【新報訊】有十多年歷史的尖沙嘴文化中心藝墟,mini storage攤檔昨天最後一日擺檔。約10名檔主昨午在尖沙嘴文化中心外高舉橫額抗議,不滿康文署提出的取締藝墟過渡安排,要求康文署延長檔主經營權至明年的7月,並確保日後開檔日期不少於現時。抗議人士指,康文署預計9月中在文化中心推行創意市集計劃,取代現有的藝墟計劃。雖然上星期署方答應畫檔檔主,允許繼續擺檔至最遲明年1月,而手工藝檔則可有多6星期營業,但檔主認為時期太短。他們又擔心即使參加新計劃後,開檔日數會大減一半, 難以糊口,要求將兩個計劃並行。期間,日前曾企圖跳海以洩不忿的62歲檔主李光興更宣讀遺囑,表示要誓死self storage衛藝墟。他又指出,署方在會上表示「丟空塊地都唔畀你擺」,認為政府盲目不仁。請願檔主最後向康文署代表遞交「有條件」的意向書,要求延長檔主經營權至明年的7月,並確保在來季的開檔日期不少於現屆的總開檔日數,以保障生計。要求來季總開檔日不減康文署港九文化事務總經理馮惠芬否認李的指控,又表示新舊計劃使用同一空間,難以同時推行。加上藝墟已推行十多年,有改善空間,又強調改善計劃已給予目前的經營者最大的可行空間,為他們提供過渡期。她又指,新計劃會有至少7間機構參與,一年可有300個藝術單位參與,較舊計劃每期只有三十多個單位多,現有檔主可自行考慮加入合適機構。迷你倉

避免議而不決決而不行 劉兆佳促抓緊做實十二五
新一屆政府集結經濟金融界猛人掌管新成立經濟發展委員會與金融發展局,mini storage社會上意見有褒有貶。曾經擔任中央政策組首席顧問10年之久的香港中文大學社會學系榮休講座教授劉兆佳接受本報專訪時坦言,對兩個組織懷抱一定期望,假如經發會與金發局有好的建議應即時採納和落實。他同時表示,市民最重視的是政府推動經濟民生發展,而不是想看政府再做更多研究。劉兆佳敦促政府即時推動十二五規劃有關香港的發展,「國家講到明支持你,你還不盡快做好?」 香港商報記者 黃兆琦 鄺偉軒為更有效推動施政並為本港長遠發展打下基礎,港府成立經發會和金發局。梁振英上場一年多,劉兆佳坦言政府政策在體制內遇到很大阻力和抗拒。對於兩個猛人雲集的高層次諮詢架構,劉兆佳表示,「如果這班人係得,就會引發社會討論,並將營造社會共識,返轉頭對體制內的保守勢力造成壓力,但前提是這群人能否提出一些切實可行而又可引發社會興趣和支持的東西。」此外,他駁斥社會上一些批評:「說特首是要借此建立梁班子,這是陰謀論。」本港有數十個諮詢架構,然而過往由諮詢組織提出的宏大計劃,不少都未能落實,讓市民感覺高層次諮詢架構作用有限,甚至是花瓶,對經發會和金發局的期待不算高。劉兆佳表示,不反對政府因應社會變化去成立新的委員會,「搵人出謀獻策無壞。」「十二五」過半 政府應更進取國務院前總理朱鎔基於2001年9月說香港不應「議而不決、決而不行」。劉兆佳同樣指出,「香港十幾年來經過好多討論研究已經在某些問題上形成某些主流民意,認為政府應做什麼,(但是)現時好多項目定了下來都未曾做好。十二五規劃已去了一半,政府在政制和經濟上應更為進取。」他續說:「你不要忘記我們要執行十二五規劃,現在很多人忘記了這個,只會想別的東西。單是貫徹十二五規劃香港部分,特區政府仍有大量工作要做,特別是未來幾年內耗情況進一步嚴重,尤其是圍繞政改爭論;要貫徹十二五規劃香港部分,特區政府已處於相當困難的境地。」十二五規劃起止時間為2011年至2015年。國家十二五規劃中首次設港澳專章。政治內耗阻礙經濟發展無可否認,今屆政府在反對派搞局下施政舉步維艱。劉兆佳分析說,港府推行已有共識的項目肯定比提出新項目容易,「未來幾年社會恐怕仍然會陷入嚴重的政治內耗當中,這種情況下要形成所謂經濟上、經濟發展策略上的共識,頗為困難。」而最令劉兆佳擔憂的情況是現在本港政治內耗對政府推動經濟發展造成極為不利的環境,連推現成的建議都有難度,甚至危害到十三五規劃的參與,因過程當中涉及大量工作,要研究香港經濟狀況同未來發展路向,同時研究國家的經濟發展規劃和路向,就一定要從國家以至國際角度去思考香港未來經濟發展。對於中國遭到美日圍堵,不少專家相信人民幣國際化假如成功,將令TPP的招數不攻自破。劉兆佳強調,香港的經濟發展必須顧及國家戰略發展,因此香港須積極加入東盟10+1,努力在東南亞金融發展�扮演更重要角色。「一方面香港需要通過加入東盟區域組織,以區域經濟合作來去促進自己發展,尤其當歐美市場萎縮時。另一方面香港應考慮點樣可以令人民幣在東南亞國家和地區的重要性提升,又可以強化東南亞國家與中國之間經濟關係整合,既為自己亦為國家。」