Joe Poss, general manager for NBC 26, told Post-Crescent Media a deal was reached.The blackout had TV fans worried they would miss the fall NBC prime-time lineup that kicks off Monday.Though it appeared the two sides were at an impasse, Jim Thomas, vice president of local programming and marketing for Journal Broadcast Group in Milwaukee, said negotiations had been ongoing."I think both sides were working at it. It's just we weren't working at it in public," he said. "It took awhile to iron out the final details. It's a much more complex media worked today. 檳城的華人大宅中，迷你倉最平最知名的是位於蓮花街的張弼士故居，俗稱“藍屋”。這幢建于1897年的大宅一度淪為“72家房客”破爛分租的殘局，1989年在數名留英建築師合資購買搶救修復下，翻新成博物館與精品酒店，榮獲聯合國教科文組織2000年度最佳維修獎，旅遊指南Lonely Planet近年將之列入世界十大名厝之一，成為大宅修復的典範。檳城古跡信托會秘書梁超明（52歲）受訪時說，“藍屋”是里程碑作品，說明瞭有歷史的大宅不需拆除讓位，得以完整保留還原，吸引遊客，牽動了維護文化遺產運動。他指出，像“藍屋”那樣花時間精力資金修復翻新，酒店營運收入難以回本。在梁超明看來，原籍客家的南洋巨富張弼士故居是當年達官顯要往來之處，外觀是比較正統的嶺南建築風格，只有內構帶有些歐洲色彩，這反映了張弼士在東南亞作為一位傑出的企業家（被譽為“東方的洛克斐勒”）及代表大清皇朝的外交官（駐檳城、新加坡總領事，官至二品），經常跟歐亞人打交道而培蘊出來，以中華文化為重，西洋藝術為副的高尚品味，豪華而不俗。參觀“藍屋”，該看什麼？梁超明說，入門前得先留意朝向東南方的大宅的整體建築與內部設計非常講究中國風水格局，“三元九運”的原理，屋子位於龍座，位置偏斜，不與街道平行，並背山（升旗山）面海，前低後高，風水上好。此外，每逢雨天，嘩啦嘩啦雨水流進天井，繞了一圈，才由兩邊小洞口流出去，借以聚財，充滿奧妙玄機的戶內排水系統暗藏牆內，使牆面冷化，室內陰涼。很少人注意到“藍屋”的仿大理石客廳內牆。意大利宮殿內常見這種看似大理石或花崗石，其實只是仿畫大理石的石灰牆面，梁超明說，可見當時工匠已傳承歐洲藝術復興運動時代流行的工藝技法。大宅中央由蘇格蘭進口的鑄鐵花飾欄如此美觀，令觀者難忘。這也是很少見的飾欄，在檳城的華人大宅中用得特多的建築特色，“綠屋”鄭景貴故居也有。不過，僅有“藍屋”屋內的旋轉式樓梯也採用蘇格蘭實心鑄鐵，梁超明說，百年過去，並沒生鏽，非常難得。“藍屋”最引人注目的是天然靛藍色的牆體配合輝煌的剪粘裝飾。剪粘是福建民間工藝，工匠用特製的瓷碗隨心所慾剪出小塊色彩斑斕的瓷片，用石灰膏粘出充滿想象力的浮雕造型，在中國南方傳承的工藝上，賦予當地圖案色彩。占地5萬3000平方英尺的豪宅坐擁38個房間與220扇窗戶，中西建築裝飾元素並存。張老娶妻八人，最寵七太。遺囑中列明，“藍屋”在他最後迷你倉個兒子（七太的兒子）死後才可出售，時限一到，大宅轉手。人人皆知“藍屋”，其實檳城還有“綠屋”，位於義興街，是華人甲必丹鄭景貴的故居“海記棧”修復而成的僑生博物館。靠錫礦起家的鄭景貴身為海山派首領，與當時敵對的義興派為爭響馬和錫礦地盤，勢不兩立在霹靂州拉律等地多次展開廝殺，死傷無數，後由英方于1874年邦咯島條約的協調下而停戰。當鄭景貴知悉義興派被逼變賣其檳城總部後，一股氣買下拆除，1890年代在舊址上重蓋新豪宅，取名“海記棧”。隔鄰的五福堂原本為義興派主辦的粵籍學堂，也給他購下後轉成家塾，以其別名鄭慎之命名。梁超明說，“海記棧”已被鄭景貴後裔轉賣給一位客家籍古董商孫崧茂，慎之家塾廟宇則有礙于鄭景貴遺囑里規定不可變賣，暫由孫氏代管。檳城一般的家廟是宗祠，像鄭景貴家廟祭拜自己先祖的，極少見，規模也大，值得一看。“綠屋”內站著一尊高五英尺多的鄭景貴銅像，是他臨死之前，向英國訂制的，神態生動逼真。梁超明形容：很多人不太敢進入屋內，因為能感覺到鄭景貴銅像的雙目炯炯有神，緊緊跟著他們兜轉。二樓大廳牆面掛上鄭景貴夫婦及雙親的四幅巨型錦繡肖像，梁超明說，肖像原藏于樓梯下，後被發現。鄭景貴官至清朝三品，身穿清官服的肖像畫，是用各色礦石顏料塗上繪製的宮廷畫，百年之後，毫不褪色。他說：“肖像靈氣太逼人，連子孫變賣大宅後，也不敢取走。”孫崧茂有不少藏品，2009年將大宅修復成僑生博物館後，特別展示峇峇娘惹陶瓷、首飾與衣鞋，梁超明說這部分展品雖然與鄭家毫無關係，但收藏豐富，具觀賞價值。屋主去年也在馬六甲的荷蘭街設立東南亞首家娘惹珠寶博物館。另外，博物館特辟一個中國式與一個英國式裝潢風格室內展示，顯示當年大戶人家家道中落之前，家居擺設無不精緻講究，走訪大宅有如穿梭時光隧道，可感受到檳城富豪當年的氣派，大宅的靈氣依然沒散。盡管來自廣東、祖籍客家的鄭景貴不是峇峇，“綠屋”與“藍屋”內部構造卻有許多相似之處，同樣採用英國鑄鐵柱，注重風水和天井空間。梁超明指出，但因豪宅主人身份有異，一為外交大使，一為幫派首領，建造意圖不一，感受自有不同。他說，藍屋整體上顯得更豪氣，只是室內擺設不多，主要靠張弼士及其愛妾故事為賣點。綠屋1000多件展品琳琅滿目，喜愛土生華人文化的遊客尤其鐘愛。兩幢煥發新生命的大宅都是觀光熱點，旺季時每日都達千人以上，並不時在全球媒體亮相，令檳城發光。儲存

It's obvious he knows his way around the machine as he deftly navigates it around an area behind the retirement community that was used to grow corn. His love of gardening goes back to childhood."I had a little garden in the backyard in Kansas. I learned the hard way, all by myself," he says.His parents had no interest in gardening, but the 12-year-old was hooked. For more than 40 years, he gardened on 6.5 acres in Murrysville. And when he discovered that Longwood had 48 plots reserved for residents, well, there was no doubt how he would spend his free time.Mr. Ferguson is the chairman of the Plum facility's gardening committee, a job he rotates every few years with other members. He helps get gardeners into the right plot and tends to their needs. When a