Long term, the district plans to issue $5.4 million in bonds, she said. At 7 tonight, the board will consider a payment-plan option in which a portion of the work would be prepaid, for a 5 percent discount, she said."We wanted the short-term financing plan in place so we could quickly move forward on the project," she said.The project is to begin in early January, with a nine-month completion schedule, Mr. Bacho said. Fourteen buildings -- 12 schools and two administrative offices -- will be upgraded, a move expected to reduce the distri迷你倉t's "carbon footprint."The main cost-saver is to be a reduction in electric use through lighting retrofits in every building, plus parking lots and gyms."Lighting is the highest-consuming areas," he said.Occupancy sensors will be installed, automatically turning off lights in empty rooms; the district also will use LED lights.The second-largest cost savings, officials said, will be from installation of a central control system for heating and cooling.The system, accessible by mobile devices, can monitor and adjust inconsistencies in temperature, such as cold or hot spots, a problem Trane officials noted in their review of district buildings.The system will let district facilities' personnel know temperature adjustments have been made, Mr. Bacho."That is not the case in some equipment controls we have now" at various buildings, which at times did not adjust temperatures as programmed, he said.The work includes plumbing upgrades to conserve water and energy, as well as replacing boilers and water pipes.The newer elementary schools -- Central Trail, Hill View, and Maplewood -- had lighting control, geothermal heating and cooling, and efficient plumbing, but they did not have LED lighting."In regards to LED lights, some of the technology is now advanced and affordable enough for us to implement. pub_date:Country's low costs remain a draw amid volatile mining rulesWHEN Vivek Agarwal's company first bought a licence to explore for coal in Indonesia's East Kalimantan province, it expected to secure the permits to begin mining in about six months and sell the coal to power stations in India and China.迷你倉 That was in 2010.After three years of presentations to local officials and more than US$1 million spent in consultancy and government fees, the company, Bhoruka Mines, a unit of the Bangalore- based Bhoruka Group, is still no closer to mining.Yet Mr Agarwal, Bhoruka Mines' president director and CEO, says his company won't shelve its first foray into Indonesia.Why? Because Indonesian thermal coal is better and cheaper than what the company could ever hope to find back home in India.Mr Agarwal says to transport inferior coal from India's north-east to the southern state of Karnataka, where his parent company runs a thermal power station, would involve permits and fees of three rail companies. Bhoruka would pay twice as much for coal compared with shipping it more than 4,000 kilometres by sea from East Kalimantan to the east coast of India."We won't walk away," Mr Agarwal told The Business Times.He blames the lost time, in part, on incompetent and corrupt officials who selectively interpret mining and environmental rules as well as unclear application procedures to deal with overlapping claims by village squatters or palm plantations."The application process is driven by personal relationships. But we've invested too much. If we can get this to work, it will be a huge shot in the arm for the company."However, compared to back home, some say, the quality of the resource here, the cost of Indonesian skilled labour and materials and even the regulatory environment mean doing business in Indonesia is worth the risk."I'm an optimist," Peter Lynch, chief executive officer of Brisbane-based Cokal, told BT.Mr Lynch was speaking after his company said in November it would spend US$120 million to begin building roads and jetties and on other capital works for its coking coal project, also in Kalimantan.The company plans to spend an additional US$200 million in the coming months to begin mining 2 million tonnes of the resource by the middle of next year. Indonesia's proximity to China and India; its high-quality coking coal, which is used in the production of steel; and the lower costs of everything from drilling to labour make Indonesia attractive, Mr Lynch says.A shift supervisor salary in Indonesia will top about US$14,000 a year while a truck driver in Australia may earn US$160,000, he says."We're picking the eyes out of the mining sector up here," Mr Lynch says. What's more, regulatory hurdles are no more onerous in Indonesia compared with Australia, he says.He says exploration, environmental impact studies and production permits will likely take about three years, compared with at least five years in Australia. He says many institutional investors are adopting a wait- and-see approach to how the country's regulatory changes will play out."Most of the meetings recently are about maintaining relationships," Mr Sjahrir says.Without prior notice, in early 2012, the government halved to 10 years the time within which foreign companies needed to sell a majority stake in their projects to domestic investors. The government is considering doubling the royalties that small coal-mining companies pay.The regulatory changes exacerbated the effects of the fall in the price of coal, and metals such as tin and nickel. Mining companies have