談到對經發會與金發局期待時,劉兆佳說:「無論在經濟和金融兩個範疇好多東西都討論過,只不過(政府)無做。今時今日睇仍然有好多建議適用於現在,因事實上社會不會變得這麼快,是不是?按照我的經驗來講,能夠提出建議的空間不是太大。坦白講,我不明你可以有什麼新東西可以提到出來?」當務之急是落實規劃在劉兆佳眼中,港府最逼切要處理的最重工作並非更多研究,而是貫徹原有十二五規劃的工作,包括推動六大產業發展和帶動中國企業走出去;謀劃十三五規劃香港部分,確立香港經濟未來發展路向如何與國家發展相互配合,包括對國家安全的協助;其次才是各種各樣委員會提出有利香港進一步發展的建議。劉兆佳表示,相信新諮詢架構難以提出突破性的建議方案,「我睇搞多幾個委員會、搞少幾個委員會,能夠走的路向都是離不開發揮香港原有的優勢,利用國家發展所提供的機遇,推動自己發展產業多元化、離岸人民幣中心的強化、協助國家推進區域經濟合作。另一塊則與兩地合作有關係,亦同十二五或十三五有關係的,就是如何爭取內地市場對香港進一步開放。現在的問題對我來講,不是研究什麼問題,而係盡快落實社會上已經可以接受得到、業界可以認同得到的建議。」籲大膽調整經濟結構本港對產業結構單一,經濟總量遠較內地小,社會貧富差距擴大,不少市民都要求政府正視問題,幫助本港經濟健康發展。劉兆佳認為「香港大部分人不滿現時產業結構,又憂慮香港未來的經濟發展,如果一樣都不試,或者至低限度集中一兩個產業希望謀求突破,根本經濟狀況不會改善,香港人對經濟前景亦都會持續憂慮,反而不利於政治穩定。」勿亂扣官商勾結梁振英上場後倡議政府適度有為,當局將更self storage積推動產業發展,但在政治嚴重對立情況下,當局任何動作都可能會被扣帽子,出現進退兩難、被迫原地踏步等情況。劉兆佳說:「講到尾都是要政府大量投入資源,但一做實有人反對,說官商勾結、不公平對待不同產業,以至會否浪費公帑,或政府根本無能力去做好推動產業發展的角色,種種批評一定來。」不過,港英時代以至回歸後,港府一直或多或少向特定產業傾斜,為何以前的反對聲音較小?劉兆佳分析,這是因為大部分人覺得政府以往支持的行業有前途,相信政府不會投資錯誤。他說:「坦白講,政府過去一路以來有選擇性支持一些行業,比如發展海洋公園、引入迪士尼樂園,不是支持旅遊業是什麼?你強化很多政策都是為金融業發展去搞,是不是?你起貨櫃碼頭,不是為促進航運業那是做什麼呢?你整個電影發展基金不是推動電影發展嗎?其實一路做開,不是以前未做過。」不試永遠不知對錯劉兆佳強調,公眾今日願意接受港府推動兩地經濟發展、參與國家5年經濟規劃、建設人民幣離岸中心,推動新的優勢產業發展、恢復房地產市場中的積極角色等等;中央亦支持本港發展,行到這地步已經得來不易,假如當局不試,便永遠不知道行對行錯。此外,劉兆佳還認為銀髮產業與休閒漁農業亦大有作為,因現時不少市民嚮往綠色生活,將打漁種菜與休閒生活連接在一起的休閒產業;另外,隨人口老化,長者對安老服務的要求較現時市場提供的更高,當局可以參考。兩地進一步合作是大勢所趨對於近年來香港本土主義抬頭,劉兆佳強調,本港與內地進一步合作是大勢所趨,有穩定香港政治局面的好處,主流民意依然贊成兩地繼續推進經濟合作,惟部分人覺得兩地合作對他們不利或沒有利益,反對聲音因此而起。劉兆佳建議,內地市場向香港服務、人才和資金進一步開放,例如社會管理、福利提供、醫療等,讓港人有更多出路,並期望國家更好地利用香港作為走出去跳板,過程當中在香港製造更多的投資、業務和工作機會,這樣做有利於香港穩定繁榮。籲加強支援內地工作年輕人目前,中國已成為全球第二大經濟體,每年有逾7%的超高增長率,相反不少人認為本港向上流動機會縮小,近期調查發現85%本港大學生願意到內地工作發展。劉兆佳說:「真正去的不多,得個講字,認知上雖有些改變,但行為上未配合。事實上政府要做的做得很不夠,怎樣去裝備年輕人令到他們將來無論返內地發展或留港為國家走出去策略服務,要在教育、培訓方面做很多工作。」此外,當局必須對在內地工作的年輕港人加強支援。他說:「要在內地給予年輕人好好的支援,不要好像掉棄他們,年輕人的需要多於成年人,中小企也一樣,大企業哪用你支援?」發展六優產業應堅持上屆特區政府提出推動六大新興產業發展獲得中央政府支持,惟港府都未有提出針對性的扶持政策,身為中央政策組前首席顧問的劉兆佳認為,這是上屆政府的決心、投放資源和持續工作都嚴重不足所造成,現時當局必須真真正正投入更多資源與制訂政策,強化與內地合作,才能真正見到成果。