resident gives one up or can't garden anymore, another takes over the spot. He sees great health benefits for older people in gardening."It's good, healthy, invigorating for us to be as active as we can. It improves your life, it improves your health, it's better all the way around."Like most gardeners he enjoys sharing his harvest, dropping off extra tomatoes at the front desk, where "they magically disappear," he says, smiling.When asked how long he can keep gardening, he paused. "I don't know. I'm going to keep going as long as I can move."Another of the committee's rotating chairmen, Peter Kiproff, 90, forgoes the tiller and turns his garden over the old-fashioned way, with a garden fork. "I feel very fortunate to be able to do it."Like Mr. Ferguson, he gives away part of his harvest."It was a good year for tomatoes. I got more than I can eat," he says, adding that he has left more than 20 pounds of tomatoes at the front desk.Melba Parris, 96, is the oldest person gardening at Longwood. She gives hope to all gardeners, as her passion for digging in the dirt still burns strong. "It's just like making mud pies when I was a child," she says with a laugh.She grows beans, potatoes and giant 'Brandywine' tomatoes and says she's cann存倉d 30 quarts of tomato juice "so far." Mrs. Parris hopes the remaining fruit will provide her with enough juice to get her through the winter.Standing in one of the garden paths, she holds a letter she sent to her college roommate in 1943. Jessie Messemer Blomquist, who went to MacPherson College with Mrs. Parris, stumbled onto the letter and sent it back to her. Inside are details of the garden Mrs. Parris grew in Kansas during World War II. The letter reads in part:"We have had quite a lot of rain, but our garden still isn't very good, I guess we just planted it too late."She went on to describe what she had put up from the first part of the season. The list is impressive: 6 quarts green beans, 1 quart blackberries, 2 quarts strawberries, 3 pints beets and 8 quarts sauerkraut. One has to wonder what she would have put up if the garden had reached her expectations.Gardening has always been a part of her life. "I can't remember a time I wasn't following my mother around in the garden."Mrs. Parris didn't know about this garden when she moved into Longwood. She told her brother she was probably done gardening, then called him back when she discovered it. Both were overjoyed."I can't imagine you not in the garden," he said.Robert and Flo Conville didn't do much gardening before moving to Longwood. Their two beds are a mixed bag of flowers and vegetables. Tomatoes and basil share space with calla lilies, a hydrangea and a peony plant they inherited from the plot's previous tenant. Their four tomato plants produced much more than they could use; they gave away the fruit to their church and family."It gives us a chance to spend a little time together," Mr. Conville says.After the couple finishes for the day, they hold hands as they walk slowly back to their home. Unrestricted cash, even better, and these days, the rarest of rare in government.Allen County Job and Family Services and the local Workforce Investment Board is trying something with their pot of money coming from the state: paying people who stay in their jobs.In July, the