cut in half their capital expenditure plans for the next year, analysts have said. Foreign direct investment (FDI) slumped to US$6.9 billion during the three months to Sept 30, compared with US$7.2 billion in the previous quarter.Still, analysts say that in recent months the country's regulatory environment may have improved, following the appointment of the reformist Chatib Basri as finance minister, replacing Agus Martowardojo, who became governor of the central bank in May.Mr Basri is credited with easing some of the nationalist measures that were blamed for exploding the country's trade deficit, including easing export duties on unprocessed minerals. Mr Martowardojo, as the new head of Bank Indonesia (BI), has ratcheted up interest rates to their highest level since 2009 to tackle rampant inflation. Consumer price increases have eased off from their four- year high."We are more positive on this regulatory environment than before," says Ali Saugi, head of equities at BNP Paribas in Jakarta."There has been a big improvement since the beginning of the year. Both the government and BI have accepted the macro- economic situation in Indonesia and they have produced policies that have taken the country in the right direction."Bhoruka's Mr Agarwal says his company is betting that Indonesian officials will water down regulatory changes such as the domestic ownership laws that require foreign mining companies to sell down their stakes to no more than 49 per cent 10 years after the start of production."That isn't sustainable," Mr Agarwal says. "They will drive away a lot of small producers, and that will hurt exports when they need them most."Cokal's Mr Lynch says Indonesia's government will want to ensure a sudden hike in royalties and other levies will not stifle altogether a sector which accounts for the largest source of revenues."They will want to ensure coal and other parts of the resource sector remain competitive," he says.迷你倉西貢

While crossover of various channels is the way to go for HK advertisers, insufficient infrastructure will hamper the integration of these platformsThe crossover of mobile, internet and traditional outdoor media is the way ahead for Hong Kong’s multimillion-dollar advertising business, but insufficient mobile network capacity and a lack of integration between these channels and back-end logistics support mean some brilliant ideas have not taken shape in an otherwise tech-savvy city.迷你倉Commercials placed on interactive media and mobile phones only comprise a tenth of the HK$40 billion ad market, according to media monitoring firm admanGo, but the sector is a major growth driver.Spending on mobile ads, for example, nearly quadrupled to HK$141 million in the third quarter of this year from HK$31 million a year ago.But Ray Wong, a committee member of the Association of Accredited Advertising Agencies of Hong Kong, said the city lagged economies like Japan and South Korea in the infrastructure needed to allow better integration of such channels.“I came across this idea from a Korean supermarket,” he said. “It put up a QR code [a machine-readable label] in an outdoor area near a business district, where the sun shines through every day between 1pm and 2pm. A passer-by can capture the code’s reflection with their smartphone and get delivery of discounted meals to their office.”Wong, also the chief executive of advertising agency PHD, said he had urged a local supermarket chain to adopt the same strategy but it failed to materialise.“They don’t have the system to connect the matrix barcode to their supply chain, which means they would have to create a programme in order to implement the idea, which would be costly and not worth it because many places in Hong Kong are highly accessible,” he said.Two years ago, his agency pitched an idea to the Standard Chartered marathoself storage that would have allowed runners to receive timely greetings, advice or even promotions from friends, retailers and the organiser along the route through a device that tracked their location, but it also failed to come to fruition because it required the participation of a mobile operator and few had the extra capacity to support a network that could allow real-time communication to tens of thousands of people.While the combination of digital, mobile, social media network and outdoor ads greatly enhanced the impact on consumers, it was the well-known brands and cash-rich corporations, rather than the small and start-up brands in need of exposure, that exploited the new opportunities the most because a lasting, major digital ad campaign could cost up to HK$3 million.Although budget-sensitive buyers could use social media and internet platforms like Facebook, Yahoo and Google, Wong said that, without the correct approach, these channels were hardly more effective than traditional print ads.“Many people think they can just create a Facebook account and publicise their products or services at very low costs, but without proper data-mining work to find out more about the target audience, many of these noises are actually wasted,” he said. “Besides, online ads are not necessarily cheap.”The flash ads that pop up on the homepage of Yahoo or Google, for example, could cost up to HK$700,000 a day.In the course of consolidation among various advertising media, MTR has become a major winner with its captive environment, high traffic and good mobile connections.
