近年來,儲存赴泰旅遊十分熱門,李先生也報團參加了泰國游。結果他在旅遊期間的波折遭遇,堪稱現實版“泰囧”,於是回國後的李先生一紙訴狀將旅行社訴至海澱法院,而旅行社也提出反訴要求李先生補交拖欠費用。近日,經法院多次調解,雙方最終握手言和。7天游 遇連環“囧”事今年“國慶”長假,李先生參加了某旅行社的“泰國七日游精品團”。第一天,由於飛機晚點,原本當晚安排觀看的“人妖表演”未能如期成行,加之隨後一系列行程安排緊湊,不少團員抱怨太累,當地負責接待的地接社則沒有安排補看“人妖表演”。於是李先生獨自去看了一場“人妖表演”,地接社以系自費觀看為由,未予報銷。隨後途中,李先生在一次下車拍照時,因大巴車換車,其裝滿衣物的行李箱被隨之拉走。尋找未果後,只穿著短衣短褲的李先生找到地接社,但對方認為已在下車前提醒過遊客拿好隨身行李,因此責任應在李先生自己,不過最終還是為李先生購買了幾身秋裝供其換洗。起訴旅行社 遭對方反訴7天的旅程很快過去,旅行團在準備回國時,又遭遇航班調整提前飛走的窘境,全團只得改簽第二天的飛機。當晚,地接社安排在機場附近住宿,並要求團員自行承擔住宿費,在遭到拒絕後,地接社最終承擔了該筆住宿費。回國後,早已身心疲憊的李先生卻又因航班延誤沒能趕上公司的重要會議,被扣罰了200元。在找旅行社交涉未果後,李先迷你倉憤而將對方訴至法院,要求退還“人妖表演”的費用、行李丟失的損失、延誤航班的誤工費及精神損失費共計2萬余元。而旅行社也提出反訴,要求李先生返還地接社為其購買衣物的1400泰銖及最後一晚的住宿費500元。經法院多次調解,最終雙方達成協議,握手言和。法官提示 旅行前明確約定“出境游”過程中,交通工具延誤是旅遊消費者經常遇到的情況。實際上,因飛機、火車、班輪等公共交通延誤,導致旅遊合同中約定的日程不能如期履行的,消費者有權要求旅行社退還未實際發生的項目費用,但如果旅行社已經提前支付了該筆費用且承接者不予退還,則旅行社也有權不退還,但應當提供證據證明,否則仍應退還。然而,如因公共交通延誤等不可抗力因素,導致消費者增加吃住行等相關費用甚至消極減少財產,如李先生受到處罰扣款,消費者則無權直接向旅行社索賠,旅行社應當協助消費者向公共承運人索賠。至於因天氣、戰亂、罷工等因素致使公共交通延誤造成損失,消費者與旅行社之間應當公平分擔損失。當然,如果在旅遊合同中特別約定此種情況由旅行社承擔,消費者則有權要求旅行社承擔。因此法官提示,鑒於“出境游”的諸多不可預見因素,消費者應當在簽訂合同時,特別關注公共交通、不可抗力及意外事件條款,儘量事前對風險及損失分擔進行明確約定,以免日後與旅行社發生爭議時無依據可循。晨報記者 彭小菲儲存倉

進口橄欖粕油含綠 海關攔下
衛福部食品藥物管理署近日在邊境檢出一批從國外進口的橄欖粕油疑含銅葉綠素,迷你倉目前尚待複驗確認;食藥署長葉明功指出,若進口油品確實被檢出含銅葉綠素,代表部分進口油在國外就已添加銅葉綠素。食藥署副署長姜郁美表示,這批純橄欖粕油是邊境管制後,首批被檢出含銅葉綠素的油品,目前仍在海關,未流入市面,預計月底複驗結果出爐,而此批油品的進口商,之前進行市售油品稽查時就曾有違規紀錄。泰山、福壽等油品大廠旗下葡萄籽油,之前陸自存倉被檢出含銅葉綠素,但業者喊冤未添加,懷疑油品恐在國外就已「染綠」。衛福部11月中啟動邊境管制,凡進口橄欖油、葡萄籽油須檢附官方不含銅葉綠素證明,才准輸台,迄今邊境約輸入10多批橄欖油、橄欖粕油。泰山、福壽等油廠先前旗下油品被檢出含有銅葉綠素,違規油品經查來自西班牙維多利亞(VIDORIA)公司。姜郁美說,實施邊境管制以來,維多利亞公司尚無報關紀錄,西班牙官方已著手調查油品中銅葉綠素來源,但尚未提供調查報告。迷你倉

月球設「天文台」 更近距離觀星

The authorities have implemented "cooling-off measures" in the wake of last Sunday's Little India riot, which include a ban on alcohol sale and consumption in the Serangoon Road area.儲存So far, these measures are temporary. They are aimed at restoring order and giving affected communities "time and space to recover" from the incident.Even as the dust settles, however, it is worth thinking about whether there is a need for longer-term measures to control drinking in public.Singapore may seem to many like a nation of rules, yet the country is relatively tolerant on this issue.Over the past two decades or so, a plethora of bars and pubs have sprung up in enclaves such as Clarke Quay, Boat Quay, Dempsey Hill and Robertson Quay. Watering holes have also emerged in heartland suburban areas, as well as public parks such as Punggol Park and Bishan Park.In fact, booze is readily available at any 24-hour convenience store or supermarket, and anyone can buy it and head to the Botanic Gardens or East Coast Park for an afternoon picnic.As far as imposing controls on drinking in public goes, the regime here is far more liberal than many places abroad, some with long-established drinking cultures.In 2001, Britain amended its Police and Criminal Justice Act to give local councils power to address alcohol-related crime and disorder.This is done through what is known as Designated Public Place Orders (DPPO), which give police officers discretionary powers to require a person to stop drinking and confiscate alcohol or containers of alcohol in certain public zones.Once a DPPO zone is in place, police can seize alcohol from anyone who is not on licensed premises, even if the bottles or cans are unopened.Although drinking is not banned in the zones, police can ask anyone to stop drinking and it is an offence to refuse, punishable by a maximum ¢G500 (S$1,027) fine. No explanation or suspicion that the person could be a public nuisance is required.According to an article in The Times newspaper in 2009, more than 700 "controlled drinking zones" have been set up across England, and the local authorities were introducing the zones at a rate of 100 yearly.Some zones even cover an entire city, such as Coventry and Brighton, encompassing even the quiet suburban streets.The DPPO system has been criticised by many who see it as excessive regulation. Some have claimed that the police have applied the laws too aggressively, confiscating wine from families having outdoor picnics.Meanwhile, in most parts of the United States, it is illegal to possess or consume an open container of alcohol in a public space such as on a street.Drinking in a moving car is also not allowed, even if the person drinking is just a passenger.Exceptions to the rule are rare but drinking is allowed on certain occasions, such as at a sporting event or tailgate party - a session organised around the op迷你倉n tailgate of a