十二五規劃香港的部分凝聚了過去討論的主流建議在內,包括支持香港六大優勢產業發展。劉兆佳強調,這是得來不易的成果。然而,一些分析指梁振英上場後,當局已經放棄將教育與醫療視作產業發展,社會亦有不少人支持這樣的做法。對此劉兆佳認為港府不應在出現問題和誤會時輕言放棄,「現在很多東西等�你(政府)做,你坐�等委員會建議?那樣十幾年的功夫不就白費?」稱醫療教育產業遭誤解他解釋說:「以前是醫療產業,現在當作是婦產科發展,當年從未想過要招待內地孕婦作為本港主流醫療產業發展,但現在被人當是原來的目標,對醫療產業造成打擊,是非常可惜的事情。」他續稱,當時構想是利用香港比較優越的醫療水平、比較獲信任的醫療專業操守、優良設施、對病人法律上同制度上保障,發展高端醫療技術的運用,而不是在中低檔醫療服務中與東南亞國家爭奪。教育產業方面,有批評指高等教育院校搞課程謀利、濫收研究生,製造大量碩士博士,現政府亦打消發展教育產業意願。劉兆佳強調,教育產業同樣被誤解,提出時的前提是引導私校發展以增加香港高等教育的人才和設施,政府毋須加稅就能增加本港大學學額。他續說:「新產業來講,可能無政治條件去全面鋪開,但至低限度選擇一兩個社會上爭拗比較少而又為社會帶來希望的東西做下,比如檢測認證、創意產業,教育同醫療不能輕言放棄,不要因為出現想不到的東西就否定這些產業,那些是民粹主義。」劉兆佳觀點金發局及經發會的成立,或會對建制內的保守勢力構成壓力,但前提是上述機構能否提出切實可行的建議。金發局能夠提出新建議的空間不是太大,因香港社會的變化不是想像中那麼快。即使搞幾多個委員會,香港在經濟方面的出路,亦離不開發揮香港既有的優勢。特區政府的工作,不是研究經濟政策,而是貫徹原有「十二五規劃」的工作,包括推動六大產業及帶動中國企業「走出去」。當下香港的政治內耗,對特區政府推動經濟發展造成極為不利的環境,甚或危害香港參與「十三五規劃」。迷你倉

阿信屋母公司純利急升30% 分店數目大增89% 營業額創新高
759 阿信屋母公司CEC 國際控股(759)公布,迷你倉庫受惠於阿信屋今年增加大量分店,令利潤較高的零售業務比重大幅提升,截至今年4 月底止,集團的全年純利按年升三成,達2015 萬元,每股盈利3.02 仙,末期息每股派0.5 仙。CEC 國際控股上周五收報1.16 元,跌0.85%。CEC 國際控股指出,上個財政年度錄得破紀錄約12.8 億元收益,按年升逾六成,當中阿信屋的零售業務,貢獻收入8.12 億元,較去年多2.4 倍。阿信屋在上年度增加63 間分店,分店總數達到134 間,升幅達89%,零售業務佔集團總收益的63%,並拉高毛利率。期內集團的毛利率為27.9%,按年升4.3 個百分點,其經營溢利更錄得1162 萬元,按年急升2.7倍。但受內地通脹、人民幣�率、原材料價格高企,以及電子消費品市場疲弱等因素影響,令公司的電子元件製造業務的收入則按年下跌約15.6% ,僅4.65億元。日圓貶值降低成本集團又表示,已致力改善物流效率,降低庫存以抵銷倉租上升的成本,避免積壓資金。公司去年的綜合庫存約1.63 億元,存貨周轉日按年減少8 天,至56 天。而期內應收貨款約1.07 億元,按年跌15%,扣除零售業務影響,儲存收貨款周轉日為91 日,較去年度增加5日。由於阿信屋的分店增加,公司的總按金、預付款等亦相應增加至約6000萬,按年上升66%。截至4月,阿信屋的總零售樓面面積約14.6 萬呎,店舖總租金佔零售收益,維持約9.7%。為應對租金上漲,公司傾向在住宅區開店,並進駐面積較大但人流較少的商舖,避免涉足一線購物地段及遊客區。另外,自上年度第四季起,日圓大幅貶值,降低入貨成本,令阿信屋可提供更多購物優惠,及引進更多進口產品。集團又決定,會積極發展自行進口外國產品,代替從本地供應商取貨,令定價更靈活及自主,目前已與日本、台灣、韓國、新加坡及歐美的供應商直接聯繫取貨。集團管理層指出,阿信屋未來無計劃開拓本港以外市場,但今年籌備將全港分店增至180 間,明年及後年則每年新增60 間。阿信屋今後會有兩成分店,增售日韓入口的住宅用品及精品;2013 年8 月又會在西灣河開設微型超市作試點,未來則以5%分店為該類超市作發展目標。電子業務節流穩守電子元件製造業務方面,由於製造業的寒冬未過,集團會以節流方式穩守業務,並精簡架構。又會提高內地廠房的設備使用率、利用自動化機器降低成本,抵銷工資上升及招工困難的壓力,並嚴格控制應收貨款金額風險。新蒲崗迷你倉