state began its Ohio Works Incentive Program for counties and workforce boards that signed up for the program. The state is providing up to $150,000 to workforce investment regions to get the program running, and also then providing cash incentives to county Job and Family Services agencies that move people from cash assistance to unsubsidized employment and keep them there, at 90- and 180-day milestones.Allen County decided to take a portion of the cash incentive it will receive and provide it to the person staying employed, said Marilyn Horstman, director of social services for Allen County JFS. The worker will receive $100 at 90 days of employment and $500 at 180 days of employment."We wanted to pass along some of the incentive to the recipient," Horstman said. "We're hoping those folks are going to be successful, and that this could be an additional incentive."Allen County JFS, the Workforce Investment Board and the Accent One-Stop job training program are also boosting their training and education efforts, as well as connections with employers, Horstman said.Accent will contract with Coleman Behavioral Health and Lima Allen Council on Community Affairs for three-week, four-hours-a-day screening, assessment and training. The program will include training from updating resumes and cover letters to things such as working in a team, technical and interview skills, conflict resolution and stress management.Accent is also increasing its connections with local employers and "paving ground" for potential employees with significant barriers, including felony convictions, Horstman said."We're tryin迷你倉 to explain that these people have been through significant training and hoping that employers will give them a shot," Horstman said. "We've always had a job readiness component, but not of this depth and not this extensive."The state's goal with the program is to reduce people's dependency on the Ohio Works First program, what many people know as cash assistance or welfare, and move people to employment.The cash is not restricted because the state is hoping this pilot program in Ohio's 30 Workforce Investment regions results in different approaches, to see what works and develop best practices. The state is also providing incentives to regions to work with cash assistance recipients who face significant barriers to employment.In 2009, the federal government notified the state it failed to meet work participation rates. As a result, Ohio Department of Job and Family Services developed a corrective action plan, which has helped move more people into work. Those remaining in the program need more intensive intervention, state officials believe, and so JFS created this new program to engage with the workforce investment community to expand job placement and retention.The payment schedule for counties follows two tracks, for people receiving cash assistance, and for those no longer receiving cash assistance because earned income means they're no longer eligible.Counties will receive $1,000 for each cash assistance recipient placed in unsubsidized employment, or $1,500 for placement in a job that takes the person off cash assistance. Counties will receive $1,500 for each recipient still employed at 90 days, or $2,000 for someone no longer on cash assistance.