truck.In order to get around the strict rules in the US, many famously drink alcohol out of bottles in brown paper bags. This is done because if law enforcers cannot actually see the alcohol, they cannot prove a crime was committed.Finally, most states in Australia have laws where it is an offence to drink alcohol in public without a permit.In Melbourne, the consumption of alcohol is banned in public places in the Central Business District and major events held on nearby streets and reserves are declared alcohol-free.In Perth, the same ban covers areas such as the streets, parks and beaches and those caught flouting the law face a A$200 (S$224) fine.People generally abide by the laws and it is a rare sight to see anyone on the streets with a booze bottle in hand.In the same city, it also is an offence for staff of licensed premises to sell or supply alcohol to drunken people.Entry to such venues, which may include bars and nightclubs, can also be refused if someone is deemed to be drunk.There are no such laws affecting nightspots here but the Health Promotion Board (HPB) last year started a workshop to train staff of drinking establishments to identify signs of excessive drinking.During each 4 1/2-hour-long "Responsible Service of Alcohol" workshop, participants are taught to delay, handle or stop serving alcohol to drunk patrons.So far, HPB has trained 281 people, including wait staff, bartenders and floor managers from 18 entertainment outlets, including restaurants and hotels.There are public drinking rules in many other countries too, including Canada, Hungary, Finland, Norway, Poland and Spain.Some are blanket bans while others impose restrictions on certain built-up areas.At a time when the Government is looking at proposals on a ban on alcohol consumption at common areas, it may be worth looking more closely at where countries have been successful and where they have not, in imposing such restrictions.What are some of the takeaways from this overseas experience?One is that the police should be given special powers to stop people from drinking or to confiscate alcohol if necessary. But care needs to be taken in the actual enforcement of the law on the ground.In the Singapore context, a blanket nationwide ban on public consumption of alcohol is probably excessive and unnecessary.After all, for most public places like void decks and parks, the odd jaunt by individuals with a few beers rarely turns into a melee.But while the authorities could consider imposing "no-alcohol zones" initially at certain problem pockets, the areas should not be based on stereotypes.The emphasis must be on the safety of the general public - and that message needs to be made clear to all.Let's stay rational, realistic and responsible in plotting the way forward and not let one bad incident pave the way for even more discontent.sujint@sph.com.sgself storage

The menu is being offered in El Paseo but not as Coffee Bean & Tea Leaf, Los Angeles World Airport officials said.Coffee Bean and Tea Leaf is still in operation in Terminal 4.On the brighter side, El Paseo and Schlotzsky?s Deli will now remain open until 7 p.m. In the past it would close by 5 p.m. on the weekdays and by 2 p.m. on weekends.This is the scenario that has been unfolding at ONT as the facility has experienced a 40 percent drop in passenger traffic since 2007.Concession PactIn 2012, LAWA sought competitive bids from companies who could run airport concessions but were unable to draw interest, citing the uncertainties in passenger traffic as a leading issue. Instead it agreed to renew a short, two-year contract with Delaware North, typically these contracts are a minimum of seven years and could last anywhere between 15 to 20 years.Romo said LAWA will begin looking at the competitive bidding process next year. They will also most likely conduct a survey asking travelers about their dining preferences.?The most important thing right now is they are trying to make sure they are going to be profitable,? Romo said about the contract that was renewed.If airlines severely reduce their service at an airport, it is only a matter of time before concessionaires will reduce or eliminate their services. It?s a vicious cycle, said Peter Greenberg, a travel journalist and host of the show, ?The Travel Detective? on public television.?It doesn?t help, even if Los Angeles World Airports is trying to get the concessionaires, because they have no leverage. Greenberg said.In the