Xiamen’s nightlife gets new wings and glows
By Sun Li and Hu Meidongin Xiamen, FujianXiamen’s new nightlife entertainment comes in the form of, well, life forms that entertain at night.self storageVisitors to the 1.3-hectare Firefly Park in Fujian province’s seaside resort city take 10-minute nocturnal strolls through a wetland valley among the twinkles of more than 10,000 of the locale’s namesake luminous insects. It’s China’s first of its kind.The inky darkness serves as a tapestry for the bugs to color with their bodies, as they blink yellow, green, blue and red. They make the bushes resemble Christmas trees.Lucky visitors can witness the natural phenomenon in which sets of fireflies blink in concert.Park-goers must keep their voices down to avoid disturbing the natural environment. The only illumination aside from that from the bugs comes from LED signs that lead visitors along the 300-meter wooden-plank loop.The park is actually a nonprofit project by a local LED manufacturer. It’s intended to 迷你倉ntertain while raising environmental awareness, the park’s general manager Hou Xiaohui says.Consequently, tours begin with a video about the creatures’ habitats, life cycles and bioluminescence. Park rangers answer questions.On display are a special species called aquatic fireflies. Their larvae inhabit shorelines, while adults tend to be found around ponds, streams and other areas that retain moisture.Rangers instruct visitors as to how to observe and touch the larvae, which emit faint light pulses.Families are encouraged to bring children to raise awareness among the next generation. "It only works for a very narrow particular niche of children's apparel or women's clothing with an engaged fan base," said Mr Zak Stambor, managing editor of the Internet Retailer. "It's such an inferior way to purchase online compared to using a website."Among other things, higher-end e-commerce