call from Stratford fire officials with more details.Torres, who last checked on the bus three months ago, was planning on cleaning the vehicle up to use later this year in the final days of his council campaign. And eventually for some long road trips.Six truck trailers, two cars, a boat and other debris are also scattered about the lot. "There's just too many knuckleheads on that side, feeding off the city for decades."Stafstrom said he and Brannelly hope whoever caused the fire is caught and prosecuted."Whether it's vandalism or something more intentional and whether it's politically motivated I don't know," Stafstrom said. Here we measure the income that commercial pay-TV providers earn from subscriptions and pay-as-you-go sales.Video on demand (VoD) revenue is broken down into four types of service:-- VoD services: pay-per-view buys that include video sales (i.e. permanent ownership of the content) and time-limited rental;-- S-VoD services: subscription-based VoD services that give customers unlimited access to a library of content;-- Ad revenue: the income generated by in-stream ads on OTT (i.e. openly available online) video services-- Mobile video services: income earned on OTT videos watched on a mobile device over cellular network.PAY-TV segmentationWe distinguish two types of pay-TV service in the main markets:-- Access services. This refers to offers made up chiefly of free-to-air channels, with viewers being charged only for access to the service. Some premium products may be included, usually thanks to local partnerships between broadcasters and the service provider or a special promotional offer. The "access services" segment therefore includes cable companies' CATV services and ISPs' basic IPTV packages which are included in internet access + landline calling bundles at no extra charge, or when sold as an optional add-on to access services. -- Premium services. This refers to live programming channels or packages that can only be viewed by customers who subscribe separately from their telecom service or through a pay-as-you-go scheme.The "premium services" segment therefore includes optional pay-TV channels and packages that are generally available over various systems: terrestrial, satellite, cable and IPTV.A household may subscribe to both an access and a premium solution for the main TV set in the home. We therefore draw a distinction between those households that subscribe only to access services (access-only households) and those that subscribe to at least one premium TV offer (premium households). Households that subscribe to both are therefore counted as premium households.Access and premium service revenue therefore includes:-- For access services: rights of access to CATV services, paid via subscription to a cable company or included in utility bills; the TV service's share of the price of a bundle according to the provider (including a lower VAT rate) and income from access options.-- For premium services: income from the sale of subscriptions and pay-as-you-go cards.SOURCESHistorical data are based on the following sources of information:-- publications from national regulatory authorities, ministries and national statistical organizations, -- operators' financial reports, -- press releases.These various sources have been confirmed and corroborated as necessary by our own expert estimates. Adjustments may have been made to figures from previous editions (new information available, error corrections, change in a country's territorial borders, etc.)Our forecasts are based on hypotheses on the expected changes in penetration rate for the various distribution networks (% of population) in the various markets and changes in ARPU. The hypotheses are rooted in several factors:-- actual level of market development, -- perceived market potential based on the general rate of economic growth, -- national industrial context (especially planned rollouts), -- changes in consumer behaviour.As concerns monetary and GDP data:-- Country market data are presented in local currency and converted to euros and to dollars.  【本報記者林順良屏東報導】屏東縣萬巒新開幕的可茵山可可莊園,mini storage引導遊客從可可樹的介紹到可可豆發酵、烘焙、去殼、碾碎、研磨、精粹,到最後巧克力成型,讓遊客體驗其中的神奇,這是全台第一家巧克力觀光工廠,可可莊園歡迎大家嚐鮮。 屏東縣政府農業處表示,很多人都吃過巧克力,但可能不知道巧克力的由來及製造過程,巧克力是由一種叫「可可」樹的果實經繁瑣的後製過程而來,這家觀光工廠可讓大家看到可可樹外,也瞭解加工製作的完整過程。莊園負責人之一的林碧山說,10幾年前就開始研究可可樹,一直想把可可帶入農村取代目前的檳榔,希望大家吃到真正在地製成的巧克力,經過他的奔走及努力,有農民合作廢除檳榔園改種可可,今年7月開始巧克力觀光工廠開始試營運,這是他可可夢的第一步。 林碧山說,可可樹並不難種,屏東氣候及環境非常適合,幾10年前就有人種self storage成功,但因後製工作受阻,銷路成問題,所以不易推廣,但這幾年在有心人士研究下,向國外取經,訂做符合國內標準的機器,目前製作出來的巧克力品質,可以媲美國際水準。 製作技術已不成問題,現在較麻煩的是可可豆來源,他鼓勵農民檳榔樹可以轉作可可,莊園還提供苗木,每株100元,一分地可種45到50株,3年半即可收成,契約價格收購,農民不用擔心種出來的可可豆沒人要,他估計農民一公頃年收入超過50萬,可取代檳榔樹成為農村新興作物之一。 林碧山說,到可茵山可可莊園可以撫摸可可苗及讓人驚奇的可可豆莢,看到可可不同階段的成長歷程,聞到可可豆烤烘時飄來的陣陣香氣,導覽人員專業講說,參觀工廠中全面開放的巧克力製作過程,當然現場可以嚐到生巧克力,各種製成的巧克力、巧克力冰、冷熱飲及下午茶,來一趟可茵山可可莊園,體驗一場驚奇的巧克力生命之旅。迷你倉