first ten months of the year, ONT had 3.2 million people travel in and out of the facility, a decrease of 9 percent from the same time period in 2012.?As you see airlines consolidate, they shrink capacity and the number of seats that are available. They pull out of airports that don?t have a high yield,? he said.Cities with airports like ONT have to get together and take control of their facilities by offering incentives,Greenberg suggests an agreement with an airline where residents and business community will commit to using that specific airline, and guaranteeing selling a certain amount of seats in the year. If they don?t meet the expectation, then the airline could tap into a fund set up to help with any shortfalls.?Unless they do that, they are gong to be very lonely very soon,? Greenberg said.Getting CreativeThat?s not all. Ontario is going to have to get creative and take advantage of all the empty space, he said.?Make it into a farmers market,? Greenberg said. ?You are not going to get people there based on the amount of traffic already. If you?ve got that space to fill, do a bold thing and turn it into a shopping destination.?Even though most of that emptiness is behind Transportation Security Adminstration security checkpoints迷你倉 Greenberg said the easy solution would be to reconfigure those gates to allow the public in.?It?s time for Ontario to be first on the block. What other choice do you have? You cannot depend on the airlines to save you, they are just trying to survive.?Romo didn?t discount the idea but said some security challenges could prevent that from ever becoming a reality.?Anything is possible if you put in enough money and energy into it,? Romo said.The challenge is that TSA currently only allows for ticketed passengers, and the checkpoint might just be too narrow to reconfigure without disrupting airport services. Another option would be to create a separate entrance to the other half of the terminals -- which have been shuttered for some time because of the lack of passengers. Romo said it could be a costly move and the airport would need to be guaranteed it would be a financial investment.Another concern is that it would increase public access to the airfield to a group of people who may or may not be screened at the security checkpoints, Romo added.?I think all airports have to look at ways to generate more revenues or save money,? he said.Adding a local flavorA solution at ONT might be to do away with contract operators, who have to pay extra costs for brand name restaurants or shops, and bring in local businesses, said Heather Perry with Klatch Coffee.Just a little over a year ago the owners of Klatch Coffee, which has coffeehouses in Ontario and Rancho Cucamonga, opened another location inside Terminal 7 at LAX. It did so through a partnership with Crews of California, an airport retailer.?It really comes down to the contract, the timing has to be all right,? said Perry, who helps oversee the business operations for the family company. ?Part of Ontario?s problem is that it?s really not a growing airport.?Perry said she has flown out of ONT in the past and recalled seeing the Coffee Bean and Tea Leaf would only have one person at the counter, even though there was at 25 people in line. That?s because after that 6 a.m. flight was out, there was no other business, she said. It didn?t make sense to have more staff.?Crews of California would probably never operate out of Ontario airport because the money is just not there,? she said. ?The LAX operation was an almost half a million. Crews could not do that in Ontario because they would not see that money back,? she said.Since opening at LAX, Perry said Klatch Coffee has been ?hugely successful,? seeing about 2,000 transactions a day at that location alone, Perry said.?I don?t even know if Ontario sees 2,000 people a day,? she added.Prior to the economic downturn, one of the contractors that ran airport concessions at ONT had looked at bringing in local businesses such as Joseph Filippi Winery, Romo said.The deal fell through because of the lack of travelers. In the future, in order to bring a local flavor to ONT, the deal would have to be just right for the business, Romo said.?I definitely think that?s something our airport should look at,? he said, although it would mostly likely be done through a concession operator.ONT may be ideal for travelers because of the relative ease to get in and out, and the lack of long lines.