sites offer better images along with the ability to read product details and customer reviews and even to see a video of the product on a model. "There's just a whole host of tools that selling via Facebook doesn't offer," Mr Stambor said.Of course, the biggest challenge is taking payment. Initially, Ms White would post pictures of merchandise on her Facebook page and in order to purchase an item, customers would leave a comment under the picture that said something like, "Sold, XL." They would also leave their e-mail address so they could be invoiced. In the beginning, Ms White processed all of her sales by hand.She continued to plug away to build her fan base, and then on July 11 last year, things changed. "I sold this sports dress and my fans went wild," she said. She even called a few of her former students and asked them to help process the orders."It's so much work to manage inventory yourself and invoice each customer individually," Ms White said. "It would take hours every sale night, and sometimes I would lose customers because it took me up to 36 hours sometimes to invoice people."Because the system required buyers to post their e-mail addresses on her Facebook page, she also had to worry about competitors poaching her customers. After that night, she started searching for an application to help with payment processing and found Soldsie, a mobile-friendly app that issues invoices directly to people who leave comments on a Facebook post.Commenters receive an invoice by e-mail that can be paid with PayPal or a debit or credit card on file. Soldsie takes 3 per cent of all sales, a fee that is billed at the end of every month. (There are other payment applications that work on Facebook, including Ecwid, Ribbon and Gumroad.)Ms White said she decided to start selling directly on Facebook because she wanted to build an intimate relationship with her customers."With my website, people had to go and find me, and I was in a sea of millions," she said. "With Facebook, if my sister or best friend comments on my page, that draws in their friends to see what we're doing. It's just so much faster."There are some drawbacks, she said. "Your competitors can see everything you are doing. GSK“賄賂門”持續發酵 藥企叫停與旅行社合作
跨國藥企葛蘭素史克(GSK)在中國的“賄賂門”事件仍在繼續發酵。繼比利時制藥商UCB被中國官方調查後,迷你倉新蒲崗總部在英國的另一藥企阿斯利康也被曝遭遇警方調查。 雖然阿斯利康方面稱,目前尚無證據證明員工被帶走與商業賄賂有關。但業界普遍認為,阿斯利康此番受調查,與之前GSK商業賄賂案中涉案的部分旅行社行為有關。《中國經營報》記者瞭解到,受此影響,目前多家大型醫藥企業都已經暫停了與旅行社的會務合作。暫停合作 7月19日,上海市公安局黃浦分局造訪阿斯利康上海公司,帶走一名銷售代表。7月23日,阿斯利康的另外兩名員工被帶去問話,這兩名員工為前述銷售代表的直屬領導,均為阿斯利康的銷售經理。7月24日,上述兩位銷售經理先後回到公司,但前述銷售代表至發稿前未歸。 “警方給出的答複是,上述醫藥代表被帶走是個人原因。”孫曉雲表示,目前還沒有直接證據證明該員工牽涉到商業賄賂案中。 業內的一種猜測是,已經到案的“上海臨江國際旅行社”除了與GSK中國有商業賄賂的暗箱合作外,其負責人向警方供述了還有其他五六家外資藥企每年也與其存在上億元的合作。警方根據這一線索,將調查範圍逐步擴大到了比利時UCB、阿斯利康等藥企。 前述外資藥企管理層告訴記者,以學術會議為由頭,組織利益相關的大夫出國學習、考察、旅遊等,這些都是跨國藥企拉攏醫生最為慣常的手段,而這些活動都會委托旅行社來具體組織實施。GSK事發後,該人士所在藥企就已經“一刀切”地暫停了所有與旅行社的會務合作。 “我們公司一些之前已經擬定的旅行會議,目前也已全面叫停。”該人士表示,據其瞭解,其他跨國藥企也基本如此。一些議程和嘉賓早已落實的會議,也是非常低調的草草開完,而且整個會議過程氣氛相當壓抑。 阿斯利康是英國第二大制藥公司,由前瑞典阿斯特拉公司和前英國捷利康公司于1999年合併而成,其產迷你倉出租涉及消化、心血管、腫瘤、中樞神經、麻醉、呼吸和抗感染等領域,產品銷售覆蓋全球100多個國家和地區,2010年阿斯利康全球總銷售額超過330億美元。 “之前大家都還抱僥倖心理,認為這只是一個針對個別公司的調查。”有跨國藥企管理層告訴記者,在警方調查逐漸發酵後,調查的面越來越廣,到如今醫藥行業人人自危。有消息稱,除GSK和阿斯利康外,還有數家跨國藥企受到調查。但除上述兩家外,其他傳言中接受調查的藥企尚未對傳聞作出回應。 擔驚受怕的不僅僅是外資藥企。另有國內藥企負責人表示,在給醫院及醫生回扣方面,中資藥企同樣存在相應的情況。未來調查會不會向國內藥企延伸,或者擴展到醫生的受賄情況,目前還都未知。降價應對? 國內的醫藥行業,長期在“法不責�”的心態下,維持著藥企—醫院—醫生間利益分配的潛規則。在警方介入調查後,隨著事件的持續發酵,藥企該如何應對這一行業性的危機,已成為各家藥企最為關心的問題。 GSK給出的回應是降低藥價。中國官網發佈的聲明顯示:“其正計劃通過調整運營模式,降低藥品價格中的運營成本,從而讓更多中國患者獲得高質量的葛蘭素史克公司的藥品。” 據已被警方帶走的GSK中國企業運營總經理梁宏供述,成本僅30元的藥,最終賣到患者手里能達到300元。在藥價的構成中,運營費用在藥價中占比達20%~30%。梁宏承認,如果把這部分成本降下來,會有更多患者因此更易獲得救治。而據記者採訪獲悉,部分國內藥企商業賄賂成本占藥價的比重,比該數字還要高很多。 但有業內人士直言,在藥品的定價過程中,藥企擁有的話語權非常低。通過打擊商業賄賂來實現降低藥價的目的,可能不會達到很好的效果。目前國內藥價高企的主要原因,在於藥品的審批環節和醫院“以藥養醫”的機制。醫改若不從機制上入手,單純的反商業賄賂,不僅難以根治行業弊病,取得的效果也會非常有限。儲存倉
